In this paper, we discuss a range of issues concerning developing country participation in current global climate change mitigation negotiations, especially India and China. We argue that the problem of redefining ‘common yet differentiated responsibilities’ in a way which allows developing countries room to pursue their individual development goals while still achieving the necessary level of carbon mitigation is central to the debate. The choice of negotiating instruments, effective technology transfer and financial support, and other related issues have been raised principally by China and India, and may also be raised by several other countries. Kyoto non-compliance by Annex 1 countries will also greatly impact the negotiating power of China and India and other developing countries. We conclude that, once basic principles are clearly defined, the greatest incentive for China and India to participate in climate change negotiations is the prospect of future negotiating rounds that can be linked to a large number of climate change related issues, such as intellectual property, the potential for financial transfers and trade/market access.  相似文献

This article analyzes the ways in which Canadian and Australian immigration policies represent causes and consequences of neoliberal restructuring. Interrogating neoliberalism as a series of political-economic and moral changes derived from the marketization of societal and governmental arrangements, it illustrates how numerically-based ‘points systems’ have been employed as mechanisms for: gauging human capital; establishing indices of risk and undesirability; and promoting the ‘responsibilization’ of incoming migrants. In doing so the points systems' historical trajectory is traced through a variety of administrative reforms characteristic of neoliberal government and flexible accumulation. Ultimately, this article contends that as rational, technical and economically guided systems of enumeration and assessment, both governments' policies mirror, enhance and extend neoliberal arrangements and sensibilities. In providing ostensibly objective techniques of evaluation the points systems have assisted in injecting the ideal neoliberal citizens- who are, above all, flexible, cosmopolitan, entrepreneurial and autonomous- from abroad. Overall this paper contributes to studies of state restructuring by providing new insights into the links between the neglected domain of immigration control and emergent techniques of societal regulation and citizen-making.  相似文献

The relationship between psychopathy and violence is well-established. However, few studies have examined the extent to which this relationship is influenced by sociodemographic predictors of violent criminality. In this prospective study we examine the power of psychopathy to predict criminal violence across ethnicity and levels of socioeconomic status in 199 European American and African American U.S. county jail inmates. A Psychopathy x SES x Ethnicity interaction was identified such that among European Americans psychopathy predicted recidivism at lower levels of SES but was unrelated to recidivism at higher levels of SES. The predictive power of psychopathy was relatively stable across SES among African Americans. The implications of our results for psychopathy and violence prediction are discussed.  相似文献

Abstract: This study examined the effects of heat on the amplification of DNA from the dental pulp of Sus scrofa molars and investigated the protection afforded to the pulp tissue by the dental enamel, alveolar process, and soft tissue of the head. Segments of defleshed maxilla and mandible encasing the first molar (n = 60) were subject to a range of temperatures for 15 min. Dental pulps were retrieved. Amplifications using three‐primer and four‐primer multiplexes showed no degradation of the largest fragment following exposure to 450°C. Amplifications in the three‐primer multiplex (283 bp) were successful following exposure to 525°C in maxillary samples only. This study revealed the enamel density of maxillary molars to be greater than mandibular molars in Sus scrofa. Following incineration of intact heads for 15 min (n = 10) and 1 h (n = 4) at an average temperature of 625°C, amplifications of the largest fragment (450 bp) were successful from both maxillary and mandibular teeth.  相似文献

Abstract: The pathophysiology of hanging is still poorly understood. This article presents a review of eight animal models: four models of isolated occlusion of the vessels of the neck (group 1), one model of combined tracheal and vessel occlusion (group 2), and three models of true animal hanging (group 3). Occlusion of the airway passages in group 2 did not accelerate respiratory arrest compared to group 1. Cessation of cerebral blood flow, rather than airway obstruction, seems to be the main cause of respiratory decline. In general, muscular movements ceased after 1–3.5 min and early generalized tonic‐clonic convulsions were described. Complete circulatory collapse seems to occur between 4 and 8.5 min. These observations from animal models of hanging are compared with the data collected from filmed human hangings. Avenues to improve animal models are discussed.  相似文献

Purpose. The present study examines whether interviewing in a manner that is compatible with a recommended model of interviewing (called the ‘PEACE’ model) impacts on outcomes of the interviews examined in contrast to prior studies which have usually been concerned whether the conducted interviews were fair and not coercive or whether there had been positive effects of training upon subsequent interview performance. Methods. This study, examining in detail 142 actual suspect interviews, is set in the barely researched area of social security benefit fraud, reflecting current trends in Britain concerning increasing numbers of interviews with suspects undertaken by public sector organizations and the pluralization of policing. Results. It was found that good interviewing in each of the recommended stages that make up the PEACE model generally led to better interviews, indicating the importance that each stage contributes to overall interview quality. Further, the quality of interviews was compared against a range of interview outcomes and it was found that skilled PEACE interviewing was associated with the securing of full accounts, including confessions. Conclusion. Given the few examples of skilled interviewing found in the study it is argued that further training of investigators is necessary to improve both interviewing performance and organizational outcomes.  相似文献

This article explores how and why the Hutchins Commission's vision of a responsible press and an informed citizenry did not, and does not, realistically meet either the needs of the media industries or the public. Although it was the commission's goal to create a healthier society, the new technologies of communication present old and new problems—problems that cannot be negotiated by the commission's well‐meaning but idealistic notions of press responsibility. The Internet demonstrates the old dilemma of elite access and concentrated ownership and a new dilemma of utility characterized by isolated users whose communication can be argued only superficially as socially healthy. Perhaps a more innovative and structurally significant approach, beyond the rhetoric of “press‐responsibility,” is needed to create physical access to media that can achieve the kind of “publicness” the Hutchins Commission envisioned.  相似文献
