In Making Sense of Free Will and Moral Responsibility Dana Nelkin defends the “rational abilities view.” According to this view, agents are responsible for their behavior if and only if they act with the ability to recognize and act for good reasons. It follows that agents who act well are open to praise regardless of whether they could have acted differently, but agents who act badly are open to blame only if they could have acted on the moral reasons that counted against their behavior. I summarize the main themes of Nelkin’s theory of responsibility and offer reasons for rejecting the claim that agents are blameworthy only if they could have responded to moral considerations. It is true that wrongdoers who could not have responded appropriately to moral considerations are often excused from blame, but I argue that not all the forms that such incapacity can take will furnish grounds for excuse. In other words, some circumstances that entail that a wrongdoer cannot respond to moral considerations are compatible with that agent fulfilling conditions that are sufficient for moral responsibility.  相似文献

The debate about the scope of feasible policy-making in an era of globalisation continues to be set within the context of an assumption that national capital markets are now perfectly integrated at the international level. However, the empirical evidence on international capital mobility contradicts such an assumption. As a consequence, a significant puzzle remains. Why is it, in a world in which the observed pattern of capital flows is indicative of a far from globalised reality, that public policy continues to be constructed in line with more extreme variants of the globalisation hypothesis? I attempt to solve this puzzle by arguing that ideas about global capital market integration have an independent causal impact on political outcomes which extends beyond that which can be attributed to the extent of their actual integration.  相似文献

This article provides a critical reconstruction of John Dewey's theory of social and political inquiry. Clearing away some misconceptions about this theory allows us to grasp its practical and political focus, and to see its similarities to other strands of anti-positivist social thought, including hermeneutics and critical theory. I go on to examine the relationship between democratic values and the theory of inquiry. Like recent proponents of discursive conceptions of democracy such as Habermas he sees a connection between democracy and the conditions for rational procedures of problem solving. What connects democracy to inquiry for Dewey is primarily ethical and political, rather than epistemological. The article considers what may be usefully taken from Dewey's conception of social inquiry, without accepting his full ethical agenda.  相似文献

This article examines, first, how environmental concerns have shaped British politics since 1945, making the environment an object of governance; and second, how political developments have an environmental history, focussing on the environmental demands of social democracy. It contends that environmentalism should be considered alongside other political ideologies, such as socialism and feminism, as helping to constitute the modern British state and the evolving relationship between government and the citizen. It considers how the management of the terrestrial environment became a hotly contested matter in the postwar decades, drawing a distinction between the politics of ‘landscape preservation’ and ‘nature conservation’. This discussion is related to access politics and questions of rural governance and regulation, particularly with respect to the agricultural sector. The article concludes with a discussion of some current environmental concerns, reflecting on the possible transition from today's ‘carbon democracy’ to tomorrow's ‘renewable democracy’.  相似文献

Active citizens can become a powerful driver of development by holding to popular account those who traditionally wield decision-making power at the local and national levels. Active citizenship draws from a long history of understanding the importance of community participation and ownership of development interventions. However, in spite of its inherent strengths, active citizenship may not be a possible (or optimal) outcome in all circumstances. This article argues for the realistic expectation of active citizenship (and indeed participation) of one specific sub-population in Thailand, where the overwhelming majority of illegal migrants (of an estimated total of 800,000–1.5 million) are Burmese. Their precarious existence as illegal migrants compounds the development needs that confront any poor community. This in turn hinders their ability to engage actively in the development process. This article reviews the lessons learned by a Thai-based NGO that has worked with illegal Burmese migrants for more than 15 years. It discusses the unique strengths and weakness of these illegal communities, whether or not it is appropriate to seek to engage them as active citizens, and the implications for NGOs working with such communities. It suggests that the unique role that NGOs must play, in cases where public participation could endanger the lives of community members, is that of advocate-guardians, whereby they assume the role of active citizen on behalf of the community in question and simultaneously provide development interventions and advocate on its behalf.  相似文献

