This paper analyzes the influence of alternative voting technologies on electoral outcomes in multi-party systems. Using data from a field experiment conducted during the 2005 legislative election in Argentina, we examine the role of information effects associated with alternative voting devices on the support for the competing parties. We find that differences in the type of information displayed and how it was presented across devices favored some parties to the detriment of others. The impact of voting technologies was found to be larger than in two-party systems, and could lead to changes in election results. We conclude that authorities in countries moving to adopt new voting systems should carefully take the potential partisan advantages induced by different technologies into account when evaluating their implementation.  相似文献

Although homelessness is extensive in India, there has been little research on the rural dimension. This study examines the social and legal regulation of homelessness in India, focusing on the rural areas and providing a case-study of Goa. The term 'vagrancy' is used in the title of the paper in order to reflect the nature of legislation which criminalizes the vagrant individual perhaps more than other forms of homelessness. Historically, British Raj legislation on Criminal Tribes and vagrancy is contrasted with the Portuguese religious charitable perspective adopted in Goa. This is complemented by a contemporary case-study of the regulation of homelessness in the state of Goa. Goa is described as the place where the 'new India' and the 'old India' meet, with affluent tourists (both Indian and Western) encountering the 'old India' of poverty and homelessness among the migrant workers who service the tourist industry. Particular reference is made to the case of the Lamani??defined as a gypsy group??who are often constructed as the main cause of social ills within the state. This historical and socio-legal analysis is complemented by reference to fieldwork conducted in Goa.  相似文献

This article was presented in its original form in October 2005 at the Conference on Central Asian Security in Tashkent, Uzbekistan. This article seeks to add to the discourse on counterterrorism by looking at the challenges posed by sub-state radicalism to development and regionalization. Specifically, adequate counterterror campaigns require addressing socioeconomic feeders of radicalism while simultaneously dealing with the threat of political violence itself. In terms of development, this means advocating increased trade volumes and export oriented growth while concurrently controlling for illicit trade (which often finances terrorist movements) and trade in strategic goods (which could serve to undermine the security of the state). The authors use the case study of Uzbekistan and Central Asian insecurity to illustrate the utility of customs modernization, border security, and export control legislation as integral components in wider counterterror campaigns. The study addresses circumstances specific to present day Central Asia but has wider implications in stymieing the relationship between “grey areas” and terrorist movements worldwide.  相似文献

The European Union is at the core of a supranational citizenship project. This supranational project resulted in a crystallised form of citizenship in 1992, although it has been subject to constant revision by the ECJ since then. Nonetheless, the basis on which this novel form of citizenship is predicated is the traditional national paradigm of citizenship, with all its inherent sensitivities and inhibitions replicated on the international stage. It will be suggested that this nation-centric focus is ultimately the single biggest failing of European Union citizenship and its greatest limitation. The very nature of the supranational entity is exclusionary, to the detriment of over a million individuals. This paper will address which sectors of the broader European society are most affected by European citizenship’s exclusive properties and will explore the Union’s obligations and its responsibility to include marginalised groups, particularly the stateless, refugees, and third country nationals on an equal footing with Member State nationals. The extent of the statelessness problem will form the main portion of the discussion with a view to considering the challenges these at risk individuals face on a daily basis and how they can be incorporated in the most effective way within the Union framework: such incorporation will, of necessity, also mandate an examination of surrounding human rights issues, all the more pressing in light of the post-Lisbon Union commitment to accede to the European Convention on Human Rights. The stateless are not the only marginalised group found in Union territory: third country nationals who do not benefit from Directive 2003/109 nonetheless make a considerable contribution without receiving the same rights and freedoms as those serendipitous enough to call themselves ‘long-term residents’. The human rights and democratic bases of the Union appear to be undermined by the restrictive approach to inclusion that has, to date, been taken when addressing non-nationals’ incorporation under the citizenship umbrella. This paper aims to assess the shortcomings of the European Citizenship project by highlighting the effects of its exclusivity and the limitations of its notion of inclusivity. Rather than establishing a single supranational form of citizenship the Union has, instead, succeeded in developing a multi-tiered and hierarchical construct, far removed from the notion of ‘a broader community of peoples’. It will culminate in a proposal for a significantly modified vision of Union citizenship which would seek to overcome the current version’s apparent limitations, elevating the standing of the at risk groups in such a way that their contribution to Union life is fully, and deservedly, recognised.  相似文献
