This article addresses the question of how states can best promote citizens' compliance with laws that regulate livelihoods. Based on ethnographic data from fishing communities in three countries—Norway, Canada, and South Africa—the article compares compliance motivations that exist under different socioeconomic and political conditions. The comparisons give rise to a typology of three compliance motivations: deterrence, moral support for the law's content, and the legislator's authority. This article then identifies three governable preconditions—enforcement, empowerment of citizens, and civic identity—that respectively explain these motivations. The article argues that the compliance discourse in a given type of state must be framed such that it includes at least the governable preconditions for compliance that have not been met in that state. Consequently, a functional compliance strategy would vary between different state types. The article thus questions the transferability of the developed world's compliance discourses to the developing world. 相似文献

Eighth graders, 11th graders, and college sophomores wrote open-ended essays that characterized their own approaches to moral reasoning. Their essays were scored for the presence of various themes. Students also responded to three dilemmas from the Defining Issues Test (Rest, 1979). Students then rated their own use of justice and care orientations in moral reasoning, using a previously developed instrument (Ford and Lowery, 1986; Lyons, 1983). Characterizations of moral reasoning became more multifaceted and thorough with grade, and correlated with many traditional measures of moral reasoning. Males and females showed some, but relatively few, differences in characterizing their own moral reasoning, although females tended to respond more thoroughly to the open-ended task. Gender differences, when they occurred, were mostly found on measures that assessed so-called feminine issues or concerns, but not on traditional measures of moral reasoning. Characterizations of moral reasoning clustered into five dimensions, raising questions about the utility of the constructs of justice and care orientations. The first and third authors received financial support from a Ford-Mellon grant made to Carleton College. The differences between male and female adolescents' emotional reactions to their most recent occasion of sexual intercourse were examined. The sample included 932 sexually active Australian secondary school students who completed a self-report questionnaire concerning their sexual behavior. The majority of young people reported that they felt happy or good following their most recent occasion of sex. Females were more likely than males to report negative emotions such as feeling bad and used, but there was no difference between the percentage of males and the percentage of females who reported feeling guilty. Girls were more likely to feel bad, used, or guilty last time if they were drunk/high or had sex with someone who was not a steady partner. Boys who had sex with someone other than a steady partner last time were more likely to feel guilty. Peer and parental influences were also associated with feelings of guilt. Girls who were more confident that they could talk to one of their parents/guardians about sex, and boys who believed that most of their peers were sexually active, were less likely to have felt guilty.Received B.A. (Hons) from University of Queensland. A sensitive analytical method was developed for quantitative analysis of delta(9)-tetrahydrocannabinol (delta(9)-THC), 11-nor-delta(9)-tetrahydrocannabinol-carboxylic acid (delta(9)-THC-COOH), cannabinol (CBN) and cannabidiol (CBD) in human hair. The identification of delta(9)-THC-COOH in hair would document Cannabis use more effectively than the detection of parent drug (delta(9)-THC) which might have come from environmental exposure. Ketamine was added to hair samples as internal standard for CBN and CBD. Ketoprofen was added to hair samples as internal standard for the other compounds. Samples were hydrolyzed with beta-glucuronidase/arylsulfatase for 2h at 40 degrees C. After cooling, samples were extracted with a liquid-liquid extraction procedure (with chloroform/isopropyl alcohol, after alkalinization, and n-hexane/ethyl acetate, after acidification), which was developed in our laboratory. The extracts were analysed before and after derivatization with pentafluoropropionic anhydride (PFPA) and pentafluoropropanol (PFPOH) using a Hewlett Packard gas chromatographer/mass spectrometer detector, in electron impact mode (GC/MS-EI). Derivatized delta(9)-THC-COOH was also analysed using a Hewlett Packard gas chromatographer/mass spectrometer detector, in negative ion chemical ionization mode (GC/MS-NCI) using methane as the reagent gas. Responses were linear ranging from 0.10 to 5.00 ng/mg hair for delta(9)-THC and CBN, 0.10-10.00 ng/mg hair for CBD, 0.01-5.00 ng/mg for delta(9)-THC-COOH (r(2)>0.99). The intra-assay precisions ranged from <0.01 to 12.40%. Extraction recoveries ranged from 80.9 to 104.0% for delta(9)-THC, 85.9-100.0% for delta(9)-THC-COOH, 76.7-95.8% for CBN and 71.0-94.0% for CBD. The analytical method was applied to 87 human hair samples, obtained from individuals who testified in court of having committed drug related crimes. Quantification of delta(9)-THC-COOH using GC/MS-NCI was found to be more convenient than GC/MS-EI. The latter may give rise to false negatives due to the detection limit. 相似文献

The purpose of this study was to increase the knowledge base of adolescent substance use by examining the influences of risk and protective factors for specific substance use, namely alcohol, cigarettes, and marijuana. Participants included 271 adolescents and their primary caregivers referred for mental health services across North Carolina. A series of hierarchical multiple regressions showed that the relative influences of risk and protective factors differed depending on the target substance in some cases. History of parental felony predicted use of all 3 substances, although the direction of association was substance specific. Parental behavioral control (how families express and maintain standards of behavior) was predictive only of cigarette and marijuana use, not alcohol use. The different links among risk factors, protective factors, and specific substance use are discussed, and recommendations for both mental health and substance use professionals are offered. She received her M.A. in Psychology from Wake Forest University and is currently a doctoral student in Clinical Psychology at the University of North Carolina at Greensboro.
