This Article critically analyses the regime for intercepting the content of communications under the Regulation of Investigatory Powers Act 2000 in the light of the recent ruling by the European Court of Human Rights in Kennedy v the UK. Statutory responsibility for health care and social care has long been separated between National Health Service (NHS) bodies and local government authorities. Repeated policy attempts to promote service integration through collaboration between such authorities have achieved little. The latest of such policy interventions are the Health and Wellbeing Boards (HWBs) established by the 2012 Health and Social Care Act (HSCA) alongside a range of other organisational innovations, including Clinical Commissioning Groups (CCGs). These organisations await full legal and operational status but have begun to develop structures and processes. HWBs are intended to lead the integrated assessment of local needs to inform both NHS health and local authority social care commissioners. We undertook detailed qualitative case studies in eight CCGs during 2011–2012 and here report observational and interview data related to CCGs’ perspectives and observations of early HWB developments. We found that developing HWBs vary greatly in their structure and approach, but we also identified a number of significant issues that are familiar from earlier research into health and social care integration. These include heavy dependence on voluntary agreements to align the strategic plans of the many different new statutory bodies; a significant role for mundane organisational processes in determining the extent of effective co-operation; and problems arising from factors such as size and the arrangements of local boundaries. 相似文献

Modern demographers analyse regional and other infant mortality differentials as important factors behind the current life expectancy of Russian citizens. Historically, however, the Russian Empire is simply displayed as one block with high infant mortality rates. Also with respect to cultural background factors, Russia is often perceived as religiously homogeneous with the Orthodox Church dominating the country. In reality, Russia has a long history of coexisting religious traditions. This includes both provinces with a majority of Catholics, Muslims, Buddhists or shamanistic populations as well as territories characterized by religious diversity and significant minority religions. Our project studies minority religious groups in the Urals, a province by the Ural Mountains stretching into Asia. While no territory can claim to be truly representative of this mega-country, we believe that this centrally located province is well suited to show some of the Russian variety, including differential infant mortality among the followers of minority religions, which is the topic of this article. We employ church record microdata to study Catholics, Jews and Old Believers in the main metal-producing city of Ekaterinburg. 相似文献

This article examines the growing phenomenon of climate change litigation in the USA and Canada. It explores the expanding context in which this litigation is occurring and highlights key successes and failures of these actions. In the absence of a comprehensive federal framework in both countries, the article shows how litigation is being used by claimants to attempt to require government action in reducing greenhouse gas emissions and to force private entities to do the same and to pay damages. Whether a piecemeal approach to climate change engendered through litigation can provide a solution to this global issue remains to be seen. 相似文献

Digitally mediated communication technologies have fundamentally changed the problem of child sexual abuse. Sexually explicit images of young people that can be found online range from those documenting offline abuse including adult-to-child and peer-on-peer violence, to self-generated images including those taken within the context of a coercive relationship or those that are shared online beyond the taker's control. Online availability of these images can have serious effects on victims. It is vital to identify what victims need, how youngsters are at risk online, how self-generated images may be shared online beyond the taker's control, and how children who have been traumatized by experiences of sexual abuse (offline as well as online) can be taught to stay safe online. While global plurilateral summit institutions (PSIs) of the world's most powerful countries have long generated effective global health governance, the most recent summits of the Group of Eight (G8) and the Group of 20 (G20) have largely abandoned their earlier concern with health, especially outside its specialized food and nutrition link. However, since its start in 2009 in Yekaterinburg, Russia, the annual summit of Brazil, Russia, India, China and now South Africa (BRICS), a new PSI arising has substantially addressed health and started to lead in some ways. The BRICS summit-level health governance has been reinforced by the advent of a BRICS health ministers' forum, other health-related ministerial institutions (notably for agriculture and trade) and official and multi-stakeholder bodies. This article provides the first direct, disciplined empirical analysis of how and why the BRICS summit system has governed global health, based on the models developed for and applied to G8, G20 and United Nations summit governance. 相似文献
