Establishing the biological sex of human remains is a very important part of identifying victims of fire when severe soft tissue destruction has occurred. Deciduous (children's) teeth were exposed to a range of incineration temperatures 100-500 degrees C for 15 minutes. Polymerase Chain Reaction (PCR) amplification was used to identify specific human amelogenin regions. There was successful identification of human biological sex, from deciduous teeth exposed to incineration temperatures of 200 degrees C and below, using standard ethidium bromide gel staining. There was greater sensitivity using fragment analysis by laser induced fluorescence which achieved sex identification from some teeth heated to 400 degrees C.  相似文献

Does the president or Congress have more influence over policymaking by the bureaucracy? Despite a wealth of theoretical guidance, progress on this important question has proven elusive due to competing theoretical predictions and severe difficulties in measuring agency influence and oversight. We use a survey of federal executives to assess political influence, congressional oversight, and the policy preferences of agencies, committees, and the president on a comparable scale. Analyzing variation in political influence across and within agencies reveals that Congress is less influential relative to the White House when more committees are involved. While increasing the number of involved committees may maximize the electoral benefits for members, it may also undercut the ability of Congress as an institution to collectively respond to the actions of the presidency or the bureaucracy.  相似文献

To what extent do presidents select appointees based upon campaign experience and connections? The answer to this question has important implications for our understanding of presidential management and political leadership. This article presents a theory explaining where presidents place different types of appointees and why, focusing on differences in ideology, competence, and non‐policy patronage benefits among potential appointees. We develop a formal model and test its implications with new data on 1,307 persons appointed in the first six months of the Obama administration. The empirical results broadly support the theory, suggesting that President Obama was more likely to place appointees selected for non‐policy patronage reasons in agencies off his agenda, in agencies that shared his policy views, and where appointees are least able to affect agency performance. We conclude that patronage continues to play an important role in American politics, with important consequences for campaigns, presidential politics, and governance.  相似文献

When eight former communist countries joined the European Union in 2004 it was accepted that they all had reasonably well-established democratic systems. The extent to which this also meant that they had a range of political parties that cohered into anything like a stable party system was less clear, however. Different views have been expressed on this question, and it may also be queried how well current views of what the concept of party system implies fit with Central European (CE) developments. Investigation into the nature of the party systems that have developed after four free elections is first conducted in terms of their shape and size. From this perspective only Hungary and the Czech Republic have developed anything like a two-party system. The question of stable party representation in CE legislatures is then raised, and in this context Slovenia and Estonia show signs of party system development on a more plural basis. Stronger evidence of institutionalization is derived from calculation of an Index of Party Stabilization, which confirms the higher level of development in the countries identified above. There are some signs, as yet inconclusive, that weak party systems are also associated with more negative democratization outcomes.  相似文献

This article introduces and explores issues regarding the question of what constitute valid forms of development knowledge, focusing in particular on the relationship between fictional writing on development and more formal academic and policy-oriented representations of development issues. We challenge certain conventional notions about the nature of knowledge, narrative authority and representational form, and explore these by comparing and contrasting selected works of recent literary fiction that touch on development issues with academic and policy-related representations of the development process, thereby demonstrating the value of taking literary perspectives on development seriously. We find that not only are certain works of fiction ‘better’ than academic or policy research in representing central issues relating to development but they also frequently reach a wider audience and are therefore more influential. Moreover, the line between fact and fiction is a very fine one, and there can be significant advantages to fictional writing over non-fiction. The article also provides an Appendix of relevant works of fiction that we hope academics and practitioners will find both useful and enjoyable.  相似文献

This article examines whether reform ideas that gained influence in national-level bureaucracies in the 1970s were also on the United Nations’ internal agenda. The Joint Inspection Unit (Bertrand) Report of 1971 is the focus of this analysis, as it addressed personnel problems in the UN Secretariat and identified structural shortcomings. Our analysis shows that New Public Management ideas were in circulation in the UN at this time. It also demonstrates the different pressures that international bureaucracies face in regard to their personnel. This is likely to make their responses to reform pressures, such as those experienced in the 1970s, unique.  相似文献

This article undertakes a comparative analysis of the policy making/implementing behavior of elected county executives and appointed county administrators. While both sets of actors are engaged considerably in the policy making and implementing processes, the manner in which they undertake these activities varies, suggesting that form of government and method of (s)election do make a difference in how counties are governed.  相似文献

The tertiary sector is operating in an increasingly market-driven environment. Teaching standards are under intense scrutiny as universities strive to meet the expectations of students exercising consumer choices. Continuing professional development programmes have a pivotal role in supporting and shaping best practice in modern law schools. Early career academics in both the New Zealand and British university systems share similar teaching and learning objectives.

However, the respective professional development programmes have different compliance regimes. The United Kingdom has adopted a scheme of formal training and teaching accreditation, supported by the UK Professional Standards Framework. In New Zealand mandatory training requirements are more limited. It is submitted that New Zealand universities should similarly require probationary academics to undertake a formal programme which promotes an understanding of the scholarship of teaching. It is further argued that programmes in both jurisdictions should emphasise subject-specific pedagogical knowledge to expose law teachers to the distinct academic and vocational aspects of their discipline.  相似文献
