Teen Courts are an effective judicial alternative for many youth offenders. The majority of youth courts deal solely with first-time offenders. However, repeat offenders are at a greater risk for future crime. Is Teen Court effective with more experienced offenders? In this study, the authors examine the outcomes of 26 Whatcom County Teen Court offenders with at least one prior conviction. The sentence completion rate was higher and the recidivism was lower for the Teen Court offenders when compared with a sample of first-time Court Diversion offenders. This objective evidence of program success is augmented by an offender's perspective on his or her court experience. These perspectives as well as the continued voluntary involvement with Teen Court are discussed in relation to empowerment theory.  相似文献

How do citizens respond to dramatic uses of military force? While we know a great deal about the conditions that driveaggregate changes in presidential popularity in response to a president's use of military force, we know surprisingly little about howindividuals respond to such events. What types of individuals operating under what types of conditions are more likely to support such actions? And to what extent does approval of the use of force affect subsequent changes, not only in presidential popularity, but also in more general foreign policy attitudes? We use panel survey data collected before and after the U.S. bombing of Libya in 1986 to investigate the individual-level dynamics of opinion change in response to this dramatic event. Because our study neatly brackets the Libyan air strikes, we are able to examine in some detail the antecedents and consequences of individuals' reactions to a president's use of military force. We find that watching President Reagan's dramatic televised speech had an unmistakable impact in moving respondents to support the bombing. We also find that support for the Libyan air strikes appeared to precipitate greater approval for a range of more “hard-line” military responses toward terrorism, thus creating opportunities for similar-or even broader—presidential initiatives in the future. Finally, because the bombing was the only significant event occurring between the waves of the panel, our quasi-experimental design ties approval of the bombing clearly to an upsurge in presidential approval. Implications for various perspectives on presidential leadership of public opinion in foreign affairs are discussed.  相似文献

Although reports state the frequency of general crime has fallen across the developed world, no such trend is evident within organised crime. This has caused law enforcement agencies to search for more innovative approaches to tackle this global problem. Emerging prominently within this period has been a ‘disruption’ approach, albeit little systematic research currently supports its use. This study explores the way one English Police Force has tackled 15 Organised Crime Groups (99 individuals), using this type of approach. The study specifically examines the characteristics of the offender, the tactics used, and the re-offending levels following the police activity. It concludes by highlighting: the methodological challenges associated with the measurement of organised crime disruption; the ethical questions surrounding this type of intervention; and the overall effectiveness of the approach.  相似文献

Abstract

When does sport initiation become sexual abuse? What can sport organisations do to ensure that the practice of sport is a safe and high quality experience for all? In this paper research on the initiation practices used by the military and North American universities and sport teams is used to explore links between such practices and physical and sexual abuse. In particular, the dynamics of peer abuse, consent and expressions of masculinity are examined. We question whether there can be acceptable initiation practices in sport (Hoover, 1999) and challenge the place of these ‘macho rituals’ (Weinstein et at, 1995) in sport. We make particular use of an expanded version of the continuum of sexual abuse (Brackenridge, 1997b) and of the sport imperatives identified by Kirby, Greaves and Hankivsky (2000). The paper concludes with recommendations for best practices in athlete-centred sport.  相似文献
