Legitimacy is said to be comprised of two underlying constructs: obligation to obey and moral alignment. However, legitimacy studies are mainly derived from contexts where the legal system has evolved naturally and is said to reflect the values of society. There is a paucity of research measuring public perceptions of legitimacy in postcolonial settings such as Hong Kong where the legal system was initially transplanted and many of its values may not reflect those of the local population. Procedural justice has been asserted to be a primary antecedent by which legal authorities improve their legitimacy and moral alignment. This study examines whether procedural justice is positively associated with legitimacy and moral alignment with the courts. Moreover, this study tests whether legitimacy is positively associated with cooperation with the courts. Using a random survey of the Hong Kong general population, both questions are answered in the affirmative. Implications are discussed. 相似文献

The influence of self-concept and relationships with parents and school on life satisfaction of adolescents was explored in 1156 Chinese junior high school children in Hong Kong. Adopting the multidimensional approach, self-concept was measured globally as well as in four specific aspects, namely, academic ability, social ability, physical ability, and physical appearance. Results show that all self-concept measures are correlated with life satisfaction, but the strongest correlation was found between general self-concept and life satisfaction. This pattern is consistent with American findings in that a higher self-concept was related to more life satisfaction, but the correlation obtained was much weaker in the present study. In a series of regression analyses, it was found that relationship with parents dominated the prediction of life satisfaction, and only the social ability component of self-concept was able to account for a small amount of extra variance. Relationship with school was not related to life satisfaction in any significant way. A recent New York law requires medical providers to offer HIV tests as part of routine care. We developed a system dynamics simulation model of the HIV testing and care system to help administrators understand the law's potential epidemic impact, resource needs, strategies to improve implementation, and appropriate outcome indicators for future policy evaluations once postlaw data become available. Policy modeling allowed us to synthesize information from numerous sources including quantitative administrative data sets and practitioners’ content expertise, structure the information to be viewed both numerically and visually, and organize consensus for decisionmaking purposes. This case illustrates how policy modeling can provide an integrated framework for administrators to examine policy problems in complex systems, particularly when data time lags limit pre–post comparisons and key outcomes cannot be measured directly. 相似文献

Whereas political issues and problems in China are complicated, efforts to “super-optimize” are essential and can be fruitful. The reunification issue is discussed to illustrate even highly politicized problems in China are amenable to super-optimum solutions. At the moment, some reunification options have been proposed: KMT-CCP negotiation on equal footing; KMT's military takeover; CCP's military takeover; the “one country, two systems” formula, convergence by democratization, and incremental convergence through trading and communication. Yet, neither parties find the alternatives desirable in terms of optimal satisfaction. By applying SOS rule # 2 (finding items that will provide large benefits to one side but only small costs to the other side), # 5 (combining the conservative and liberal alternatives where they are not mutually exclusive), and # 6 (removing the source of the conflict), reunification and democratization are made feasible and all parties concerned are better off. The specific proposals are that Taiwan should introduce a wholesale buy-out scheme that costs US$30 billion, that a new republic be established, and that legislative powers should be shared among the majoritarian and non-majoritarian institutions.
