Sales and Use Tax Simplification and Voluntary Compliance

Because of difficulties collecting sales taxes on Internet sales, several states have engaged in an effort (the Streamlined Sales Tax Project, SSTP) to simplify their sales tax systems. One hope among SSTP proponents is that a simplified system will result in Internet vendors voluntarily collecting the sales tax. We address two issues:

• ? Will states adopt the extensive reforms proposed by the SSTP?
• ? Will vendors voluntarily collect the sales tax?

We argue that states are unlikely to adopt extensive reforms, but if they did, many vendors would voluntarily collect sales taxes.     

The paradoxical politics of provider reempowerment

The recent decline, indeed perhaps dismantling, of managed care is sometimes treated as both consequence and cause of the political reempowerment of medical providers, whose professional dominance managed care had challenged. Drawing evidence from Round III of the Community Tracking Study of the Center for Studying Health System Change, this article reviews the politics of four "arenas" of managed care regulation--prompt payment, mandated benefits, external appeals, and financial solvency--and concludes that the power of providers is contingent on patterns of coalition and conflict that differ across the discrete arenas. The zero-sum connotations of the "de" and "re" empowerment of providers under managed care fail to capture the subtlety of providers' search for fresh cultural, economic, and political resources in shifting policy contexts.     

‘First wave’ feminism in nineteenth-century France: Class, family and religion

The history of ‘first wave’ feminism in France raises several questions of relevance to the contemporary women's movement. Organized French feminism began during the struggle to replace a Catholic monarchy with a rationalistic, republican form of government. Because of the allegiance of most Frenchwomen to the church, however, even the republican and socialist supporters of feminist reform in educational institutions and in civil rights opposed political participation by women. Feminists, who themselves emphasized reforms in family law and economic opportunities, formed numerous organizations, published journals and held national and international meetings, but remained less a movement than a mosaic of leaders and groups divided by class, religion and personal rivalry. More importantly, they were estranged from the majority of Frenchwomen by questions pertaining to the relationship of women to the traditional patriarchal family, which continued to play a dominant role in the religious, economic and social life of the country. Internal conflict developed over protective legislation and women's ‘right to work’, while external opposition centered about the politically reactionary potential of religious women, and the alleged ‘anti-patriotic’ individualism of those who rejected motherhood as the ‘natural vocation’ and only career of women. By pitting feminism against a particular form of the family, antifeminists obscured the reality of women's oppression and succeeded in alienating the potential support for feminism of most Frenchwomen.     

Correlates of self-concept among black early adolescents

This study examines the self-concept of Black eighth-grade students from the Midwest in relation to Black acceptance, social intimacy, locus of control, and sex-role type. Twenty-eight students high in self-concept were compared with 31 students whose self-concept was low. As predicted, the high self-concept group scored higher than the low self-concept group in intimacy, internality, and acceptance of black identity. As also predicted, the high self-concept group had a significantly greater number of adolescents with masculine and androgynous sex roles than the low self-concept group; Black females with high self-concepts included a larger proportion of individuals with androgynous sex roles than low self-concept females. However, the prediction that high self-concept males would have a larger proportion of masculine sex roles than low self-concept males was not supported. Parental influences on the development of adolescent autonomy and identity

Two studies were undertaken to examine parental influences on autonomy and identity development. In Study 1, 262 adolescents in seventh and eleventh grades were given Kurtines's autonomy measure, Simmons's identity measure, and Elder's questions regarding the adolescents' perceptions of their parents' autocratic, democratic, or permissive parenting styles. Study 2 was a replication with 168 subjects. Across both studies it was found that sex-role socialization is more influential for automony development than is either level of parental power or age. Both age and father's use of democracy were the most influential variables on identity development.Received Ph.D. from the University of Minnesota.
