Right-wing politicians sometimes can implement policies that left-wing politicians cannot, and vice versa. Contemporary wisdom has it that only Nixon could have gone to China. We develop a model to explain this phenomenon. A policy issue could depend on information, on which every one could potentially agree on policy, or on values, on which agreement is impossible. Politicians, who value both reelection and policy outcomes, realize the nature of the issue, whereas voters do not. Only a right-wing president can credibly signal the desirability of a left-wing course of action. The Nixon paradox can hold then if citizens vote retrospectively on the issue.  相似文献

How sexuality should be regulated in a liberal political community is an important, controversial theoretical and empirical question—as shown by the recent criminalization of possession of some adult pornography in the United Kingdom. Supporters of criminalization argue that Mill, often considered a staunch opponent of censorship, would support prohibition due to his feminist commitments. I argue that this account underestimates the strengths of the Millian account of private conduct and free expression, and the consistency of Millian anticensorship with feminist values. A Millian contextual defense of liberty, however, suggests several other policy approaches to addressing the harms of pornography.  相似文献

Summary

This article summarizes the 30‐year history of the Primary Mental Health Project (PMHP), a school‐based program for early detection and prevention of young children's school adjustment problems. The article first describes PMHP's rationale and basic practices, gives examples of how the project has grown and evolved over the years, and summarizes some of its important research findings. The report also reviews several more recent PMHP emphases including its systematic work in program dissemination and its active efforts to develop effective primary prevention program modules. PMHP's approach offers a bona fide alternative to mental health's established, after the fact, restorative ways.  相似文献

Having been a minister in three different departments for a period of over nine years (1999–2008), during the Blair and, briefly, the Brown governments, I thought it might be useful to reflect on what ministers actually do, their functions and how they spend their days. In thinking about what I did as a minister, I have avoided going back to some of the classic constitutional texts on what ministers supposedly do, how they are accountable and such like. I am sure there is good literature on this from political scientists and constitutionalists, but I have avoided influencing my own views and approach by consulting these texts.  相似文献

The author discusses three books on Kenya. Tabitha Kanogo's Squatters and the Roots of Mau Mau and Economic and Social Origins of Mau Mau by David Throup examine why there was agrarian revolt in Kenya during the 1940s and 1950s. This article raises questions about tragedy and community, the two key ideas upon which the two books rest. Another text, Labour and Poverty in Kenya, 1900–1980 by Paul Collier and Deepak Lal, proponents of the new liberal attack on development, is also reviewed. It is argued that Collier and Lal fail to grasp the basis of state intervention to support schemes of peasant production.  相似文献

The standard requirement of monotonicity of a voting procedurestates that an improvement in the ranking of the winningalternative, ceteris paribus, should not make itnon-winning. A concept apparently closely linked tomonotonicity is known as the participation axiom whichrequires that it should never be advantageous for a voter toabstain rather than to vote according to his/her preferences.Situations in which a group of voters may end up with a betteroutcome by not voting at all than by voting according to theirpreferences are called instances of the no-show paradox. Astrong version of the paradox occurs when the abstainers endup with their most preferred outcome by abstaining. A thirdrelated concept is invulnerability to preference truncation.This is satisfied by such procedures that make itadvantageous for voters to always reveal their entirepreference rankings. The fourth concept, Maskin monotonicity,plays an important role in mechanism design literature. Wediscuss these requirements in the context of votingprocedures. Particular attention is paid to the plausibilityof conditions guaranteeing various forms of monotonicity.  相似文献
