The general mechanisms which underlie the psychological phenomenon ofpersonalizing (cognitive simplification and defensive attribution) would seem to have great utility in explaining attributions of presidential control over the economy. Yet previous research has generated inconsistent and inconclusive empirical results. This study identifies several sources of inconsistency and then attempts to clarify the approach by focusing separately on the object and the subject of personalizing. Our findings suggest that the determinants of personalizing to the president are different from the factors that explain personalizing to the incumbent. In many of the major migrant-sending countries of the developing world, governments have extended political rights to expatriates, often including the right to vote via absentee ballot. Little is known about the factors that shape transnational electoral participation, however. Using official records provided by the Mexican Federal Electoral Institute, we model the incidence of expatriate ballot solicitations prior to the 2006 presidential election in Mexico. Based on a series of event count regression analyses conducted at the level of U.S. metropolitan statistical areas, we find that transnational involvement in the election depended not only on socioeconomic factors but also on the concentration of Mexican civic associations within the local community, the presence of Spanish-language media, and distance from the Mexican border. This suggests that the roots of immigrant transnational participation include factors familiar to social scientists as well as dynamics uniquely relevant to immigrant communities. 相似文献

Since 1964 and 1972 when Congress passed key legislation concerning sex discrimination, the courts have been left to fashion policies on sexual harassment in employment. In 1998, the Supreme Court issued four major decisions in this area, one dealing with suits against school districts, one involving same-sex discrimination, and two pertaining to the application of common law to employer liability in sexual harassment cases. The ruling in the first case is at odds with the others, suggesting that Congress may need to intervene. The other three pose a series of complex issues that could benefit from congressional action and administrative guidance from the Equal Employment Opportunity Commission. The Court's rulings have answered some legal questions, but posed others that will produce extensive litigation in coming years. 相似文献

The effects of absorption time, titer of antiserum or lectin in the absorption stage, and elution temperature on relative antibody or lectin yield in elutes in the absorption-elution procedure were studied in bloodstains and ammoniacal extracts of bloodstains using conventional grouping reagents. In addition, monoclonal anti-A and anti-B and affinity-purified Ulex europaeus agglutinin I (UEA I) reagents were employed for comparison in these processes. Ammoniacal extracts of bloodstains and dried bloodstains on cotton substrata behaved comparably with respect to the parameters studied. When policies incentivize voluntary activities that also take place in the absence of the incentive, it is critical to identify the additionality of the policy—that is, the degree to which the policy results in actions that would not have occurred otherwise. Rebate programs have become a common conservation policy tool for local municipalities seeking to retrofit residential properties with efficient appliances. This research evaluates whether such rebates can be cost‐effective means for water utilities to promote water conservation. A unique database is developed that combines water‐use data over a three‐year period for all households that participated in a utility's high‐efficiency toilet (HET) rebate program, water‐use data for a matched sample of neighbors who did not receive a rebate, and a survey of rebate participants. Difference‐in‐differences models indicate that installation of an HET reduces household water consumption by approximately 7 percent. While installation of an HET appears to be an effective means for achieving household reductions in water consumption, our results also suggest that the rebate program is a much less effective means for achieving household reductions in water consumption. Specifically, the rebate program is found to provide limited additional water savings beyond what would have occurred naturally and is responsible for only 37 percent of the total water reduction attributable to the installation of HETs over the study period. © 2013 by the Association for Public Policy Analysis and Management. 相似文献
