This paper explores the connections between education for youth civic engagement and theories and strategies from public health (specifically, epidemiology). We illustrate this with four applications of epidemiologic theory to youth civic engagement: social determinants and fundamental causes, vulnerable populations and cumulative disadvantage, positive spillover, and herd immunity and critical mass. Formalizing concepts of current civics, in schools and the public, as a civic epidemic, we present a case for individual‐ and group‐level interventions based around targeted, school‐based, effective civic education initiatives. Grounded in epidemiological theory, such approaches call attention to the simultaneous need to improve broad civics education and ensure that particular populations receive necessary attentions.  相似文献

Over the past decade, directional drilling and hydraulic fracturing enabled an unconventional oil and gas extraction (UOGE) boom in many regions of the United States, including parts of Pennsylvania. This revolution has created serious concerns about the capability of existing institutions to govern important societal outcomes associated with UOGE. We present a conceptual framework for assessing key societal outcomes influenced by UOGE governance. In applying this framework to Pennsylvania, we discern certain institutional strengths that have allowed the Commonwealth to reap appreciable short‐term economic growth from rich resource endowments. We also find, however, that several institutional weaknesses have allowed costs externalized to the environment, public health, and community integrity to offset some proportion of those economic benefits. Likewise, we find that governance of UOGE in Pennsylvania has contributed to a bifurcated sociopolitical landscape wherein adversarial coalitions dispute the legitimacy of the industry and its governance.  相似文献

Perpetrator and victim gender influence how blame is assigned in intimate partner violence (IPV) scenarios. Although men’s differential capacity to inflict and sustain harm is posited as the reason male perpetrators and victims receive more blame for IPV, it is possible that other aspects of the construct of gender, such as gender role beliefs, underscore these effects. Using a sample of 323 college students and a factorial vignette design that varied body sizes and genders of victims and perpetrators, we examined the extent to which perceptions of physical injury accounted for the effects of perpetrator and victim gender on blame attributions, and whether adherence to traditional gender roles moderated any influences of gender unassociated with perceived injury. For female perpetrators, participants estimated lower levels of perceived injury and greater victim blame, with the former effect predominantly accounting for the latter. Male victims were viewed as less injured and more blameworthy, but the latter finding was not predominantly driven by injury perceptions. Perceived physical injury also did not account for why females perpetrating against males were blamed least. Controlling for differences in perceived injury, those holding more traditional gender views blamed victims of female violence more than victims of male-perpetrated violence. Notably, variations in body physical size were not associated with injury perceptions or blame attributions. These findings overall suggest that gender does influence blame attributions by way of perceived physical injury, but other aspects of the construct of gender are also relevant to these evaluations.

Participation and representation of disadvantaged groups are important, but partly still understudied aspects of democratic politics. The present article looks at the inclusion of migrant representatives in urban governance networks making use of original survey data from 40 large cities in France and Germany. We find that about half of policy-relevant urban actors in both countries and across cities cooperate with migrant associations regularly. This indicates that urban governance networks are furthering the civic and political presence of migrants. Cooperation with migrant associations is more likely when specific representative local institutions (foreigner/integration councils) exist, and is also boosted by the overall density of governance networks in a city. Politicians and local administrators remain central actors in such networks, while social welfare organizations emerge as important interlocutors with migrant associations. In contemporary society, sumptuary laws regulate contested markets by delegating enforcement responsibilities to the private sector. This can decouple the intention behind policies from the practices to implement them. When state interests do not align concerning the legality of a market, can policy and practice recouple, and if so, how? This article reports on a case study of commercial cannabis in the United States to answer this question. Interviews with 56 cannabis industry stakeholders in California, Arizona, and Texas reveal that policy and practice recoupled through a patterned process that I call sumptuary administration. In each state, regulators drew on a unique set of schemas, or “framework of accountability,” that prioritized a subset of cannabis market participants during the policy-making process. This resulted in missing or ambiguous sumptuary laws. To address business challenges that were tethered to this regulatory environment, cannabis businesses drew on similar schemas to identify appropriate practices. I show how grounding practices in these frameworks legitimized the preferences of the cannabis industry in the eyes of state authorities and influenced specific program policy revisions. Sumptuary administration represents a novel mechanism for understanding the social construction of legality in markets that are regulated under fragmented governance.  相似文献

Abstract

Recent contributions to the comparative political economy literature claim that liberal market economies are vulnerable to asset booms and busts because of financial deregulation, shrinking welfare states and a political ideology emphasising financial self-sufficiency. This article examines the rapid expansion of mortgage lending in three coordinated market economies (CMEs): Denmark, Sweden and the Netherlands. This expansion is puzzling given that all three countries are CMEs with generous welfare states. Yet the pattern of mortgage lending resembles the Anglo-Saxon or liberal market economies (LMEs) more than other CMEs. The article argues that mortgage bubbles in the small CMEs emerged as the unintended outcome of pairing neoliberal programmes to expand home ownership with collectivist housing institutions. This resulted in supply restrictions and rising property values which saddled households with extraordinarily high mortgage debts. In short, mortgage credit bubbles are not unique to Anglo-liberal welfare states and may have different origins.  相似文献

This study applies Elisabeth Noelle‐Neumann's spiral of silence theory to the controversial issue of whether children with AIDS should be allowed to attend public school. The study tests the theory's hypotheses in light of two content analyses of the media's treatment of the issue. The findings offer tentative and qualified support for Noelle‐Neumann's theoretical propositions about the relationship between individuals' perceptions of the issue and the media's tenor of the issue; particularly that of television. The findings suggest the need to address the role of other agents of influence, including reference groups, and to use time‐based data to unravel the causal order of the relationships.  相似文献
