Taking the Law to Court: Citizen Suits and the Legislative Process

The institution of citizen suits is a decentralized form of public participation that allows citizens to influence the implementation of public laws in courts. How does this institution influence policymaking? This article proposes a model of citizen suits. It then analyzes how this institution influences legislative decisions. The legislature bargains to choose the budget, distributive spending, and spending on an ideologically contested public good (e.g., health care or environmental protection). I find that citizen suits enable courts to forge a compromise between opponents and proponents of the public good by responding to the diverse claims of citizens. Anticipating the mobilization of citizens in courts, legislators in turn craft more socially efficient bills, with less distributive spending, which better represent the distribution of preferences for the public good compared to when citizens have no role in the implementation of legislation.

Belgian and Dutch Young Men and Women Who Joined ISIS: Ethnographic Research among the Families They Left Behind

Since the end of 2012 a sizeable number of Belgian and Dutch young men and women have joined the armed conflict in Syria. According to recent estimates, there are 632 Belgian and 260 Dutch foreign fighters in Syria. Very little is known about the families these men and women come from. The research on which this article is based comprised ethnographic research among 26 families with at least one member who has left for Syria to join the armed struggle. In addition, former teachers of these youngsters were asked to reflect on their students' actions. The central question of this article is whether or not the families of youngsters who left for Syria played a supporting role in the departure decision and, therefore, the process of radicalization of the young men and women. To answer this question the families' perception of the armed struggle is described. Also discussed are signals of radicalization present prior to the youngsters' departure and actions taken by the families to prevent departure or alternatively facilitate their trip.     

Road safety and deaf people: the role of the police

The ability to travel safely and independently is very important for participation in many aspects of modern life and the police have an important role in maintaining safety on the roads. Although people with hearing impairments form a significant percentage of the population in the United Kingdom (estimated at 1 in 7 by the Royal National Institute of Deaf People), there has been little research on how the police ensure the road safety of deaf and hearing impaired people. This article discusses an investigation into existing police practice in providing support and training to police officers on interacting with deaf people in situations that could have an effect on road safety. It makes recommendations for improving existing practice.     

Transitional Journeys Into and Out of Extremism. A Biographical Approach

This article describes an empirical study into processes of homegrown radicalization and de-radicalization of young people. Researchers in Denmark and the Netherlands set out to answer the question regarding what pathways in and out of extremism (mainly far-right or Islamist) look like “from the inside.” The analysis is informed by grounded theory, based on interviews (N = 34) with “formers” and their family members on their life courses. The study shows that radicalization often concurs with distinct social–emotional developmental challenges that young people face in the transition between youth and adulthood. A practical implication of the marked transitional sequences in these processes is that each type of radical journey may call for a different type of (re)action.     

Waves of the Black Banner: An Exploratory Study on the Dutch Jihadist Foreign Fighter Contingent in Syria and Iraq

Since the violent escalation of the Syrian conflict, 280 Dutch nationals have been flocking to Syria and Iraq to join jihadist terrorist organizations. Attempts to create a more comprehensive understanding of the backgrounds of these jihadist foreign fighters often rely on small-N, qualitative analysis. This exploratory study systematically assesses the backgrounds of 217 Dutch jihadist foreign fighters. Additionally, it further differentiates the different “waves” of fighters since late 2012, by looking at their characteristics and comparing their composition.     

On the margins of soy farms: traditional populations and selective environmental policies in the Brazilian Cerrado

In the Cerrado, the expansion of soybean cultivation since the 1990s has coincided with the strengthening of environmental regulations. We analyze how the two main environmental policies – Protected Areas and the Forest Code – have played out at the ground level in western Bahia state. These policies in Cerrado have not been designed to curb the expansion of this agricultural frontier. These norms have, on the contrary, accommodated this expansion because the way environmental managers selectively choose environmental problems and publicize them through specific information systems depreciates traditional fire-dependent production systems. These ‘politics of selection’ are likely to increase competition for resources in the margins of soybean agriculture, which is where traditional populations have now become confined.     

Secret seducers

At the end of the 1990s, a moral panic erupted in the Netherlands about the phenomenon of what came to be known as ‘loverboys’. The suspicion was that a growing number of Dutch girls were being groomed by handsome young men who employed all sorts of devious methods to prepare their girlfriends for life as a prostitute. Stories about a new generation of pimps, often of Moroccan origin, regularly appeared in the Dutch media. In this article, based on ethnographic fieldwork on pimps operating in the red-light district of Amsterdam, we describe the ways in which these young men operate and how they justify their behaviour. On the basis of empirical research we intend to present a more realistic picture of what goes on in the prostitution industry and highlight the discrepancy between what is reported in the media and what is actually happening in the prostitution sector. We also examine the background to the moral panic about loverboys and the ways in which these young men were supposedly able to induce many young girls into becoming prostitutes.     

Public Administration Reform in a Challenging Environment: A Review of the Establishment of the Health Economics and Financing Directorate (HEFD) within the Afghanistan Ministry of Public Health

The purpose of this article is to provide an example of recent public administration reform in Afghanistan. In 2003, the Afghan Ministry of Public Health (MoPH) established the Basic Package of Health Services (BPHS) and other health services. To date, service delivery has been conducted largely by NGOs, funded by the main international donors, and managed by the Grant and Contracts Management Unit (GCMU) of the MoPH. Despite these advancements, Afghanistan continues to face significant challenges in health service provision and policy. In 2009, the GCMU was restructured into the Health Economics and Financing Directorate (HEFD), which broadened the scope of the Unit to conduct important economic analyses. This article examines the MoPH's role in health financing as a developing institution engaged in applied health economics and policy analysis. This development will allow the MoPH to build evidence for policy-making and further establish its stewardship role in the health sector.     

Learning from the news: Experiments in media,modality, and reporting about star wars

This study explores what ordinary American adults learn from news reported in different communications modalities and media. In the first experiment, the text of news items about Star Wars is held constant but the communications modality varies. In the second experiment, news reports reflect the journalistic style of television, newspaper, and magazine reporting. In the modality experiment, subjects learned equally well from the audiovisual, audio, or print versions of the stories. In the media experiment, subjects in the magazine and television conditions gained substantially more information than those in the newspaper condition; but when subjects were asked to apply information to policy judgments about Star Wars, magazine readers were more dovish than television viewers. For Star Wars news, it appears that the content and characteristic style of a news medium have important effects on news comprehension, particularly for the least informed and least interested members of the public.