To what extent is party loyalty a liability for incumbent legislators? Past research on legislative voting and elections suggests that voters punish members who are ideologically “out of step” with their districts. In seeking to move beyond the emphasis in the literature on the effects of ideological extremity on legislative vote share, we examine how partisan loyalty can adversely affect legislators' electoral fortunes. Specifically, we estimate the effects of each legislator's party unity—the tendency of a member to vote with his or her party on salient issues that divide the two major parties—on vote margin when running for reelection. Our results suggest that party loyalty on divisive votes can indeed be a liability for incumbent House members. In fact, we find that voters are not punishing elected representatives for being too ideological; they are punishing them for being too partisan.  相似文献

Following two decades of intensive research and advocacy, the last 10 years have seen diminished scholarly attention to this subject, while efforts to shape culture remain central to the leadership of public organizations. Retaining employees with core business skills is a key human resources (HR) activity. This article examines retention of engineering and technical (E&T) professionals in an Australian public service agency by collecting data from 670 E&T professionals to compare attraction, retention and turnover intention by age and occupation. It was hypothesised that the influencers would vary by age, in line with the research on generational differences and employment patterns ( Chaminade 2005 ; Kyles 2005 ). This hypothesis was largely supported. It has also been suggested that intention to leave is influenced by job opportunity ( Hwang and Kuo 2006 ) and we thus sought to examine the influencers for turnover intention for the differing occupations in the E&T group surveyed. There were no significant differences by occupation, except for location, although this may be because occupational groups were aggregated due to the small numbers in some occupations. The current findings address the call for evidence‐based data on the influencers for attraction, retention and turnover intention ( Allen, Bryant and Vardaman 2010 ), and suggests that retention strategies need to take into account generational differences.  相似文献

The forensic utility of short tandem repeat (STR) polymorphisms for ethnic inference (EI) has recently received limited attention from the research community. The large volume of population specific STR data available from public literature affords us the opportunity to assess the reliability of EIs based on STR profiles, and present significant results. We applied a binary Bayesian approach using 15 autosomal STR loci from computer-simulated and real STR profiles of Han Chinese, Japanese, Korean, American Caucasian, and a South Asian Indian aboriginal tribal group called Lodha. A correct classification rate of ≥90% was achieved via simulation for each East Asian group (Han Chinese, Japanese, and Korean) when paired with the American Caucasian or the tribal Indian group. Similar result was obtained between the Caucasian and the Indian group, while the correct classification rates among the three East Asian groups were much lower (70%). Results based on real profiles closely matched those achieved via simulation, establishing the credibility of our classifier performance metrics. This study shows that binary Bayesian classifier performed best for ethnic groups with distinctly different physical traits. This observation might be due to accidental differences caused by bottlenecks, genetic drift, etc. However, it could also be taken as an indication that STRs, commonly referred to as “junk” DNA, may have an effect on phenotype, a possibility that warrants further research.  相似文献

Abstract:  (+)-Pseudoephedrine reacts with formaldehyde to form (4 S ,5 S )-3,4-dimethyl-5-phenyloxazolidine. Gas chromatography–mass spectrometry (GC-MS) analysis after the reaction of this oxazolidine with excess trifluoroacetic acid anhydride (TFAA) shows predominantly N , O- bis(trifluoroacetyl)pseudoephedrine with some of the monotrifluoroacetylated derivative. In addition, variable amounts of N , O- bis(trifluoroacetyl)ephedrine were detected by GC-MS. N , O- bis(trifluoroacetyl)ephedrine was not detected upon trifluoroacetylation of the source (+)-pseudoephedrine, and nuclear magnetic resonance analysis of the (4 S ,5 S )-3,4-dimethyl-5-phenyloxazolidine showed no evidence of the (4 R ,5 S ) isomer. This suggests that the N ,O-bis(trifluoroacetyl)ephedrine is formed by epimerization during the TFAA derivatization and GC-MS analysis of the pseudoephedrine-formaldehyde adduct.  相似文献
