Striking the federal bargain in Russia: comparative regional government strategies

The central research goals of this article are to classify and explain the positions of the 89 state “governors” of Russia with regard to the most desirable federal division of power. The state governors are classified along a 5-item autonomy index based on events data and content analysis of their speeches, declarations, petitions, threats and actions from 1991–1995 as reported in two regional sources. Theoretical propositions derived from four schools of thought (essentialism, instrumentalism, relative deprivation and resource mobilization) are tested to discover which, if any, provide useful insights into the preferences and behavior of regional elites in Russia. In the end, a combined model that synthesizes elements of the above is shown to be most useful in explaining variation in elite positions.     

Lowering the age of consent: Legal,ethical, and clinical implications of adolescent-directed therapy

This article discusses a recently enacted Colorado law that aims to reduce the youth suicide rate by lowering the age of consent for psychotherapy from age 15 to age 12. The author discusses the challenges therapists face when young adolescents seek therapy without parental consent in cases involving interparental conflict. Suggestions for managing adolescent-directed therapy are offered.     

Operational oceanography in Indonesia

In 2005 Indonesian and European institutes joined to start the first step for the implementation of an Ocean Operational System in the Indonesian archipelago. The system will support the decision making process for the sustainable use of marine resources, providing useful information and added value products as well as a service for an improved management of the sea with high business impact to targeted groups as public authorities and commercial operators (coastal managers, fishermen, shipping companies). In this paper the System is shortly described with its potential benefits and economic and social impacts.

A note on crop mixtures under indigenous conditions in Northern Nigeria

This note contends that crop mixtures are employed by farmers primarily as risk precautions and that the immediate objective of farmers is not only one of profit maximisation but also of stability of income. The results of an income stability model employed to verify this hypothesis seem to agree relatively well with existing information in parts of Northern Nigeria.     

The Quest for Community Development in Nigeria: Interrogating the Utility of Fourth-Tier System of Government in Imo State

The recent establishment of fourth-tier system as a distinct, but coordinating level of government in Imo State came with the expectation that it would facilitate community development. However, the underdevelopment situation of most communities dashed this expectation. Thus, this recent study adopted theory of postcolonial state as our analytical framework to interrogate the development utility of the fourth-tier system using mixed research methods for evidence gathering and analysis. The analysis revealed that the system grossly underperformed its development functions resulting from lack of stakeholders’ supports, which should be the basis for determination and implementation of fourth-tier system in Imo State.     

Eliciting Risk Attitudes in the Field: Surveys or Experimental Methods? An Empirical Comparison in Rural Niger

We compare several risk preference elicitation methods – including incentivised, non-incentivised, and framed methods as well as a traditional Likert survey question – in a developing country and empirically test how well consequent measures of risk attitudes predict risk taking behaviour. We find that Likert scale and non-incentivised framed survey questions are not sufficient substitutes for costlier incentivised methods in rural Niger. Instead, the incentivised framed question works best while a simplified incentivised lottery question works almost as well. More risk and ambiguity averse farmers are less likely to adopt fertiliser microdosing indicating the importance of insurance and strategies to promote learning.
