A significant part of the general public’s observations and image concerning the police comes through the mass media. It has been assumed that one factor affecting the level of trust is the way the media handles the police. This article describes the media uproar that arose in Finland in November 2013 about police misconduct, and its effects on the public trust in the police. Two hypotheses were tested in the study: (a) negative publicity always decreases trust, and so, too, in this case; and (b) a change in trust is affected by the public’s independent interpretation of the publicity battle, in which case criticism might also increase trust. The study materials comprise the news coverage concerning the uproar and four opinion surveys collected after it occurred. The first survey was conducted immediately after the press conference of the case in week 48/2013 and the other ones in three-week intervals. The results show that following the uproar, compared to the earlier results of the European Social Survey, trust in the police did not decrease—on the contrary, it increased slightly. Our results suggest that in this case a large part of the audience has taken, to use the term of Stuart Hall, the oppositional position when interpreting negative news about the police.  相似文献

This article contributes to the debate on the politicization of intelligence with a case study of a major attempt of politicization that so far largely escaped academic attention: the Special National Intelligence Estimate on the Soviet Union’s role in international terrorism produced by the US Intelligence Community in spring 1981. Despite direct and indirect manipulation by members of President Reagan’s Cabinet, this case differs from those usually discussed in a decisive way – politicization failed. Based on the empirical analysis, a theoretical model of intelligence politicization is introduced that extends Joshua Rovner’s oversell model, which can explain why policymakers demand intelligence support but is insufficient due to its exclusive focus on the consumers of intelligence, by integrating the incentives of intelligence producers and specifying the determinants of whether politicization succeeds or fails.  相似文献

Generalized social trust has been argued to have positive effects for both individuals and society, but despite solid theoretical arguments in favour of different contextual effects, the empirical evidence remains scant. We here examine whether and how the effect of generalized trust on the propensity to become politically active is moderated by the level of generalized trust in society. We inspect two different causal mechanisms: The rainmaker effect, which entails that the effect of generalized trust is weaker at the individual level when there is a high level of generalized trust in society; and the sunmaker effect, which entails that the effect of generalized trust is strengthened by a high level of generalized trust in society. We examine the links for three forms of political participation: voting, institutionalized participation, and non-institutionalized participation. The data come from the fourth round of the European Social Survey from 2008 [European Social Survey. (2008 European Social Survey. (2008). Data file edition 4.0. Using survey data on Finnish local politicians (n = 364) we examine the extent to which political orientation affects attitudes towards and perceptions of competitive tendering in social and health service provision. Expectation of cost benefits turns out to be the most important factor accounting for willingness to increase the usage of competitive tendering. The perceived positive impact of tendering on local democracy is also related to local politicians' readiness to implement reforms. However, political orientation does have a strong effect on politicians' perceptions. We also consider whether there are mitigating factors that could mask the relationship between political orientation and attitudes towards tendering. We identify one such factor, municipal employment: public-sector employees form a kind of informal ‘interest group’ resisting public-sector reforms in municipal decision making. In general, our results suggest that macro-level studies on competitive tendering underestimate the effects of political ideology on local decision making.  相似文献

The last fifteen years have witnessed a drastic increase in higher education cooperation in Europe. In parallel to this development, the number of European associations in higher education has grown considerably. This article constitutes a first systematic look at these organisms. After providing a working definition, it tries to encapsulate the rationale and the main activities of these associations, followed by a first attempt at a typology. A short history of the European higher education association is combined with an analysis of the links between its large-scale emergence and the provision of higher education cooperation programmes by the European Union. The presumption of innocence (POI) requires all judges, juries, and other officials in a trial, to presume and treat any accused of criminal wrongdoing as innocent, until he or she is proven guilty. Although a POI lacks an authoritative definition, this overarching principle of procedural fairness is so robust and vital for the exercise of legal power in matters of criminal law that one rarely finds anyone questioning its standing. In this article I examine the rationale behind the POI from a different perspective. The basic assumption is that this procedural standard captures the tenor of a broader principle which seeks to ensure fairness in criminal proceedings as well as in criminal law doctrine. I argue that honouring a principle of fairness is not exclusively a matter of criminal procedural law but also something that is deeply rooted in other areas of criminal law doctrine. Hence: not maintaining a principle of fairness in criminal law doctrine could lead to the POI being compromised or even undermined. In the article, I draw attention to three areas in which I believe that criminal law policies threaten a principle of fairness: criminalising remote harm, doctrine of ignorance of law and inversed presumptions of guilt. My conclusion is that some solutions to so called doctrinal problems in criminal law, are questionable and their practical consequences (on a general level) are, at least partially, equal to treating an individual (in a trial) as guilty for something for which he or she ought not to be accountable. Hence: gaining the support of a POI could thus work as principle for keeping the use of criminal law moderate and in accordance with a principle of fairness.  相似文献

Employee resilience (ER) is often needed to face demands inherent in public sector work. Some types of demands, however, may hinder its development, rather than provide the type of challenging adversity from which resilience can develop. Public sector job demands have been a long-standing issue for public workplaces and employees but are also growing in salience as organisations face an increasingly variable, uncertain, complex, and ambiguous environment. Drawing on the Job Demands–Resources model and the challenge/hindrance stress literature, this multi-level study of Aotearoa New Zealand civil servants (n = 11,533) in 65 public sector organisations shows that ER is negatively affected by demands such as job insecurity, unclear job and organisational goals, and inter-agency collaboration. However, organisational resource constraints are positively associated with ER. This study identifies core PA job and organisational demands that hinder ER and offers practical implications and suggestions for further research.

  • Surprisingly, resource constraints, where employees have to ‘do more with less’, might help employees develop ER.
  • While inter-agency collaboration has potentially many benefits, it appears to have negative spillover effects on employees unaware of it or not involved in it.
  • To encourage ER, agencies should clarify both organisational and job goals, and assure job security, control, competency development, and supervisor support.
