Détente in deep water: the CIA mission to salvage a sunken Soviet submarine and US-USSR relations, 1968–1975

Despite détente, the superpowers continued their Cold War practice of spying on one another throughout the 1970s. Yet intelligence is largely ‘missing’ from the historiography of détente. Why? Based on newly declassified data, ‘Détente in Deep Water’ reveals the geopolitical calculations behind the ‘Glomar response’ and how that legalese operated to limit disclosure of intelligence operations starting with AZORIAN/MATADOR, the CIA-led project to salvage a sunken Soviet submarine using the Hughes Glomar Explorer, a ship ostensibly owned (under a cover story) by industrialist Howard Hughes. Glomar’s diplomatic backstory sheds new light on the historical relationship between intelligence collection and foreign policy.

Abstract

It may seem curious to some readers to match the outstanding athlete biographical sketches of the main scholar-researchers of this volume with their fierce message regarding the threat to sport, and its practitioners, from sexual harassment. In an absolutist, three second sound bite, mass consumption stereotype-driven developed world, one might expect here a “weakest link” debate about the value(s) of sport. This debate would feature effete, intellectual critics and very muscular, tradition-bound advocates. Not so; for these writers not only demonstrate well-reasoned and literature-informed arguments, and thorough, data-driven analyses but also courageous research programmes extending back to times when the work they did was completely marginalised and misunderstood. Their work, then as now, was fuelled in great part by a deep awareness and regard for the experience of sport as a healthy and joyful human right and by a wish to preserve it as such, for all.     

The Empire Fracks Back: The Case for Hydraulic Fracturing Strict Liability in New York

The possibility that New York will allow high-volume hydraulic fracturing in the near future raises the issue of liability for environmental and other extraction-related harms. Given the potential risk, New York courts should consider treating natural gas exploration under a strict liability regime. Natural gas producers facing strict liability for drilling mishaps would be forced to internalize the environmental and other social costs inherent in the drilling process, thus incentivizing producers to exercise a maximum of care.     

Industrial Policies and Development Cooperation for a Learning Society

In the countries that have been most successful in development over the past half century, government played a central role (the development state), especially through industrial policies that promoted manufacturing exports. But changes in the global economy mean that African countries won’t be able to rely on the manufacturing export-led growth model. This paper analyzes the reasons for the success of that model, and shows how the same outcomes can be achieved through a multipronged strategy, a comprehensive development plan that pays particular attention to learning and employment.
