Regulation,consultation and divergent community views: the case of access to ART by lesbian and single women

In the many countries which have some form of regulation of ART, a public consultation of some sort is a frequent feature of either the process leading up to regulation or of the regulatory mechanism itself. Not surprisingly, widely divergent views on the moral and political acceptability of ART are expressed during such consultations. And while such diversity of opinion is to be expected, and some even argue welcomed, in pluralist liberal democratic societies, it is often unclear how these divergent community views are and ought to be fed into the opinion-forming and decision-making processes of governments or the bodies that advise them. This article discusses first why regulation of ART may be justified, even when there is radical moral disagreement in the community, and why public consultations should play a central role in the work that advisory bodies undertake in making regulatory recommendations to government. Then, it both proposes and justifies a method for dealing with the contradictory moral views expressed by interested parties during the consultation process. To illustrate this method, the example of the attempt by single and lesbian women to access donor insemination services and ART is used.     

The Public Sector Reform Movement: Mapping the Global Policy Network

Public sector reform in both developed and developing countries has now become a routine matter of public policy—reform is almost continuous, if not always successful. While the role of international transfer agents such as the World Bank and the Organization for Economic Cooperation and Development (OECD) in promoting reforms has often been noted, there has been no comprehensive mapping of the global network on public sector reform. This article makes a first attempt to map the close to 100 organizations that make up a loose global network around public administration and governance. It then provides a brief history of the evolution of the network, and the key events that encouraged a substantial degree of coherence among its members. It examines the practices and tools that are specific to this global public policy network, and concludes with some observations on policy transfer models. The article shows that in trying to understand the dynamics of public administration reform, we need to pay greater attention to this network, its members, and its influence over national policy priorities.

Of Wild and Cultivated Politics: Conflict and Democracy in Argentina

This is a study of cultural change within democratization. It uses conflict theory to understand the culture of conflict escalation and management, taking Argentina as its example. Beginning with the most extreme dictatorships, The Dirty War and the Rosas period, and then looking at other periods of governance, the essay illustrates that Argentina has an authoritarian culture of conflict. The essay suggests why these patterns have developed in Argentina. It asks whether it is possible to change such cultural patterns and whether the current democratizing effort includes efforts at change. It concludes that the democratization efforts since 1983 have included attempts to change culture, as well as electoral and institutional movement toward democracy.
