Abstract This paper uses a sample of professional engineers employed in the public and private sector to investigate the effect of sector employment, indicators of task complexity, organization size, number of rules, importance, and attentiveness and agreement among various principals (customers or clients, peers, mid‐ and top‐level management, and politicians) on both employee discretion and a subjective measure of employee productivity. The results show that disagreement among important and attentive proximate principals (mid‐level managers) expands discretion, but disagreement among important and attentive distant principals (top executives and politicians) reduces discretion. Sector has no direct or indirect effect on discretion. When customers or clients and peers are important and attentive principals, discretion increases, and so does productivity. Monitoring by mid‐level management has no effect on productivity. Because disagreement among distant principals is greater in the public sector, devolution of authority alone is unlikely to increase public sector productivity. © 2000 by the Association for Public Policy Analysis and Management.  相似文献

The aim of this article is to investigate to what extent small‐firm foreign patents differ from those of their larger counterparts. The research setting consists of the population of U.S.‐owned small and large businesses with patent applications at the World International Patent Organization during 1996–2006 in the emerging field of nanotechnology. Findings reveal a significant and growing contribution of small firms to the globalization of patents. The analysis also suggests that small‐firm patents tend to be more novel and embedded in domestic innovation networks than large‐firm patents. Policy implications are multiple, including putting international patenting on the policy agenda and helping highly innovative small companies to explore foreign commercial opportunities in new markets of capital and technology.  相似文献

Now that racism has been officially recognized in Brazil, and some universities have adopted affirmative-action admission policies, measures of the magnitude of racial inequality and analyses that identify the factors associated with changes in racial disparities over time assume particular relevance to the conduct of public debate. This study uses census data from 1950 to 2000 to estimate the probability of death in the early years of life, a robust indicator of the standard of living among the white and Afro-Brazilian populations. Associated estimates of the average number of years of life expectancy at birth show that the 6.6-year advantage that the white population enjoyed in the 1950s remained virtually unchanged throughout the second half of the twentieth century, despite the significant improvements that accrued to both racial groups. The application of multivariate techniques to samples selected from the 1960, 1980, and 2000 census enumerations further shows that, controlling for key determinants of child survival, the white mortality advantage persisted and even increased somewhat in 2000. The article discusses evidence of continued racial inequality during an era of deep transformation in social structure, with reference to the challenges of skin color classification in a multiracial society and the evolution of debates about color, class, and discrimination in Brazil.  相似文献

In the light of the increasing political influence on German universities (amongst others, the excellence initiative) with effects on the selection of top positions, this article examines the appointment of chairs (department heads) in a “small” surgical specialty during the last 30 years. Following the delineation of official indicators of competence (inclusion criteria) within an appointment procedure, it can be shown that a broad distribution of institutions and persons that meet these criteria exists. The empirical examination of the actually successful occupations shows that closure mechanisms play a role because the successful candidates stem from no more than 10 out of 34 clinical departments. The monetary capital in terms of third-party funds is the most important allocation criterion, but cannot sufficiently explain the way appointments take place. As there are candidates who in formal terms are in a wide measure equally qualified, and a consequential uncertainty of the basis of decision within an appointment procedure, the derivation of the candidate in terms of a personal relationship to a chair holder (department head) from whose clinic he applies and who acts as a patron, proves to be the decisive distinction following the examination of all inclusion criteria. This results in a reproduction of the chair holders (department heads) largely from the same clinical departments and the formation of an academic caste system. In perspective, this cartel-like closure appears to be getting increasingly worse.  相似文献

The European Union (EU) constitutes an evolving diplomatic milieu characterized by high levels of interconnectedness among the politico-administrative apparatuses of member states. The article assesses whether the continued presence of member state bilateral embassies in the EU is residual and largely emptied of function, or whether they are adapting their role to new requirements in the EU policy environment. An analytical framework is developed conceptualizing diplomatic representation around three variables—function, access and presence—and two scenarios of change dynamics in the structures of bilateral diplomacy in the EU are proposed. These are then utilized to evaluate empirical evidence gathered in embassies of six member states in London and Vienna. The findings reveal a process of gradual ‘re-gearing’ of embassy functions towards EU matters, shifting patterns of communication and access, and ‘domestication’ of diplomatic presence in terms of personnel and agenda. Overall, this amounts to a shift towards EU-oriented bilateralism.  相似文献

Behavioral interventions appealing to taxpayers’ reciprocity often leave tax compliance unaffected. We provide evidence that a “fiscal exchange nudge” increased tax compliance in a setting where one might not expect it: crisis-ridden Argentina. In a randomized controlled trial with over 20,000 taxpayers, a tax bill visually celebrating realized public works benefiting children increased payment rates of tax delinquents by about 20 percent, or almost 40 percent when the bills were delivered in person. Without the appeal, the new bill design generated significantly fewer payments. Changes in the design of the tax bill also increased arrears cancellation. We estimate the ratio of marginal revenues to costs for the fiscal exchange bill to be 18. The factors we associate with the unexpectedly positive impacts are consistent with strengthening an affective response. We find persistent effects of the experiment two years later. The results suggest that communities have more scope to increase tax revenues through non-threatening interventions.  相似文献

We develop a local labor market information system to assess the labor market effects of recently adopted welfare reform laws. Using the Cleveland-Akron metropolitan area as a prototype, we develop an occupationally and geographically specific inventory of projected job openings and measure the skill mismatch between projected job openings and the welfare population likely to enter the labor market. We find the skill mismatches are quite large: Following implementation of reform, welfare recipients entering the labor force would initially have to claim anywhere from 34 to 61 percent of expected low-skill job openings in order to become fully employed. Labor market opportunities are further diminished if one takes into account the effect of gender and space in limiting job accessibility. Welfare recipients entering the labor market as a result of reform would require from 40 to 75 percent of jobs remaining if predominately male occupations are removed from consideration. The AFDC recipients who depend on public transportation, even in extraordinarily long commutes, can access only 40 to 44 percent of entry-level job openings. © 1998 by the Association for Public Policy Analysis and Management  相似文献

The goal of this paper is to analyze the impact the EU has had on Czech women’s groups since the 1990s. Drawing on both Europeanization and social movement theories, the first section defines the theoretical framework of the paper. The second section is focused on the impact of changes in the funding of women’s groups which, since the end of the 1990s, have relied more than before on European funding. The third section analyzes the shift in the political context and the domestic political opportunity structure in the Czech Republic that has occurred in connection with the accession process. The fourth section analyzes transnational cooperation for which new opportunities have appeared with the EU’s eastward expansion. The paper concludes by summarizing its main findings.  相似文献
