One main source of sexual socialization lies within family interactions. Especially sexuality-specific parenting may determine adolescents’ sexual development—adolescents’ sexual behavior and sexual risk behavior, sexualized media consumption and permissive sexual attitudes—to a significant extent, but different ideas exist about how this works. In this longitudinal study, we examined two hypotheses on how sexuality-specific parenting—parenting aimed specifically at children’s sexual attitudes and behaviors—relates to adolescents’ sexual development. A first buffer hypothesis states that parents’ instructive media discussions with their children—called instructive mediation—buffers the effect of sexualized media consumption on adolescents’ sexual attitudes and behavior and, vice versa, the effect of adolescents’ sexual attitudes and behavior on sexualized media consumption. A second brake hypothesis states that parents, by communicating love-and-respect oriented sexual norms, slow down adolescents’ development toward increased sexualized media use, permissive sexual attitudes, and sexual behavior and sexual risk behavior. Using four-wave longitudinal data from 514 Dutch adolescents aged 13–16 years (49.8% female), we found evidence to support a brake effect. More frequent parental communication of love-and-respect oriented sexual norms was associated with less permissive sexual attitudes and, for boys, with less advanced sexual behavior and a less rapid increase in sexual risk behavior. Parents’ instructive mediation regarding adolescents’ sexualized media consumption was associated with less permissive sexual attitudes at baseline, but only for girls. No systematic evidence emerged for a buffer effect of parents’ instructive mediation. In conclusion, although our data seem to suggest that parent–child communication about sex is oftentimes “after the fact”, we also find that more directive parental communication that conveys love-and-respect oriented sexual norms brake adolescents’ move toward sexual maturity.  相似文献

Civic developmental theory anticipates connections between normative developmental competencies and civic engagement, but little previous research has directly studied such links. The current study sought to contribute to civic development theory by examining associations between emotional and sociocognitive competencies (empathy, emotion regulation, prosocial moral reasoning, future-orientation) and civic engagement (volunteering, informal helping, political behaviors and beliefs, environmental behaviors, social responsibility values, civic skills). Data came from a geographically and racially diverse sample of 2467 youth (Mage?=?13.4, Range: 8–20 years, 56% female). The results indicated that empathy and future-orientation significantly predicted nearly all forms of civic engagement, whereas emotion regulation and prosocial moral reasoning were uniquely associated with specific forms of civic engagement. Exploratory multi-group models indicated that empathy and emotion regulation were more strongly associated with civic engagement among younger youth and prosocial moral reasoning and future-orientation were more strongly related to civic engagement among older youth. The findings help to advance developmental theory of youth civic engagement.  相似文献

This article examines the theory and operation of development partnerships through an analytical study of the Making Belfast Work (MBW) Initiative in Northern Ireland. This initiative of the Northern Ireland Department of the Environment contributed to the building of the current Northern Irish Peace Process. It illustrates the difficulties faced by a government in engaging in socio‐economic development in one of the world's most difficult policy environments. The history of the MBW initiative also provides insight into the interaction of two contending models for organizing European Society, namely ‘Regulated Capitalism’ and ‘Neoliberalism’ and the relationship of these models to partnership theory. This study argues that motivations for the development of partnerships in Belfast defy easy theoretical classification; yet empirical evidence suggests that a twin‐track approach—one from above, the European Union; and one from below, of indigenous policy evolution—have together through policy diffusion made MBW a leading pioneer in partnership theory and practice. The article discusses the literature on partnership within New Public Administration outlining ideas on various classifications of partnerships operative in the public sector. Particular attention is paid to how partnerships of societal actors and government can effectively involve the local community through community development approaches. This paper addresses a gap in state‐level comparative social policy research by analyzing policies that support low‐income families with children. Variation in state policy “packages” is measured by considering three characteristics of 11 social programs. Individual measures of policy are found to be weakly and inconsistently inter‐correlated at the state level, but when cluster analysis is used to analyze multiple dimensions simultaneously, five clusters or regime types are identified that have distinctive policy approaches. These range from the most minimal provisions, to conservative approaches emphasizing private responsibility, to integrated approaches that combine generous direct assistance with employment support and policies that enforce family responsibility. A comparison of a subset of programs at two points in time (1994 and 1998) suggests that states made substantial changes in cash assistance and taxation policies after the 1996 federal welfare reforms. The magnitude and direction of these changes remained consistent with the state clusters identified in 1994. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

This article discusses the use of rule-base technology in the administration of legislation. It first looks at determinative processes, the management of assessments of entitlement and obligations that form much of the operational work for many government agencies. It examines existing problems that agencies experience when attempting to secure accurate and consistent primary decision-making when administering complex legislation. It also examines the way in which traditional techniques for administering legislation constrain the service delivery methods open to an agency. It suggests that rule-base systems are a peculiarly appropriate technology for improving these determinative processes. It then argues that the use of rule-base systems offers two main benefits to agencies. They can improve the quality of primary decision-making and they can provide a means for dramatically widening the range of service delivery options open to an agency. Finally, the article argues that, until agencies have applications that are capable of automating complex transactions, such as the determination of entitlements, they will not be able to achieve large-scale benefits from electronic service delivery.  相似文献

We estimate the impact of corruption on growth of output per worker in U.S. states. We improve on existing studies of the cost of corruption by using a better specified empirical model, focusing on a study population that is less likely to be affected by parameter heterogeneity, and controlling for endogeneity using political variables to instrument for corruption. We find that corruption plays a significant and causal role in lowering growth and investment across the states.  相似文献
