The Morning After: The Effect of the Network Call for Bush

By the weekend following the election of 2000, two possible frames were available to the press covering developments in Florida. In the first, Gore had won the popular vote and the outcome in the electoral college was uncertain. In the second, Bush was ahead in the vote in the state that would determine the results in the electoral college and, as such, the presumed victor until Gore proved otherwise. Elite discourse as revealed in Sunday morning talk shows eventually settled into the second frame, but not until the certification of the Florida vote by Florida Secretary of State Katherine Harris. Elite discourse was not, however, beneficial to Bush in the early weeks of the protest phase of the election.     

A shared leadership model for human services program management

This article discusses the evolution of the Minnesota Parents’ Fair Share (MNPFS) program and to identify factors that have enabled the development of innovative practice in the delivery of a government sponsored human service program. The development and success of the MNPFS program is the result of utilizing contemporary models of shared leadership and enterprise management with committed frontline leadership from a variety of human service organizations. The MNPFS program is delivered and managed by frontline staff and leadership is shared by three Minnesota counties (Anoka, Dakota, and Ramsey) by staff from the courts, child support enforcement, income maintenance, and employment and training programs. Program services are targeted to unemployed or underemployed noncustodial parents whose children are on public assistance. The program is based on the assumption that children benefit when both parents contribute significantly to their children's economic and emotional needs.     

Reducing the legal consequences of a felony conviction: A national survey of state statutes ten years later

This study surveys all state and federal statutes in an effort to determine the current legal procedures available for restoring a convicted felon's civil rights, and then compares the findings with those of Burton et al. (1988). The findings report virtually no changes in legal codes over the past ten years by states to increase pardons, expungement, or automatic restoration of rights opportunities for former offenders. Southern states continue to be most restrictive of civil and legal rights, given the few existing legal mechanisms to remove the effects of a felony conviction. Explanations for this apparent legislative inactivity of legal remedies are discussed.
