A survival model with dependent competing events and right-hand censoring: Probation and parole as an illustration

Researchers are frequently interested in estimating the elapsed time until the occurrence of an event, such as an arrest following release from prison, dissolution of a marriage, and death following the onset of a disease. Estimation is often hindered by the occurrence of a competing event, which prevents the event of interest from being observed, and by limited follow-up periods. A parametric procedure developed in this paper is suitable for dealing with nonrepeatable competing events when the events are correlated and when independent righthand censoring also exists. Weak distributional assumptions are accommodated by using a Box-Cox transformation and by explicit modeling of heteroscedasticity. The procedure is applied to data pertaining to failure on probabation and parole.     

Next generation engagement: Setting a research agenda for community engagement in Australia's infrastructure sector

The global infrastructure sector is thriving. But community opposition to major projects is also rising. Australian examples demonstrate the policy backflips, reputational pitfalls, and financial costs of project delays and cancellations. Failures to engage communities are surprising, given the widespread adoption of community engagement (CE) principles and the increasing professionalization of CE roles. If acceptance of the need for CE in infrastructure is more widespread than ever, why are we not seeing smoother project delivery, reduced protest, and cost savings? This paradox is the driving force behind the Next Generation Engagement project. This article offers a practitioners’ perspective to introduce the project and present key findings from its 12‐month pilot study aiming to establish a transdisciplinary, industry‐led research agenda for CE in Australia's infrastructure sector. The article contributes to our understanding of CE literature and research codesign. It maps out the top five priority themes for future research to support infrastructure selection, planning and delivery. The research agenda provides guidance for policy, and practice, offering consolidated, research‐based insights for policymakers and practitioners.     

The COVID Cash Transfer Study: The Impacts of a One-Time Unconditional Cash Transfer on the Well-Being of Families Receiving SNAP in Twelve States

There is growing interest in the use of unconditional cash transfers as a means to alleviate poverty, yet little is known about the effects of such transfers in the U.S. This paper reports on the results of a randomized controlled study of a one-time $1,000 unconditional cash transfer in May 2020 to families with low incomes in 12 U.S. states. The families were receiving, or had recently received, Supplemental Nutrition Assistance Program benefits. We examine the impact of the cash transfer on five pre-registered outcomes (material hardship, mental health, parenting, child behavior, partner relationships) and several secondary outcomes (hardship avoidance, consumption, employment, benefit use). We find no statistically significant effects (powered to detect effects of 0.09 standard deviations) of the cash transfer on any outcomes for the full sample. In pre-specified exploratory analyses, we find significant reductions in material hardship (-0.17 standard deviations) among families with less than $500 of earnings in the previous month, roughly the bottom 50 percent of monthly earnings for the study sample.     

Affirmative action review “report to the president”: implications of military affirmative action programs to current and new millennium affirmative action programs

This article reviews the Affirmative Action Review: Report to the President that was submitted to President Clinton in 1995. The Report points out the successes of equal opportunity/affirmative action initiatives in the military. The article considers the implications of the possible applicability of the military equal opportunity/affirmative action initiatives to other public and private organizations.     

Preparing to lead: Mayoral transition planning in Canadian cities

Transition teams are often used to help Prime Ministers and Premiers move into their new roles. At the municipal level, the use of transition teams is relatively new. As such, we know little about what these groups do in comparison to federal and provincial transition teams. In this article, we examine mayoral transition teams and find that the increased use of these groups is a reflection of the enhanced organizational complexity of Canadian local government. Additionally, local conditions and candidate experience often dictate the shape and function of transition teams. Overall, we argue that more resources should be devoted to the municipal transition process.

Trading with the Dragon: Chinese trade,investment and development assistance in the Pacific Islands

Chinese development assistance, raw material exploitation, investment and trade increases in their region are causing Pacific Islanders to ask: ‘Why are the Chinese interested in Pacific Island states?’ and ‘Why has there been an upsurge of the Chinese influence in the Pacific?’. This article seeks to add to the debate on that issue by examining the nature and the evolving purpose of Chinese engagement with the small island states of the Pacific. Only a small proportion of China's outbound investment goes to the Pacific Islands, but it has a considerable effect on the region's economically dependent states. Pacific Island nations have a pressing need for overseas investment and are highly dependent on development assistance. They are, therefore, particularly vulnerable to external players.
