This paper draws on ethnographic research with teenage schoolgirls in Tanzania to explore the impact of education on their experiences of sexual agency and empowerment. School-based education is frequently presented within international development as a route for empowering girls to exercise agency over their sexuality; yet school itself often constitutes a space in which the same restrictive gendered and sexual norms that exist outside the classroom are reproduced or go unchallenged by those working with girls. Despite the constraints to their agency from both outside and within school, girls themselves do resist the narratives of girlhood and sexuality imposed upon them. Recognising how these dynamics challenge our understanding of sexual empowerment is key to finding ways to support girls in navigating repressive norms beyond the classroom. 相似文献

At a time when truth and facts are highly contested, understanding how knowledge gains legitimacy is crucial. Creating valuable policy knowledge involves navigating ‘a space between fields’, where actors and ideas from different social worlds come into play. This article outlines a novel set of strategies for attaining legitimacy within this space. Drawing on mixed‐methods analysis of interview and publication data from 12 development research organizations, the article argues that legitimacy centres around three primary types of ‘coherence’. Coherence in identity is the demonstration of ‘proper’ goals via negotiation of organizational and individual identity. Coherence in process is the demonstration of ‘proper’ processes through maintenance of independence, integrity and transparency. Coherence in outcome is the demonstration of ‘proper’ outcomes via creation of the ‘right’ products, audience and impact. Mastery of these three areas makes possible the production of credible, distinctive and significant knowledge. 相似文献

This article examines the gendered nature of institutional strengthening policies at the World Bank, as part of an attempt to analyse what role gender plays in the institutionalist turn within development policy. It focuses on three snapshots of Bank action wherein debates about gender and institutional strengthening are particularly pertinent: Washington, DC policy texts and Presidential speeches; gender policy enacted in the Latin American and Caribbean region; and an Argentine project loan on social capital promotion and family strengthening. Two themes emerge from these sites: (1) that couplehood between men and women has been identified as a key informal institution necessary for development; and (2) that gender reform has been positioned as an institutional change issue requiring attention to issues such as social marketing. New norms about gender interaction thus emerge as an explicit part of the Bank's reform agenda, and are shaping project experiences across Latin America. 相似文献

In 1932 the Lyons UAP government suspended the operations of the Commonwealth parliament's public accounts committee, allegedly as an economy measure. The role of public accounts committees is, in principle, that of a non‐partisan reviewer of the public finances, but in this case the committee had diverged from its charter and become involved in politics and policy. Twenty years later, the Menzies government resurrected the committee. A crucial figure in its re‐establishment was F.A. Bland, variously a professor of public administration, member for Warringah in the House of Representatives, and a significant public intellectual from the 1920s to the 1960s. Today Bland is almost forgotten but the role the re‐established committee played in its early days was largely a reflection of his interests and commitments. 相似文献

In 1946, in the Southern Urals, construction of the Union of Soviet Socialist Republics first plutonium plant fell to the GULAG-Narodnyi Komissariat Vnutrennikh Del (NKVD). The chief officers in charge of the program – Lavrentii Beria, Sergei Kruglov, and Ivan Tkachenko – had been pivotal figures in the deportation and political and ethnic cleansing of territories retaken from Axis forces during WWII. These men were charged with building a nuclear weapons complex to defend the Soviet Union from the American nuclear monopoly. In part thanks to the criminalization and deportation of ethnic minorities, Gulag territories grew crowded with foreign nationals and ethnic minorities in the postwar years. The NKVD generals were appalled to find that masses of forced laborers employed at the plutonium construction site were members of enemy nations. Beria issued orders to cleanse the ranks of foreign enemies, but construction managers could not spare a single healthy body as they raced to complete their deadlines. To solve this problem, they created two zones: an interior, affluent zone for plutonium workers made up almost exclusively of Russians; and anterior zones of prisoners, soldiers, ex-cons, and local farmers, many of whom were non-Russian. The selective quality of Soviet “nuclearity” meant that many people who were exposed to the plant's secret plutonium disasters were ethnic minorities, people whose exposures went unrecorded or under-recorded because of their invisibility and low social value. 相似文献

ABSTRACTBased on interviews with thirty women, this article examines white attitudes to the coming of Zimbabwe's independence in 1980. As it details, many of the interviewees construct problematic versions of the past, foregrounding what Annie E. Coombes has termed the ‘deceptively benign’ nature of settler colonialism. Through an examination of the context in which the interviews were conducted, the article comments on the mobilisation of certain post-colonial narratives regarding Zimbabwe's recent past. Footwear impressions are a common form of evidence found at crime scenes, and the accurate recovery and recording of such impressions is critical for shoe sole comparison and identification. The lifting of shoe sole impressions from hot surfaces (>30°C/86°F) and in hot environments has received little attention in the literature, particularly in relation to the recovery of class and randomly acquired characteristics (RACs) required for accurate comparisons. This study addressed this knowledge gap by comparing the performance of three common impression lifters (gelatin, adhesive, and vinyl static cling film) at recovering shoe sole impressions in dust from hot flooring substrates. Dry origin dust shoe sole impressions were made on ceramic tile, galvanized metal, and laminated wood flooring using a shoe that possessed two RACs and five class characteristics present on the sole. Substrates were left in direct full sun for five hours during a summer day prior to lifting. Performance was measured by the proportion of RACs and class characteristics visible in each lifted impression. Results demonstrated that the vinyl static cling film tested performed poorly across all substrates, particularly for metal (23.8% marks recovered), including notable shrinkage of the lifted impression. In contrast, adhesive (~96% marks recovered over all substrates), and to a lesser extent gelatin (~85%), lifts were highly successful on hot substrates. These data suggest that adhesive lifts can consistently and accurately recover shoe sole impressions from hot substrates. This study contributes critical information for crime scene examiners to improve and expand evidence recovery in hot environments. 相似文献
