This article answers a myriad of questions that program providers and communities might consider when developing a divorce education program for parents. As the Chilean government seeks to reduce poverty and inequality through cash transfers to poor households, local governments are responsible for both identifying the poor and allocating transfers. Until recently, however, evaluating the effectiveness of local governments in enacting these policies has been restricted by data limitations. This paper builds on recent evidence that cash transfers have highly variable impacts on poverty and inequality at the county level. In particular, we explore how local public finance and the strength of the governing mandate influence the efficiency of cash transfers. With a richly specified model, we find that public spending on goods and services, the fraction of available subsidies claimed by the local government, and the share of county land that is zoned for industrial purposes are all correlated with considerable reductions in poverty and inequality. In addition, the strength of the governing mandate weakly influences the efficiency of transfers in reducing poverty, but not inequality. These results demonstrate that a better understanding of such institutions can lead to more efficient targeting for social programs. 相似文献

In recent years, youth firearm homicide has become a topic of great public concern in the United States. However, few macrolevel studies have examined intercity variation in juvenile firearm homicide. In the current study, we address this gap in the literature by examining whether intercity variation in firearm‐related homicide rates among black and white juveniles is explained by three prominent structural factors: concentrated disadvantage, racial inequality, and the youth illicit drug market activity. Our findings suggest partial support for the concentrated disadvantage and juvenile drug market explanations of homicide. The 1990s have been marked by a resurgence of interest in questions of corporate governance in both public and private sector settings. The 1990 reorganization of the NHS is taken as an example of a recent attempt to‘reform’arrangements for corporate governance in the public sector based on a board of directors’model. The policy background is reviewed and the salient features of the NHS reorganization outlined. Empirical case study evidence is adduced which enables us to make an assessment of the advantageous and disadvantageous effects of the 1990 reorganization.
