Changes in government policy over the last two decades have seen the traditional goals of criminal justice, namely prosecution and punishment, being replaced by an emphasis on prevention, fear reduction, security and harm reduction. During this time domestic abuse has gained a place on the political agenda, which has resulted in legislative initiatives in the form of civil protection orders across the U.K. which primarily focus on prevention but have also more recently begun to rely on the traditional criminal justice responses should they fail to prevent further abuse. Drawing on international evaluations and a recent study conducted in Scotland (the Scottish study), the article examines whether legislation in the form of civil protection orders has the effect of curtailing the actions of abusers and if not, what occurs when the traditional criminal justice response comes into play. The strengths of civil protection orders and some explanations for the weaknesses of these orders are considered alongside the question of whether there is any value in women continuing to engage with the law in response to domestic abuse. Personality characteristics and values of 475 undergraduates were studied with respect to marijuana use and the usual demographic variables. Frequent Users and Adamant Nonusers (i.e., those persons who never have used marijuana and never will) each account for 23% of the sample. The demographic data were essentially similar between the four groups under study, but the group differences in reported marijuana use corresponded to large differences in personality and values. The latter was assessed with an instrument developed by the authors based on F. Kluckhohn's theory of variation in value orientations; personality characteristics were assessed with the California Psychological Inventory. The latter (CPI) portrays the Frequent User, in comparison to the other groups but especially relative to the Adamant Nonuser, as likely to be interpersonally and intellectually more effective, trusting in others, and confident and to possess a greater degree of ego strength. The Adamant Nonuser appears to be more submissive in general, lacking in self-insight, dependent on external structure, and judgmental. These differences are interpreted in terms of the value orientations that have primacy for the members of each of the groups. For example, the Adamant Nonuser feels that nature is more subjugating than do the other groups. During the 1950s, staff, students and graduates of Australian universities were increasingly critical of the racial restrictions on immigration, and their activism contributed to a broader government and community reassessment of the White Australia Policy. Personal experiences of cross‐cultural interactions between Australian students and an increasing number of international students from Asia, including those sponsored by the Australian government's Colombo Plan, underpinned the university challenge to immigration policy. Tertiary curriculum offering new academic interpretations of Asian history and decolonisation also contributed to a growing awareness among university‐educated Australians of Asia, and fostered empathy for its peoples. The publications of the Immigration Reform Group extended this critique of White Australia, and were driven by a moral indignation towards a policy that affected individuals personally known to the critics.  相似文献

In Canada's Yukon Territory, a legislative committee was tasked with assessing the risks and benefits of hydraulic fracturing. The committee designed an extensive participatory process involving citizens and experts; however, instead of information access and public hearings fostering an open dialogue and trust, these two channels failed to de‐polarize debates over hydraulic fracturing. We argue that mistrust was reinforced because (1) weak participatory processes undermined the goals of public involvement, (2) scientific evidence and scientists themselves were not accepted as neutral or apolitical, and (3) strategic fostering of mistrust by actors on both sides of a polarized issue intensified existing doubt about the integrity and credibility of the process. The implications of a failure to restore trust in government are significant, not only for the issue of hydraulic fracturing, but for governance more broadly, as mistrust has spillover effects for subsequent public negotiations.  相似文献

While efforts have been made to reduce the pervasive backlog of sexual assault evidence collection kits, the actual laboratory process remains very time-consuming due to the requirement of a differential lysis step before DNA purification, as well as intricate mixture analysis towards the end of the DNA workflow. Recently, an alternative, direct-to-amplification sperm lysis method (using 1 M NaOH) was identified. However, a direct cell lysis method for non-sperm cells has not been identified yet. Thus, the primary objective of this work was to find an alternative method that is quick, inexpensive, and does not require multiple purification steps for the lysis of non-sperm cells in sexual assault samples. In this study, vaginal swab samples were lysed with the control method, prepGEM™, as well as six alternative reagents: alkaline buffer with 25–200 mM NaOH, high-salt stain extraction buffer, modified radioimmunoprecipitation assay (RIPA) buffer, mammalian protein extraction reagent (M-PER™), digitonin buffer, and urea/thiourea buffer. Quantification using Quantifiler® Trio of vaginal and semen lysates revealed that the alkaline (25 mM NaOH) and M-PER™ methods were efficient for the lysis of vaginal epithelial cells without substantial sperm cell lysis. Following quantification, analysis of STR profiles from vaginal lysates revealed that the M-PER™ method showed promising results across all metrics examined, including the percentage of detected STR alleles, mean peak heights, peak height ratio, and interlocus balance. Thus, this method was recommended as an alternative to the traditional differential lysis method for non-sperm cells given its ability to produce amplification-ready lysates without any DNA purification step.  相似文献
