Beginning an ‘Extraordinary Opportunity’: Eleanor Roosevelt,Molly Dewson,and the expansion of women's boundaries in the Democratic Party, 1924–1934

This article contributes to recent reinterpretations of women's participation in the United States' political system in the 1920s and 1930s by arguing that the years 1924 through 1934 demonstrated an expansion of female boundaries in the Democratic Party. Eleanor Roosevelt became the first agent in this process through her involvement in both the New York State Democratic Party and in social justice feminism. Her protégée, Molly Dewson, continued the expansion as the first full-time director of the Women's Division of the Democratic National Committee, also helping to re-establish social justice feminism's national prominence.     

Commentary: Promising answers,and the next generation of questions

The papers in this special issue will be immensely valuable in taking forward the agenda of research, practice and theory construction in the field of offender rehabilitation. Some have consolidated existing knowledge in specific areas and analysed its potential implications. Others have identified the key points at issue in the debate between different models of the rehabilitation process. Still others have explored or developed a number of relatively neglected matters, including the delivery of treatment within a coercive framework; the role of labelling in change and desistance processes; the importance of the therapeutic alliance in offence-focused work; and reconceptualisation of the responsivity principle within the framework of therapeutic jurisprudence. The present paper extracts some further principal themes from the spectrum of issues raised. Discussion of these is grouped under the four headings of theory construction, evidence accumulation, practical implementation, and ethical and political dimensions.     

State and local tax reform for the 1990s: Implications from Arizona

The state of Arizona recently established a temporary, blue-ribbon committee to evaluate the state's fiscal system and to recommend changes that would improve the system. The impetus for the committee was a series of budgetary difficulties in the 1980s that lawmakers hoped might be avoided in the future by implementing major structural changes suggested by a long-run analysis of the state's economy and taxes and expenditures. The findings and recommendations of the committee are relevant for states across the country. It is likely that many states will be faced with tough budgetary challenges in the decade of the 1990s because the states' revenue systems have not adapted to the changes in the level and nature of state spending responsibilities.     

Why performance appraisals fail

Our faith in the effectiveness of performance appraisal derives in part from its planned redundancy, in the interplay of employee, appraiser and reviewer. But this very safeguard, as Dr. McGuire points out, means that each party is trying too hard to satisfy the others' needs and expectations, both real and imagined.     

Cold Case Homicides: DNA Testing of Retained Autopsy Sexual Assault Smears

Archival medical examiner specimens may contain perpetrator DNA evidence useful in unsolved (“cold case”) homicides. The Office of the Chief Medical Examiner (OCME) histology slide archives were searched for sexual assault smears for all 376 female homicides from 1990 to 1999. Of these, the OCME had sexual assault smears on 84 of which 13 slides had sperm. Of these 13, six were still unsolved. DNA profiles were obtained on all six (5 from smears and one from swabs). Combined DNA Index System ( submission resulted in two matches (“hits”) for new suspects. In addition, three suspects were eliminated in two cases. Our review of archival sexual assault smears resulted in DNA profiles that were able to assist in the investigation of four cold case homicide investigations. It may be worthwhile for medical examiner offices to search their archival histology slides for sexual assault smears on previously unsolved cases particularly those prior to the mid‐1990s when DNA testing was less widely available.
