This study investigates how an institutional exogenous change interacts with professional norms in relation to behavior in public organizations. We test how a new grading scale introduced in 2007 changed grade point averages and pass rates at two university departments. Data consist of register data on grading between 2004 and 2010. We find that the new grading scale both increased grade point averages and pass rates and halted the negative time trend in these variables. These effects are even greater for exams with an external examiner. The main conclusion is that grading systems affect grading both immediately and over time. 相似文献

Abstract We discuss the development of the Book Suggestibility Scale for Children (BSSC), a two-factor suggestibility measure developed as an alternative to the Video Suggestibility Scale for Children (VSSC; Scullin & Ceci, Personality and Individual Differences, 30, 843–856, 2001). In study 1, both the BSSC and the VSSC were administered to 60 American preschool children. Children responded affirmatively to inaccurate leading questions (Yield) and changed their answers in response to negative feedback from interviewers (Shift) in a similar manner on both scales. In study 2 we found that the BSSC was useful for studies of suggestibility in contexts other than America because 62 Norwegian preschool children responded to questions in a similar manner to an age-range and vocabulary matched group of 31 American children. Results support a two-factor model of suggestibility, although Yield appears to measure suggestibility across scales and situations more consistently than does Shift. American age-matched samples had significantly higher Shift and Yield 2 scores than the Norwegian sample. 相似文献

The paper offers an analysis of the demography of the confessionally-divided and heavily industrialized northern Irish town of Lurgan in the early twentieth century. Its main source is the individual household forms of the Irish population census of 1911. This was the first Irish census to provide household-level data on the number of children born—and the number still surviving—to married couples co-resident at the time of the census. The paper begins by producing standard cross-tabulations of socio-economic status, as represented by literacy, numeracy, occupation, and the labour force participation of married women, by religion. It then presents econometric analyses of female labour force participation, marital fertility, and infant and child mortality. The greater poverty of Catholic households forced a higher proportion of mothers to work outside the home, mainly as unskilled workers in the town's linen mills. The analysis of the marital fertility suggests that confessional affiliation did not influence family size much at this juncture. The analysis of infant and child mortality suggests that religious affiliation was to a significant extent a cloak for living standards and socio-economic advantage. 相似文献

The study of committee assignment politics is very limited in parliamentary systems. Even more limited is the study of the change in committee assignments that occurs between elections. In this article, a first attempt to rectify this, both theoretically and empirically, is presented. What might have an impact on committee reassignments and what relationship one would expect to find are discussed. Using data of all Danish committee assignments 1994–2007, the proposed relationships are tested. The results show that: (1) it varies which parties experience the more change; and (2) it is often related to internal problems, but vote share, seniority and whether an MP is involved in a ministerial reshuffle or not also have a significant influence on change of committee assignments. 相似文献

This study addresses how and why individuals in Somalia get involved in piracy activities, and how and why some of these individuals eventually disengage from such criminal groups. Based on qualitative interviews with 16 ex-pirates and pirate associates and a number of other locals and experts, the study provides first-hand insights into some of the conditions, circumstances, and processes which may serve to discourage involvement and continued engagement in piracy. Furthermore, it analyses factors and circumstances which may encourage and facilitate disengagement from these criminal activities and reintegration into non-criminal economic activities and social relationships. The lack of employment and livelihood motivated individuals to engage in piracy. However, disappointment about the lack of expected profit, coupled with the prospect of a licit income, influenced some to end their piracy involvement. Another important factor was the strong statements by local Muslim leaders that piracy was haram (forbidden). This was often reinforced by family and community objections to their involvement in piracy. Family members also played important roles in facilitating their disengagement. The ‘Alternative Livelihood to Piracy’ project played a positive role in facilitating disengagement from piracy, working closely with local religious leaders and the communities. 相似文献

Starting from the observation that a new victim category has emerged in the form of the ‘young crime victim’, this article explores the notion of support to young crime victims as crime prevention work, considering it as an important constituent of the dominant crime victim discourse among support professionals. In the context of the support work, the (young) ‘victim’ and the (young) ‘villain’ provide mutually necessary counterparts constructed in relation to each other. Corresponding to this division, two approaches in criminal and crime prevention policy and practice are then analysed using Garland's notions of ‘the criminology of the self’ and ‘the criminology of the other’. The first of these strategies is generally associated with rehabilitative measures (with the resulting normalization of the crime, its victims, and villains), while in the second punitive measures remain the norm (with the crime, its victims, and villains becoming ‘Otherized’). Yet, as shown within the context of rehabilitation organized as support to young crime victims, both of these (at first glance mutually contradictory) discourses are drawn upon and operationalized by the professional support staff constructing images of young victims and villains in their daily work. Help-seeking youths resistant to identifying as victims remain represented as (possible future) villains. 相似文献

ABSTRACT This article focuses on the broad package of modern management tools that are used by Norwegian state agencies. These tools are regarded as forms of regulation inside government as well as a “shopping basket.” We describe the range of different tools and look at how intensively they are used and how they are interrelated. We also examine variations in use of these tools by different agencies. The empirical basis is a survey addressed to all organizations in the Norwegian civil service, apart from the ministries, in 2004. Our theoretical approach is primarily based on neo-institutional organization theory. Our main empirical findings are that the use of modern management tools is widespread; that some are very common while others are more marginal; that there are different families of tools that supplement each other; that there is significant variation in the use of different tools; and that size is the most important independent variable in explaining the use of different tools. Neo-institutional considerations, particularly normative isomorphism as a source of legitimacy, do not appear to be a major explanation for tool adoption. 相似文献

ABSTRACT Public sector reforms introducing performance contracts provide a unique opportunity to investigate goals set for government agencies and factors affecting goal attainment. The article maps the set of goals contained in performance contracts for Danish government agencies in 2000, 2005, and 2008. Performance contracts are found to reflect the complex character of agency goals with performance goals ranging from project initiation to reducing case work time or increasing productivity. The article also analyzes factors affecting goal attainment. Agencies with a large percentage of goals focused on project initiation and production exhibit higher levels of goal attainment. Also, goal attainment improves as agencies and ministries gain experience with performance contracts. For practitioners, it is relevant that contracts target a wide variety of goals and over time focus increasingly on results. Contracts serve to focus agency attention as three quarters of all demands are met. A crucial factor seems to be whether agencies are in control of formulating and meeting goals. Efforts to improve the contract regime may thus concentrate on enabling government departments to secure ambitious and relevant performance goals. 相似文献

Recent research has shown how the economies of very small jurisdictions function differently from the economies of larger jurisdictions. Due to the small populations and small economic size of microstates and SNIJs (sub-national island jurisdictions), their governments function differently as well, tending to be disproportionately large relative to their populations. Although small economic size is often considered a disadvantage, microstates and SNIJs also possess competitive advantages in engaging in economic policy aimed at developing core competencies and nurturing economic diversity. This paper considers why such policies may be particularly effective in very small jurisdictions and explores examples (with a special focus on Shetland, UK) of how island jurisdictions are using place branding initiatives to turn tourism marketing into a means of diversifying their economies and expanding their innovative capacities. The paper also considers how such policies may be problematic in terms of tenets of good governance and democratic responsiveness. 相似文献
