THE CASE OF COMPARABLE WORTH IN WASHINGTON STATE

Twelve years after its precedent-setting comparable worth study, Washington State has approved an agreement guaranteeing implementation of its comparable worth system by 1993. A history is presented of state actions on comparable worth. The causes for the slow course of policy formation and implementation are seen to lie with the following: being the first to conduct a study, taking too long to act, the changes in persons in key positions, the state economy, attitudes towards state workers, lack of focus of responsibility, and denial that sex-based differences in wages are the bases for Comparable worth adjustments.     

Potential impact of the Draft Money Laundering Regulations 2007 on trusts

Representative bodies, including the Law Society of Englandand Wales and the Society of Trust and Estate Practitioners,have raised concerns on the Draft Money Laundering Regulations2007 released on 22 January. They are intended to implementthe Third European Money Laundering Directive in England. However,many are fearful about the impact of Part 2 of the Draft Regulationswhich deals with customer due diligence (CDD) and, in particular,how the requirements will apply to trusts.     

“There is no end to relationship among the indians”: Ojibwa Families and Kinship in Historical Perspective

This article presents an overview of the Ojibwa family over the past three centuries, from early European contacts to the present. It emphasizes the extent to which Ojibwa familial relations have long been embedded in extensive networks of kin that played major roles in the family lives of individuals of all ages. The article traces the effects of historical change on the Ojibwa family and examines continuity within Ojibwa kinship relations. The changes of the last century have taken a heavy toll on these relationships, yet, where they persist or are being revived, they are sources of strength and renewal.     

Extending the EITC to noncustodial parents: Potential impacts and design considerations

This paper examines the noncustodial parent earned income tax credit (NCP EITC), a new type of credit recently enacted in New York and Washington, D.C., and proposed by Senator Bayh and then‐Senator Obama in 2007. The NCP EITC offers an earned income tax credit to low‐income noncustodial parents who work and pay their full child support. This paper provides background information about the policy and presents national estimates of eligibility and benefits for an NCP EITC under three alternative policy scenarios. It also discusses several key design and implementation issues. © 2010 by the Association for Public Policy Analysis and Management.
