The January 2010 earthquake in Haiti was a catastrophe not only for the loss of life it caused, but also because it destroyed the very thin layer of state administrative capacity that was in place in the country. This article argues that the fragility of the Haitian state institutions was exacerbated by international strategies that promoted NGOs as substitutes for the state. These strategies have generated a vicious circle that, while solving immediate logistical problems, ended up weakening Haiti's institutions. However, the article does not call for an overarching condemnation of NGOs. Instead, it explores two cases of community-based NGOs, Partners In Health and Fonkoze, that have contributed to creating durable social capital, generated employment and provided functioning services to the communities where they operated. The article shows that organisations that are financially independent and internationally connected, embrace a needs-based approach to their activities and share a long-term commitment to the communities within which they operate can contribute to bringing about substantial improvement for people living in situations of extreme poverty. It concludes that in the aftermath of a crisis of the dimension of the January earthquake it is crucial to channel support towards organisations that show this type of commitment.  相似文献

Abstract

Using ?i?ek's theorisation of power, we analyse the UK Conservative Party's Green Paper on international development, ‘One World Conservatism’ (OWC). We argue that by placing the West's giving of development aid as something beyond politics, on the moral high-ground of self-evident certainty, it acts to deflect attention from critical engagement with the nature of globalisation, power and aid itself, hiding both economic and epistemological violences behind the apparently benevolent act of giving. An analysis of the nature of the green paper demonstrates the ways in which it draws in UK citizens as active subjects complicit with this vision of the world.  相似文献

Nearly two years after removal of Zine al-Abidine Ben Ali and Hosni Mubarak, Tunisia and Egypt are still in transition: gains made by early 2013 remain tenuous, and whether democracy takes root remains to be seen. This article identifies variables affecting these states' prospects for democratic development by drawing lessons from the post-communist coloured revolutions of the early 2000s, when democratic forces had difficulty consolidating initial gains. Based on these cases, we suggest that choices available to political actors, in particular the ability of democratic opposition forces to maintain unity and support a common transition platform, and their success in removing old regime elites, will be crucial in the post-Arab Spring environment. However, we also examine structural variables, including the nature of the ousted authoritarian regime and external leverage, which point to differences between the coloured revolutions and MENA uprisings and suggest limits to cross-regional comparison.  相似文献

The dynamics of change in the Arab world today are part of a much larger global process–the neo-liberal phase of globalisation–that started in the 1980s and engendered a process of state power restructuring, both for peripheral “weak” states and core industrialised countries. Beyond national differences, the restructuring of the Arab states has implied the consolidation of neo-authoritarian political regimes characterised by fragmentation of the power structure and by an increase in informal modes of government (neo-patrimonialism, corruption), accompanied by the parallel political and economic marginalisation of large sectors of society. These less centralised and more elitist regimes are likely to be more dependent and vulnerable than their predecessors to external pressures and foreign influence.  相似文献

The purpose of this study was to identify determinants of personal income taxes in Barbados and, using the Engle-Granger two-step procedures with annual data from 1976 to 2008, ascertain how these variables would impact on the dependent variable in the long and short run. The study showed that in the long run, the variables that would impact upon personal income tax receipts were marginal tax rate, real per capita income, and the rate of unemployment, while in the short run, personal income taxes were affected by current real per capita income in addition to lagged values of real per capita income, the marginal tax rate, and the rate of unemployment, respectively.  相似文献

Limited forensic and clinical experience and the lack of confirmatory testing strategies for synthetic cannabinoids (SC) prevent adequate characterization of SC toxicity and the potential impact on public health. A statewide surveillance system identified a fatality involving a 23‐year‐old man found with a large stab wound to the neck following use of a SC product suspected of containing AM2201. Analytical testing for common SCs, SC metabolites, routine drugs of abuse, and over‐the‐counter medications was performed on heart blood obtained at autopsy. Additionally, assays were performed on the SC raw material and drug paraphernalia found on the decedent. High concentrations of AM2201 were detected in all samples. AM2201 metabolites were detected in postmortem blood. Other than a trace amount of JWH‐073 found in smoke residue, no other substances were detected. Psychiatric complications including self‐induced, lethal trauma can occur after the use of SC products.  相似文献

Public managers in local integrated services collaboratives find that commitment to local partnership goals sometimes requires evading policy directives that are imposed by legislation or bureaucratic superiors. Using data that reveal what is often concealed, the author finds that these workarounds can be defined and identified and that they often revolve around central features of policy rather than marginal details. Workarounds emerge in the space created by certain managerial strategies and dispositions: treating directives as starting points for negotiation, using performance to justify discretion and manage risk, establishing local collaborative goals as an alternative locus of accountability, and distinguishing front‐door services from back‐door accounting. By aggregating data from clusters of workaround stories, researchers and practitioners can (1) identify policy flaws in need of repair, (2) illuminate tensions in the integrated service ideal, and (3) inform the enduring normative debate over administrative discretion and public accountability.  相似文献
