Fabulation: Toward Untimely and Inhuman Life in Alexis Wright’s The Swan Book

This paper brings together Alexis Wright’s novel, The Swan Book [2013a, Artamon, NSW: Giramondo] and the concept of fabulation from Gilles Deleuze and Felix Guattari’s philosophical approach to literature. I employ their approach to explore the complex relation to history and language that Wright’s highly poetic novel illustrates: a relation to untimely and inhuman life that suggests other possibilities for living within the body politic than are currently available.     

Determinants of the assignment of EU funds to Portuguese municipalities

The paper examines the determinants of the assignment of EU funds to Portuguese municipalities using a large and unexplored dataset covering all (278) mainland municipalities over 15 years. Empirical results reveal that besides normative objectives, political motivations also influence the distribution of funds by the national government across municipalities. Grants to municipalities increase during local election years, and more funds are transferred to municipalities where legislative elections have been closely contested and where the ruling national party had been supported by voters.     

The Political Theory of Reinvention

In this article, we examine the implications of the reinvention movement for democratic governance, broadly defined. The most basic premise of the reinvention movement is a belief that the accumulation of the narrowly defined self-interests of many individuals can adequately approximate the public interest. By narrowly defined, we mean the interests of individuals as they privately apprehend them, unmediated by participation in a process of civic discourse. To illustrate the centrality of this assumption to the implicit theory of reinvention, we consider three of its elements—its use of the market model, its emphasis on customers rather than citizens, and its glorification of entrepreneurial management. We then examine the implications of the self-interest assumption, which entails a rejection of democratic citizenship, civic engagement, and the public interest, broadly conceived.     

Net debt in the Canadian public accounts: Its emergence,evolution and entrenchment

Abstract: “Net debt” is considered an important measure of the financial strength of a government and is currently a required line item on the “statement of financial position” in Canadian government financial statements. In this article, the authors look at the emergence, evolution and entrenchment of net debt in the public accounts of the Government of Canada. They trace the history of this financial indicator through a study of archival data from the Province of Canada and the Government of Canada and interpret the data using Klaus Lüder's contingency model of public‐sector accounting innovations.     

Reading level and the prevalence of a dyslexic profile among patients in a forensic psychiatric clinic

This study aims to investigate Swedish language reading ability of forensic patients and the number of them that present a dyslexia profile. Another aim is to compare the reading level in different subtypes of psychiatric diagnoses. Assessments were made of 185 patients by a battery of reading tests. They were also interviewed about their schooling and their self-estimated reading and writing ability. The results show that the patients’ reading level is below average for grade six children in Swedish compulsory school, and that 16 per cent show a dyslexic profile. Male patients with an immigrant background and a diagnosis of psychosis and anxiety disorders perform the lowest when measuring literacy skills. This proportionately low reading ability can cause difficulties in understanding texts as presented in broadsheet newspapers, civic information and patient records, and might even jeopardize the understanding of adult spoken language.
