It proceeds by, first, criticizing the dominant territorial (in contrast to national) conception of self-determination. This article outlines the growing importance of India's relations with the Central Asian region. In particular, it explores security, economic, and cultural dimensions of the relationship. Important considerations for India in dealing with Central Asia include terrorism, Islamic fundamentalism, energy security, and new export markets. Of equal gravity, however, is the nature of great power competition in the heart of Asia. The argument presented here is that India's relations with Central Asia are calculated to gain strategic depth in the region. However, relationships with Pakistan, the United States, and the Asian great powers tend to constrain these ambitions. This paper explores the prediction of King and Bass (1974) that black managers and supervisors may be more reluctant than whites to accept management programs such as management by objectives. Data were collected from 77 black and 61 white managers and professionals of the City of Detroit transportation system (D-DOT), after they had been involved with MBO for almost one year. Analyses of t-test results indicate that blacks assessed MBO as more helpful in their individual jobs and more positive for the organization than their white counterparts. Explanations derived from the racial demographics of the organization, the MBO installation, and characteristics of MBO as a management process in public agencies are given. 相似文献

A major reason the quality of cost‐benefit analysis (CBA) varies widely is inconsistent use of the social discount rate (SDR). This article offers guidance about the choice of the SDR. Namely, we recommend the following procedures: If the project is intragenerational (does not have effects beyond 50 years) and there is no crowding out of private investment, then discount all flows at 3.5 percent; if the project is intragenerational and there is some crowding out of investment, then weight investment flows by the shadow price of capital of 1.1 and then discount at 3.5 percent; if the project is intergenerational and there is no crowding out of investment, then use a time‐declining scale of discount rates; if the project is intergenerational and investment is crowded out, then convert investment flows during the first 50 years to consumption equivalents using a shadow price of 1.1, and then discount all of these flows at 3.5 percent, and discount all flows after the 50th year using time‐declining rates. We then compare current discounting practices of U.S. federal agencies with our estimates. There is a growing need for innovative methods of dealing with complex, social problems. New types of collaborative efforts have emerged as a result of the inability of more traditional bureaucratic hierarchical arrangements such as departmental programs to resolve these problems. Network structures are one such arrangement that is at the forefront of this movement. Although collaboration through network structures establishes an innovative response to dealing with social issues, there remains an expectation that outcomes and processes are based on traditional ways of working. We test traditional assumptions about the volatility of mass opinion in times of national crises using data about views of terrorism from national surveys of the United States general public in 1995 and 1997, findings from a national survey immediately following the terrorist attacks of September 11, 2001 (9/11), and panel data from a follow‐up survey in 2002. We compare public assessments of the threat of terrorism, willingness to restrict speech to prevent terrorism, support for employing conventional military force against countries that support terrorism, and levels of certainty about culpability required prior to using military force. Results show stable and measured public views prior to 9/11, immediately following the events of that date, and in the subsequent year. Our findings support democratic and modernist theories of public capacities while challenging long‐standing traditional precepts about widespread volatility of mass public opinion. 相似文献

Family aggression patterns and behavior problems of children, aged 6-12, recruited from shelters for battered women (shelter group) were contrasted with three comparison groups of currently nonviolent families: two-parent, single-mother, and homeless. Girls who had been exposed to recent interparental wife abuse were predicted to show more internalizing and externalizing behavior problems than similarly exposed boys, based on recent literature. Homeless and shelter mothers reported the highest rates of parent-child aggression. Shelter girls obtained significantly higher total, internalizing and externalizing behavior problem ratings than shelter boys, and than two-parent and single-mother girls. Shelter boys obtained significantly higher internalizing ratings than two-parent boys. Shelter and homeless children were rated as having equivalent levels of behaviour problems. Across all groups, mothers' psychological adjustment was a better predictor of daughters' adjustment than that of sons. The study concluded that the assumption that preadolescent girls have greater immunity to psychosocial risk is unfounded. 相似文献
