[E]cosocialism entails different and more complex judgments of value than first-epoch socialism. It demands of us that we take into account a kind of valuation distinct from those values, attached to use and exchange, that enter into economic calculation. Once we open ourselves to the ecosphere, a realm of intrinsic value opens as well, a value inhering in ecosystemic being …. What is called an “ecocentric ethic” is essentially ethics in defense of intrinsic value. Simply put, it is the refusal to reduce the world to cash, and to knuckle under to the lords of economic calculation. … This perspective becomes necessary in the overcoming of the ecological crisis, and therefore the climate crisis as well. This article examines the creation and legacy of the 1957 Wolfenden Report, arguing that current trends to simplistically address the Report, along with a long standing academic focus on Foucault and the nineteenth century, have disregarded the productive and revolutionary nature of its recommendations enacted in the Sexual Offences Act 1967. Contrary to the common emphasis placed on Victorian medical discourse, and the 1895 trials of Oscar Wilde, it was the Wolfenden Report and the twentieth century that created the homosexual identity in law – an identity created not with a view to freedom, as is regularly assumed, but with the objective of the control of recalcitrant bodies in the forms of men's homosexual sex, and women's prostitution. The displacement of crime is an important criminological phenomenon. However, while there has been theoretical discussion of this issue in the research literature, there has been little in the way of either standardized empirical work that investigates the incidence of displacement or in the development of techniques that can be used to measure it. In the current paper we discuss a new technique, the weighted displacement quotient (WDQ), that was developed to measure the geographical displacement of crime. A critical feature of the rationale is that displacement can only be attributed to crime prevention activity if crime is reduced in the target area considered. Thus, the WDQ not only measures what occurs in a buffer (displacement) zone but also relates changes in this area to those in the target area. Part of the appeal of the measure is that it can be used either with aggregate or disaggregate crime data and for any geographical boundary selected, provided the appropriate data are available. In addition to detecting displacement, when detailed data are available, the technique can also be used to identify where the effect was most prominent. The WDQ can equally be used to measure the diffusion of benefit of any crime prevention activity. A series of examples are presented for illustration purposes.  相似文献

How does a political entity such as nation so seduce and beguile that it appears to its subjects to constitute the very grounding of identity, the very grounding even of meaning itself? One of the ways it does this, for both male and female national subjects, is through the image of Woman, a phenomenon most evident in the cultural productions of a nation—its novels and films, its poetry and painting. It is in these ‘texts’ that the reach of the image of Woman in reproducing the particular fantasies that sustain the belief in our national identity, our ‘unique way of life’ can be seen. In his novel The Plains, Gerald Murnane satirises the Australian fantasy of nation that elevates Woman to such a status that she becomes both the sublime image of the very essence of nation and an always unattainable object of desire. As Lacanian theory tells us, this fantasy of Woman as the impossible sublime object is a form that is most often found on the male side of sexuation. The image of Woman that sustains such fantasies is an empty container, a pure image that contains only its own constitutive no-thing, but an image that nevertheless is compelling, that captures the gaze, appearing to offer all. That is, it has a fascinatory effect. Given that masculinist fantasies of nation continue to appear in all Australian cultural forms, reproducing predominant national meanings, it remains a vital part of the Australian feminist project to analyse these contemporary expressions of the place of Woman in national reproduction and how the masculine fantasy of Woman sustains a particular form of nation. Gerald Murnane's recently republished literary novel The Plains remains as relevant to these questions as it was when it was first published in 1982. This article offers a Lacanian analysis of the function of Woman in Murnane's The Plains, a novel which is itself preoccupied with the use made of the image of Woman in the reproduction of prevailing national fantasies.  相似文献

Among the thousands who arrive in Europe to seek asylum each year, a significant number are children traveling on their own. Like adults, they are fleeing from war and armed conflict situations, persecution, severe poverty, and deprivation. Some arrive because they have been trafficked and some are fleeing for reasons specifically related to their status as children. They need special attention, not only in terms of specialized care and assistance, but also in terms of the refugee status determination procedure. When they arrive in a country of asylum they risk further violations of their rights. This paper intends to outline the rignts of these children under international law; to highlight key protection concerns facing them, particularly in the European context; to summarize ways of how a UN/NGO program has attempted to address these problems; and to make some specific recommendations.  相似文献
