Virtually no one in the United States raised objections to the 1964 military takeover of the Brazilian civilian government. In the early 1970s, however, the Brazilian regime had become associated with torture and the arbitrary rule of law. By the end of that decade, compliance with human rights standards had developed into a yardstick for measuring U.S. foreign policy initiatives in Latin America. This paper argues that between 1969 and 1974, a small group of dedicated church activists, exiled Brazilians, and academics introduced the issue of human rights in Latin America into the U.S. national body politic. A network of concerned activists fashioned a systematic campaign to educate journalists, government officials, and the public about the abuses taking place under the generals' rule. Their activities helped isolate the military regime and laid the groundwork for a broader solidarity movement with Latin American popular struggles in the late 1970s and 1980s. 相似文献

Habit is a frequently mentioned but understudied cause of political action. This article provides the first direct test of the hypothesis that casting a ballot in one election increases one's propensity to go to the polls in the future. A field experiment involving 25,200 registered voters was conducted prior to the November general election of 1998. Subjects were randomly assigned to treatment conditions in which they were urged to vote through direct mail or face-to-face canvassing. Compared to a control group that received no contact, the treatment groups were significantly more likely to vote in 1998. The treatment groups were also significantly more likely to vote in local elections held in November of 1999. After deriving a statistical estimator to isolate the effect of habit, we find that, ceteris paribus, voting in one election substantially increases the likelihood of voting in the future. Indeed, the influence of past voting exceeds the effects of age and education reported in previous studies. 相似文献

The Clinton administration's economic diplomacy has been more aggressive, politicized and controversial than that of any recent US administration. We examine its application to the European Union (EU) and seek to answer the question: what makes Europe different? Put another way, why has the US pursued cooperation on “behind-the-border” issues such as competition policy, standards and investment rules, and eschewed export promotion? We offer three explanations. First, the EU's market is unique: it is a mature, but lucrative one for large US-owned firms concerned more with behind-the-border issues than with market access issues. Second, American companies who have invested heavily in Europe have developed their own political links to the EU, particularly through the EU Committee of the American Chamber of Commerce. Third, these same companies have a powerful influence over US policy towards Europe as well as EU policymaking. Transition teams are often used to help Prime Ministers and Premiers move into their new roles. At the municipal level, the use of transition teams is relatively new. As such, we know little about what these groups do in comparison to federal and provincial transition teams. In this article, we examine mayoral transition teams and find that the increased use of these groups is a reflection of the enhanced organizational complexity of Canadian local government. Additionally, local conditions and candidate experience often dictate the shape and function of transition teams. This paper analyses the RCMP's “Mr. Big” undercover investigation technique, which involves the use of undercover officers posing as high‐ranking members of a criminal organization. These officers befriend a target (the suspect) and promise the suspect that their leader (Mr. Big) can help the target in several ways; in exchange, the officers demand that the suspect truthfully reveal past criminal activity to establish credibility and protect the organization against surprises. There appears to be little interest on the part of state actors, other than the courts, in reducing police independence and providing more accountability and oversight for Mr. Big and other undercover operations. Yet, as parts of Canada's criminal justice system, such operations deserve scrutiny because of their cost and potential for wrongful convictions. This article calls for oversight of the police by several actors, including legislators providing guidelines for police investigations, closer judicial scrutiny and executive oversight of police operations, and improved police training. 相似文献

This article examines Marshall Dimock's thought on the relation between public administration and law. The examination revolves around his book, Law and Dynamic Administration,but also incorporates insights from his many other works. Dimock treated the idea of rule of law as an important source of authority and guiding principles for both the public administrative and legal professions. He criticized the legal profession harshly for its tendency in this century to disparage and reject law as such a source. Its treatment of law has led to many abuses that affect the legitimacy and efficacy of all who govern in our society. Dimock hoped to reunify the fields with a common jurisprudence that is mindful of public, institutional needs. AbstractWhile the use of active learning exercises and the incorporation of popular culture in the classroom have increased in recent years, the study of potential gendered effects on learning and engagement when it comes to these practices has been limited. In this study, data are collected from international politics courses using a zombie outbreak as the theme for a United Nations simulation to explore whether there are unintentional gendered outcomes from these activities.
