Using Profile Analysis for Assessing Need in Domestic Violence Courts

This study utilizes profile analysis to evaluate the social and economic justice impacts of domestic violence court processes. Data were gathered from all cases involved in a Domestic Violence Unified Family Court in one Florida county from January 1 through December 31, 2003. Findings suggest domestic violence courts are not responding equitably to victims (petitioners), which means that some petitioners may be revictimized by the system. Furthermore, in cases involving criminal behavior, the court system’s focus on criminality may not be having an impact on reducing the recurrence of domestic violence.     

Regulation of Firearm Dealers in the United States: An Analysis of State Law and Opportunities for Improvement

Firearms were associated with 30, 136 deaths in the United States in 2003. Most guns are initially sold to the public through a network of retail dealers. Licensed firearm dealers are an important source of guns for criminals and gun traffickers. Just one percent of licensed dealers were responsible for more than half of all guns traced to crime. Federal law makes it difficult for ATF to inspect and revoke the licenses of problem gun dealers. State licensing systems, however, are a greatly under-explored opportunity for firearm dealer oversight. We identify and categorize these state systems to identify opportunities for interventions to prevent problem dealers from supplying guns to criminals, juveniles, or gun traffickers. Just seventeen states license gun dealers. Twenty-three states permit routine inspections of dealers but only two mandate that those inspections occur on a regular basis. Twenty-six states impose record-keeping requirements for gun sales. Only thirteen states require some form of store security measures to minimize firearm theft. We conclude with recommendations for a comprehensive system of state licensing and oversight of gun dealers. Our findings can be useful for the coalition of more than fifty U.S. mayors that recently announced it would work together to combat illegal gun trafficking.     

Simultaneous,Sequential, Elimination,and Wildcard: A Comparison of Lineup Procedures

This study compared four lineup procedures: the simultaneous, sequential, elimination, and wildcard. Two hundred and sixty-nine university students (M = 20.17 years) watched a mock, videotaped crime. Then, following a brief delay, they viewed a 6-person target-present or -absent lineup using one of the four lineup procedures. For target-present lineups, correct identification rates for the four lineup procedures were comparable. In contrast, for target-absent lineups, the correct rejection rate was higher using the elimination lineup procedure compared to the wildcard and simultaneous lineup procedures. Remaining comparisons between lineup procedures found no significant differences. Also diagnosticity ratios were similar across the four procedures.     

Working Through Work Release: An Analysis of Factors Associated with the Successful Completion of Work Release

In line with reentry and life course research that has shown increases in desistance for individuals connected with employment, work release programming attempts to achieve desistance from crime by linking criminal offenders to the labor market while in the correctional system. Recent research has speculated that the completion of rigorous employment programming may serve as a signal to employers that criminal careers have ceased and the offenders are employable. Therefore, it is important to understand factors associated with successful program completion. This study utilizes a sample of jail-based work release participants to explore factors correlated with program completion. Consistent with prior research, we find that offenders who are older, Caucasian, and employed at time of arrest are more likely to complete the program and that minority participants and those with prior mental health treatment are less likely to complete the program.     

The changing landscape of policing: the Metro-LEC approach

Profound changes are being made in the way police organize and collaborate. Many of these changes are due to economic times, as well as changes that occurred after September 11th. Small- and medium-size agencies are finding new and innovative ways to mobilize for critical events and large-scale operations. The mechanisms for collaboration vary and few studies have examined the effectiveness of these different types of interagency cooperative ventures. The Metropolitan Law Enforcement Council is a non-profit organization and pools resources from 43 law enforcement agencies. This study found the approach to be successful in accomplishing its primary mission of providing needed services to the member agencies. Lastly, this type of collaborative approach is changing the landscape of policing through the use of multijurisdictional special operational units available to respond to a host of situations from public and private requests.
