This paper describes the utilization of the Offer Self-Image Questionnaire (OSIQ) for research purposes on a variety of adolescent populations and demonstrates the OSIQ's effectiveness in meaningfully separating normal, juvenile delinquent, and emotionally disturbed adolescents; older and younger teenagers; males and females. It also considers the utilization of the OSIQ in four different cultures (United States, Ireland, Australia, and Israel) and concentrates on the results obtained when the OSIQ is given adolescents in these four cultures. It discusses the findings and points to some of the methodological problems which are inherent in doing cross-cultural research.Presented at the American Educational Research Association meeting in San Francisco, California, April 20, 1976.Received his M.D. from the University of Chicago. Policy proposals to balance the budget and to limit government spending assume that budget deficits cause substantial harm, either increasing inflation or crowding out private borrowing from credit markets. These assertions have the support of policymakers across the breadth of the political spectrum, and dominate current political debate on macroeconomic policy. However, macroeconomic theory fails to provide a clearcut causal connection between budget deficits and larger economic problems such as inflation and recession. Thus, policies could be enacted that attack the symptoms instead of the causes of the deficit.We use the Granger causality test to find the causal relationships between budget deficits and inflation, GNP, and private investment respectively, for seventeen OECD countries for the period 1949–1981. Deficits do not cause changes in these variables; rather there is weak evidence that inflation and recession cause deficits. This implies that deficits are a symptom rather than a cause of inflation and reduced national output. So, if our goal is to reduce inflation and increase output, we should look to more direct policies than reducing deficits.An earlier version of this article was presented at the Annual Meeting of the American Society for Public Administration, New York, April 16–19, 1983.  相似文献

Tort reform was a key issue for state legislatures in 1986.It pitted powerful interests against other powerful interests;it raised basic questions about common law; and it threatenedto alter the federal system by having the federal governmentclaim greater control over tort law and insurance regulation.In this article we set the background that led to this flurryof attention, review the major proposals for reform, and outlinethe actions of both the federal government and state governments.The federal government did little in 1986; it still faces thequestion of whether to preempt traditional state authority inthese areas. At the same time, virtually every state acted in1986. Early in the year, the insurance industry (and physicians)set the debate—its topic, tone, and terms. By the timeother interested parties got organized, many states had actedgenerally following the recommendations of the insurance industry.Later in the year, the debate became more heated, and the insuranceindustry had much more difficulty securing desired state action.As a result, many issues were carried forward to 1987.  相似文献

This article uses data from the British Election Study series since 1974 and qualitative data from interviews with key party personnel to investigate the social and political basis of Liberal support in Britain. There are three main sections to the article: the first deals with the social and demographic profile of the Liberal vote, while the second examines the political characteristics of its supporters. In the final section these findings are used to assess the Liberal Democrats' electoral strategy at the 2001 General Election and beyond. We find that Liberals tend to be drawn from a similar social background to Conservative supporters (particularly in term of class), but politically there has been an increasingly close relationship between the Liberal Democrats and the Labour Party.  相似文献

The present study examined the utility of a stress and coping model of adaptation to a homeless shelter among homeless adolescents. Seventy-eight homeless adolescents were interviewed and completed self-administered scales at Time 1 (day of shelter entry) and Time 2 (day of discharge). The mean duration of stay at the shelter was 7.23 days (SD = 7.01). Predictors included appraisal (threat and self-efficacy), coping resources, and coping strategies (productive, nonproductive, and reference to others coping). Adjustment outcomes were Time 1 measures of global distress, physical health, clinician- and youthworker-rated social adjustment, and externalizing behavior and Time 2 youthworker-rated social adjustment and goal achievement. Results of hierarchical regression analyses indicated that after controlling for the effects of relevant background variables (number of other shelters visited, sexual, emotional, and physical abuse), measures of coping resources, appraisal, and coping strategies evidenced distinct relations with measures of adjustment in ways consistent with the model's predictions with few exceptions. In cross-sectional analyses better Time 1 adjustment was related to reports of higher levels of coping resources, self-efficacy beliefs, and productive coping strategies, and reports of lower levels of threat appraisal and nonproductive coping strategies. Prospective analyses showed a link between reports of higher levels of reference to others coping strategies and greater goal achievement and, unexpectedly, an association between lower self-efficacy beliefs and better Time 2 youthworker-rated social adjustment. Hence, whereas prospective analyses provide only limited support for the use of a stress and coping model in explaining the adjustment of homeless adolescents to a crisis shelter, cross-sectional findings provide stronger support.  相似文献

The mobilisation of the Zapatista Army of National Liberation (EZLN) on New Years Day 1994 in Mexico attracted considerable attention from those concerned with the democratic deficits of neoliberal globalisation and the increasing sense of individual powerlessness as states synchronise economic and public policy with the ideas and institutions of global capital. The paper argues that as a critical social movement the EZLN explores the meaning and practice of economic, political and social democracy. The EZLN practises a politics of radical democracy that incorporates a variety of strategies for enriching the democratic project. However, the EZLN's democratic project has little in common with the inclusive democracy project and yet the EZLN's project of radical democracy does cultivate a useful way of rethinking the site and nature of democracy in an age of globalisation when such institutions seem so increasingly inept.  相似文献

This viewpoint addresses the extent to which the OECD Guidelines for Multinational Enterprises adequately serve as a system of global governance for MNEs. We argue that, while a 2011 revision has strengthened the Guidelines, their somewhat limited scope, voluntary nature, and less than satisfactory implementation render their potential utility unrealised.  相似文献

Though considerable research focuses on formal institutions in Congress, scholars have long acknowledged that much of what guides legislative behavior is unwritten. To advance this area, we leverage a tool that allows appropriators to redirect billions of dollars from mandatory programs to discretionary projects. Changes in mandatory program spending—known as “CHIMPs”—show that existing institutions are often maintained by the strategic action of legislators. In the case of CHIMPs, we find their use is largely a response to formal constraints and that they are preserved through avoidance of minimum reform coalitions. This highlights that the legislative process—and budgetary outcomes in particular—cannot be understood without attention to procedures which remain “off the books.”  相似文献

In Ireland, the Constitution guarantees very strong rights to parents and the family, and there has been a long and unfortunate history of failures to adequately protect children at risk. As a result, there has been much discussion in recent years about the need to improve legal mechanisms designed to protect the rights of children. By comparison, little attention has been given to establishing whether the theoretically strong rights of parents translate into strongly protected rights in practice. This paper presents new empirical evidence on the manner in which child care proceedings in Ireland balance the rights and interests of children and parents, including the rates at which orders are granted, the frequency of and conditions in which legal representation is provided, and the extent to which parents are able to actively participate in proceedings. A number of systemic issues are identified that restrict the capacity of the system to emphasise parental rights and hear the voice of parents to the extent that would be expected when looking at the legal provisions in isolation.  相似文献
