Rational Choice and Community Power Structures1

The community power debate concluded with each side believing they had won. Political theorists have generalized power, making empirical investigation very difficult; urban scholars have turned their attention to more manageable empirical problems. Rational choice advances the debate, exposing the errors of all sides and facilitating a new approach which transcends structural versus individualist methods. By separating various aspects of power in urban contexts, complementary techniques such as network analysis in a bargaining framework, semi-structured interviewing and the use of text databases permits a comprehensive investigation of agenda-setting and the mobilization of bias. The paper demonstrates the utility of this approach by comparing it to 'regime theory', the latest paradigm of urban research.     

Nietzsche on Autonomy and Morality: the Challenge to Political Theory

Nietzsche's challenge to political theory can be located in his claim that autonomy and morality are mutually exclusive. In this paper an examination of Kant's attempt to ground a notion of autonomy through constructing a metaphysic of morals is followed by a consideration of Nietzsche's understanding of autonomy in terms of a notion of supra-moral sovereign individuality. A genealogy of morals represents an attempt to historicize the key notions of moral and political theory. Nietzsche's aristocratic conception of sovereign individuality is seen in terms of the value-basis on which sovereign individuals are to construct a common ethical and political identity and enter into social relationships. Foucaultian and feminist attempts to construct an ethics and politics of difference and a recent attempt to construct a post-modern conception of agency based on a synthesis of Nietzsche's philosophy of power and Kant's ethics are examined.     

Supreme Court Appointments as a Move-the-Median Game

A three-stage model isolates conditions under which an executive appointment to a collective choice body, such as a court or a regulatory agency, has an immediate bearing on policy. The model strikes a balance between previous formal models that predict either excessive gridlock or excessive policy responsiveness as a consequence of the politics of appointments. I test the model using approximately four decades of data on U.S. Supreme Court appointments. Two hypotheses summarize the unique predictions of the model and are strongly corroborated. A third, less distinctive hypothesis about strategic judicial retirements is weakly supported .     

Identification and isolation of male cells using fluorescence in situ hybridisation and laser microdissection, for use in the investigation of sexual assault

In cases of sexual assault involving an azoospermic assailant, vaginal swabs taken from the victim may fail to provide an autosomal DNA profile with which to search a suspect database, as the signal from any male cells present would be masked by that from the overwhelming number of female cells collected on the swab. Here, we describe a method of visually identifying diploid male cells in such samples using fluorescence in situ hybridisation, and selectively harvesting them by means of laser microdissection. This combination of techniques was tested on 26 post-coital vaginal swabs taken at a range of times after intercourse; the collected cells were then subjected to a simple lysis procedure and DNA was amplified using the AmpFlSTR^® SGMPlus^® multiplex under low copy number conditions. Useful DNA profiles were generated from samples taken up to 24 h after intercourse.     

Adolescent attitudes towards the police: A new generation

The attitudes toward the police (ATP) of a group of young inner city adolescents were investigated within the context of a program designed to teach dispute resolution skills and promote a dialogue with local police. ATP were measured using a 23 item questionnaire. The results indicated that while ATP were generally positive, girls held more positive ATP than boys and adolescents who reported negative experiences with the police had less favorable ATP. A confirmatory factor analysis of the questionnaire yielded three factors; attitudes toward police behavior, attitudes toward interaction with the police, and attitudes toward interaction with other adults. The results are in general agreement with earlier studies with other populations and have implications for programs designed to improve adolescent relationships with the police. Health Pluralism: A More Appropriate Alternative to Western Models of Therapy in the Context of the Civil Conflict and Natural Disaster in Sri Lanka?

This paper considers some dilemmas relating to developing effectiveassistance with and to people who have lived through extremeevents in a civil war and ‘post-conflict’ contextwithin Sri Lanka. The tsunami which devastated many coastalareas of Sri Lanka in December 2004 and left many people withno homes or livelihood has further affected the country. A majorissue is how far the concepts and methods of western psychologyand psychiatry are appropriate to radically different culturesand contexts: in particular, how post-conflict and post-disasterpsychosocial rehabilitation may depend in complex ways on localspecifics and interact or not with biomedical notions of PTSDdiagnosis and individual therapy. The relationship between aculture and its healing rituals is a complex one. Cultural,socio-political, existential and personal meanings, expressionsand responses to civil war or traumatic events and their aftermathare likely to be mediated by each individual and the contextin which they occur. This paper details our findings and offerssome suggestions for future practice.     

Fairness in Bargaining

This paper uses historical and contemporary philosophical discussions of fairness to present a structural approach to the definition of fairness. After establishing a set of standards (not a specific definition), we assess the impact of fairness in negotiations and bargaining. Our analysis concludes that truly fair behavior is absent in bargaining and negotiations. Instead, behaviors that have been called just can also be characterized as self-interested. Our review suggests that the term fairness has been used rather loosely, as a convenient label or as a more palatable alternative to self-interested explanations for an individual's choices. For reasons of both parsimony and accuracy, we recommend that the self-interest of the actors be carefully considered before calling their bargaining behavior fair.     

Steroid Use and School Violence,School Violent Victimization,and Suicidal Ideation Among Adolescents

School violence, school violent victimization, and suicidal ideation among adolescents are serious public health concerns. This pilot study investigated the influence of steroid use on problem behaviors. Secondary data analyses of the 2014 PRIDE Questionnaire were performed based on information collected from 38,414 high school adolescents. Results indicated high rates of school violence, school violent victimization, and suicidal ideation. Steroid use was directly related to all three problem behaviors. Results varied based on sex, race, grade level, and ethnicity. Health professionals, schools, and prevention specialists may benefit from the findings of this study. Examination of other factors related to steroid use in relation to the aforementioned problem behaviors is imperative.
