Health advocacy on the margins: human rights as a tool for HIV prevention among LGBTI communities in Botswana

ABSTRACT

Human rights discourse in health advocacy is largely correlated with experiences of vulnerability, marginalisation and discrimination, with the global story of HIV activism the most visible example. In a domestic context where culture, consensus and belonging are highly valued, both human rights and lesbian, gay, bisexual, transgender and intersex (LGBTI) people face critiques of being foreign, un-African, new, individualistic and threatening to tradition. Why, when and how do civil society actors draw on human rights to advocate for LGBTI health in relation to HIV in Botswana? I examine this paradox through a case study of the key civil society actor in this sector. I argue that while formal structures and belief shape why the group engages with human rights, when and how human rights are invoked is shaped by perceptions of threat, cultural context, and belonging.     

The Measurement of Pure Negative Freedom

Examining the question of whether or how far freedom is measurable contributes to the analysis of the concept of freedom in two ways. First, it involves attempting to establish criteria for answering questions about 'how free' individuals or societies are. Secondly, it helps to show how far different definitions of freedom really conflict, in as much as those definitions are themselves motivated by intuitive extent-of-freedom assessments in the first place. Critics of the 'pure negative' conception of freedom (freedom as the absence of purely physical impediments to action) have argued either that freedom is unmeasurable on such a conception, or that such a conception is counterintuitive, because the measurements of freedom implied by it conflict with the intuitive comparisons which we normally make. Closer examinations of the nature of measurement and of the nature of act individuation show both ofthese criticisms to be ill founded.     

Adult guardianship: human rights or social justice?

Adult guardianship in English-speaking countries has its roots firmly planted in the protective parens patriae principle. In the last 20 years, in response to societal changes and international developments, concerns about human rights have fundamentally challenged the historic basis of guardianship. This article argues that social justice offers a better framework than human rights for adult guardianship legislation.     

An Integrated Theoretical Model of Sibling Violence and Abuse

Drawing on three theoretical perspectives (feminist, conflict, and social learning), an integrated analytical model of adolescence sibling violence and abuse is proposed. The model suggests that certain characteristics of the parents' relationship, various aspects of parent–child relations, and characteristics of the sibling relationship are major components in explaining sibling violence and abuse. These are mediated by individual sibling characteristics and sibling verbal conflict. The model should enable researchers to systematically examine, in a more holistic way, the factors related to violence and abuse, and to assess their relative importance in accounting for these phenomena.     

A multiple drug fatality involving MK-801 (dizocilpine), a mimic of phencyclidine

MK-801 (dizocilpine) is a non-competitive antagonist at the N-methyl-D-aspartate (NMDA) family of glutamate receptors in the central nervous system. It is an anticonvulsant and also shares several pharmacological properties with phencyclidine and ketamine. It is not observed routinely as a substance of abuse. The deceased, a 45-year-old white male, obtained MK-801 surreptitiously in an attempt to treat a self-diagnosed depression. He was discovered the next morning, unresponsive on the bathroom floor. An empty bottle, labeled to contain 25mg of MK-801, was found near the body.The autopsy was performed at the Joseph A Jachimczyk Forensic Center, Houston, TX. Body weight at autopsy was 88kg. Lungs were edematous and congested (right: 775g; left 700g). The heart had proportionate chambers and was otherwise unremarkable. The kidneys (right: 220g; left 225g) were smooth surfaced. The brain (1550g) was congested and without trauma. Microscopic evaluation of the heart, kidneys and lungs showed normal histology and confirmed pulmonary congestion and edema. Samples of heart blood, liver, bile, vitreous humor, stomach contents and urine were collected at autopsy. There were 550ml of stomach contents.Drugs in blood were screened by EMIT II Plus immunoassay procedures and by gas chromatography/mass spectrometry (GC/MS) of an organic solvent extract of basified blood. Alcohol was determined by gas chromatography with headspace injection. MK-801, benzodiazepines and alcohol were detected in blood.Amounts of MK-801 present in blood, bile, liver, vitreous humor and urine were 0.15, 0.29, 0.92, less than 0.1 and 0.36 mg/l (kg), respectively.The cause of death was benzodiazepine, dizocilpine and ethanol toxicity and the manner accidental.     

The distribution of controlled drugs on banknotes via counting machines

Bundles of paper, similar to sterling banknotes, were counted in banks in England and Wales. Subsequent analysis showed that the counting process, both by machine and by hand, transferred nanogram amounts of cocaine to the paper. Crystalline material, similar to cocaine hydrochloride, could be observed on the surface of the paper following counting. The geographical distribution of contamination broadly followed Government statistics for cocaine usage within the UK. Diacetylmorphine, Delta(9)-tetrahydrocannabinol (THC) and 3,4-methylenedioxymethylamphetamine (MDMA) were not detected during this study.     

Validation of the AmpFlSTR Profiler Plus PCR amplification kit for use in forensic casework

According to TWGDAM guideline 4.5 (1), prior to implementing a new DNA analysis procedure or an existing DNA analysis procedure developed by another laboratory, the forensic laboratory must first demonstrate reliability of the procedure in-house. Seven phases were designed to validate the use of the AmpFlSTR Profiler Plus PCR Amplification Kit, as well as the PE Applied Biosystems 310 Genetic Analyzer. This report summarizes the results obtained for each of the seven phases of the validation study which included the following evaluations: polymer, reproducibility, sensitivity, stutter, precision, mixtures and nonprobative casework.
