We propose a model where a regional government’s choice of the number of bureaucratic agencies operating in a region depends upon the degree of substitutability and complementarity of the bureaucratic services being demanded. We show that, if the government perceives the citizens’ demand as a demand for substitutable services, it will choose provision by two independent agencies. If the government perceives the citizens’ demand as a demand for complementary services, it will choose provision by a single consolidated agency. Exogenous shocks to the number of citizens amplify these incentives. Evidence from the Italian National Health Service (NHS) supports this hypothesis. Results show a positive effect of proxies of substitutable services on the number of regional local health authorities and a negative effect of proxies of complementary services. The major immigration amnesties, taken as shocks to the number of citizens entitled to the service, magnify these effects. 相似文献

Important work has been done to measure legislative effectiveness in the U.S. Congress and to explain the individual characteristics that drive it. Much less attention, however, has been devoted to study the extent to which legislative effectiveness depends on the legislators' social connections. We address this issue with a new model of legislative effectiveness that formalizes the role of social connections, and we test its predictions using the network of cosponsorship links in the 109th–113th Congresses. We propose a new empirical strategy that addresses network endogeneity by implementing a two-step Heckman correction based on an original instrument: the legislators' alumni connections. We find that social connections are a significant determinant of legislative effectiveness. We also study the influence of legislators' characteristics in shaping the network effects. In doing so, we provide new insights into how social connectedness interacts with factors such as seniority, partisanship, and legislative leadership in determining legislators' effectiveness. 相似文献

Recent studies have questioned whether the nation's educational system is adequately preparing children to function productively in today's society. To examine this issue, the present study utilized the Experience Sampling Method to investigate the amount of time young adolescents spent doing classwork and homework, their inner subjective experience while doing so, and their companions while doing homework. The relationship between these variables and students' academic performance was also examined. Results revealed that students spent only 15.5 hours per week engaged in school work and only 6 hours per week doing homework, with increased homework time associated with better academic achievement. In addition, students were found to complete homework primarily alone or in classes, although doing homework with their parents was associated with better academic performance. Lastly, students' affect was found to be relatively neutral when doing classwork, but comparatively more negative while doing homework, particularly when doing homework alone. This article aims at coping with the 2003 implementation of affirmative action policies favoring blacks and “browns” in public-funded universities in Brazil. We are especially interested in coming to terms with some of the most resounding controversies over this type of “race”-based policy, which in our view are to be seen as reactions to some core aspects of Brazil’s national identity. The key question that has pervaded this debate is: Should the State apparatus, by means of these non-universalist policies, foster racial identities in a society that has historically imagined itself as racially mixed and, as such, able to deal with race-based conflicts in a quite positive way? As we will strive to demonstrate, these controversies gained momentum as multiculturalism started to inform identity-oriented social movements, which in recent years excelled in challenging the image of Brazil as a successful case of a melting-pot society by denouncing deep-seated social inequalities grounded in racial lines. We want to investigate whether popular resistance to race-based public policies will propel the rise of a sort of resented form of nationalism in Brazil’s public scene. 相似文献

This study examined risk of suicidal behavior among low-income, African American women (N = 369) in three types of male intimate relationships- intimate terrorism (IT) (i.e., physical violence used within a general pattern of coercive control), situational couple violence (SCV; i.e., episodic physical violence that is not part of a general pattern of coercive control), and nonviolent (NV; i.e., no physical violence). IT victims had more than double the odds of suicidal behavior compared to SCV victims and this association remained significant after controlling for physical violence severity, depression symptoms, and alcohol and drug abuse. Risk of suicidal behavior was not significantly different for SCV victims compared to women in NV relationships. Findings emphasize the need for researchers and practitioners to distinguish between types of male partner violence when examining its context and consequences for female victims. 相似文献
