Despite the revival of UN peacekeeping after the Cold War, many questions regarding peacekeeping operations remain unanswered. Some of the most complex questions involve the extent to which peacekeeping should be applied, who should pay, and with what privileges, if any. These questions are not new, but also surfaced during the 1960 UN budget crisis ever peacekeeping between the United States and the Soviet Union. President Johnson decided to uphold Kennedy’s promise to apply Article 19 and deprive a state of its General Assembly vote if it did not pay its assessed peacekeeping dues. In the end, however, Johnson retreated on Article 19 in the face of Soviet refusal to pay anything toward peacekeeping. The crisis subsided along with a missed opportunity to deal more conclusively with some of the questions surrounding peacekeeping.  相似文献

This article deals with recent changes in political participation in Denmark. A distinction is made between the mobilisation and the supplementary theory of participation. Applying data from samples of younger generations from 1979 and 1988, it is shown that a strong collective mobilisation of the new middle class of well‐educated public sector employees took place through grass‐roots activities during the 1970s. This changed during the 1980s, however, when grass‐roots participation increasingly became a supplement to more conventional forms of political participation.  相似文献

This paper applies the theory of social situations to study whether international environmental agreements (IEAs), mainly those on greenhouse gas emission reductions, can be attained. A game theoretic model is generally a black box for decision makers, where the mechanisms, which lead to solution(s) of the game, are not explicitly pointed out. This paper opens this black box by making the (institutional) move rules explicit. The usual pessimistic outcome with an ineffective and small size of stable coalitions among world regions is countered. Our model challenges conventional wisdom in the sense that large coalitions are possible outcomes of the cartel game, namely by incorporating: (1) farsightedness, and (2) coalitional moves with commitment as an alternative to myopic and individual moves which characterise the cartel game. We show that even if the international negotiations on climate change mitigation are modelled as an n-person prisoner's dilemma, one cannot rule out cooperation among world regions as a solution of the game. Indeed, in most analysed situations the grand coalition is among the solutions of the game. This shows that predictions based on cartel stability may be too pessimistic if it comes to analysing incentives to cooperate in implementing international environmental policy. Moreover, in an empirically calibrated model, we find three out of six instances where Russia (with or without the US) has an incentive to sign the Kyoto protocol.  相似文献

Political socialization research so far has focused primarily on the direction of attitudes among children and youngsters. The preconditions for the development of political attitudes among these age groups have been neglected. In theoretical discussions cognitive development has been offered as a major prerequisite. In the article it is posited that political involvement is a second major prerequisite.
The effects of political involvement are examined with respect to four aspects of political attitudes among Danish school children: the ability to express attitudes, the correlation between indicators of a particular attitude, the stability of attitudes, and the correlation between different attitudes. Except for the stability of attitudes, results are clear. Political involvement is related to the formation of attitudes. The effect of political involvement is stronger than the effect of any of the traditional socio-economic variables ordinarily considered in socialization research.  相似文献

Declining party membership in Denmark is analysed in light of the general development of political participation in the 1970s and 1980s. It is demonstrated that the decline in party membership had nothing to do with a general decline in participation. The decline is rather the result of three different processes: (1) the declining number of farmers, (2) the weakening of the organization of the workers, and (3) the political mobilization of the new middle class and women. It is argued, therefore, that the causes of the decline are primarily demographic and socio-economic. It is furthermore argued that the declining membership threatens the traditional mobilizing and socializing functions of the parties and thereby may increase political inequality in the Danish society.  相似文献

This paper is about constructions of embodiment in farming families in a community of the Aveyron region in Southern France. More particularly, it explores how the discursive representation of women's bodies both reproduces and legitimates unequal gender relations between women and men on the farm and in the local community. It is argued here that gender is constituted through the ways in which individuals live and construct their bodies within a particular social, cultural, and economic context. But because what is constructed as masculine is valued over what is constructed as feminine, women's bodies and abilities are inferiorised and devalued. In the farming context discussed in this paper, farm women are never seen as having bodies which enable them to farm in the same terms as men. Women's work on the farm is seen as only secondary and complementary to that of farmers in the same way that women's bodies are seen to be lacking in masculine attributes which are defined as central to farming. So that even when women show that they can run farms by themselves and do work which is usually defined as masculine, they are either represented as only being able to do so because they have male help, or because their bodies and attributes do not conform to culturally constructed heterosexual norms of femininity.  相似文献
