The elderly's access to health care services: The crude and subtle impacts of Medicare changes

Medicare, the federal government's health insurance program for the aged and disabled, has been subjected to a number of legislative and regulatory changes since 1981 aimed at reducing the costs of the program. About a third of the cutbacks have been in activities that directly increase patient cost sharing. Other changes, while aimed at improving efficiency, may also shift costs onto program beneficiaries. This paper estimates the differential impacts of such program changes by age and income of elderly Medicare enrollees and discusses the likely resulting impact on their access to care. Surprisingly, such equity concerns have been largely overlooked in the policy debate concerning cost containment under Medicare.     

Education and identity: Thoughts on the social origins of anorexia

Anorexia nervosa is often said to be a condition which afflicts mainly middle-class girls. This paper suggests that it is not social class but a high level of educational attainment which is associated with the onset of anorexia.The effect of education is analysed in terms of it's influence on the identity -formation of the young woman. Anorexia can be seen as an attempt to rescue a spoilt identity.     

When the butcher calls the hunter foul,and the muddied politics which follow: speciesism and the EU opposition to the Swedish wolf hunt

Abstract

Rarely does the death of animals cause conflict between governments. However, the killing of some animals, such as seals, wolves, and other exotic wildlife, can cause heated conflict over whether the act of killing is itself justifiable. This paper provides an overview of a recent disagreement along these lines: between the EU and Sweden over the management of wolves. It juxtaposes the recent politicalization of the wolf hunt with an overview of two very different moral frameworks that humans use to conceive of the value of animals. This paper argues that these two moral frameworks share in employing a human-centrism which consequently restricts how the issue of justice can be introduced into policy discussions regarding the treatment of animals. However, the primary assertion made here is that while these two frameworks are constituted by speciesism, they represent two different positions which as is illustrated by the debate surrounding the justifiability of the wolf hunt, provide very different points to which questions of justice are truncated or introduced. Therefore, the assertion made in this paper is that the conflict between the EU and Sweden, over the justifiability of the wolf hunt stems from competing speciesist positions.     

An Empirical Examination of Partnership Frequency and Design within International Nongovernmental Organizations (INGOs)

Despite the increase in public and nonprofit partnerships, there is little understanding of the organizational factors associated with partnership frequency and design. Through negative binomial and multinomial logistic regressions, this study analyzes data from interviews with 149 leaders of international nongovernmental organizations (INGOs), to first examine partnership frequency, and to then examine the formation of different partnerships structures: principal-based partnerships, agent-based partnerships, and shared power-based partnerships. The findings suggest that improving results and increasing funding are the primary goals of partnership adoption, and that the most management intensive forms of partnerships are only adopted when INGOs have sufficient organizational capacity.

Abstract

While spending the better part of two academic years out of her home country, the USA, the author became increasingly perplexed by the current emphasis on poststructural theory in the writing of women's history. She says this because such theory may not only isolate this highly successful new subfield from the ongoing Second Women's Movement in the United States and from history teachers trying to integrate material on women into their classes, but most sadly, isolate American historians of women from their counterparts in Eastern European and Third World countries who are only beginning to write about their past.
