Cultural policy during the Great War, rather than radiating from the central government, evolved from contemporary culture—propaganda, movies, and mass media. The state was a player, but quasi‐public organizations such as propaganda agencies, non‐state actors like the YMCA, and “public opinion” played important roles. The Committee on Public Information (CPI)—the government's propaganda committee—influenced Americans through books, advertisements, posters, and cartoons. This essay examines two of the CPI's efforts: the Bureau of Cartoons and the Division of Pictorial Publicity. In these materials, we can see the intersection of class‐based notions of gendered idealism and a developing media state's use of a sentimental culture of the Victorian middle‐class to represent and motivate the nation. With staff drawn primarily from advertising agencies and newspapers, the Committee's work shows how the formulation of cultural policy is the result of complex negotiated processes involving state interests, cultural liaisons, and ideological assumptions.  相似文献

Major disasters represent infrequent events that often require response organizations to vicariously learn from the experiences of others in order to improve their operations. A primary mechanism for such knowledge diffusion is the different practitioner and empirical journals for the organizational fields that comprise disaster response. A review of the literature for the law enforcement field, however, reveals that little attention is given to how these organizations manage actual disasters. In particular, the presentation of organizational experiences, whether through case studies or other methodologies, is very limited in the practitioner and empirical literature of this field. This represents a considerable problem for improvements of disaster response operations given that law enforcement agencies represent a key component in such efforts. The research presented in this article is an effort to fill this knowledge gap and thereby facilitate organizational learning to improve future law enforcement disaster response activities. The authors traveled to Mississippi and Louisiana after Hurricane Katrina to examine the response efforts of state and local law enforcement agencies to the storm. The findings from this research are reported here in a lessons‐learned format to inform law enforcement disaster response policy.  相似文献

Few communities welcome federally subsidized rental housing, with one of the most commonly voiced fears being reductions in property values. Yet there is little empirical evidence that subsidized housing depresses neighborhood property values. This paper estimates and compares the neighborhood impacts of a broad range of federally subsidized rental housing programs, using rich data for New York City and a difference‐in‐difference specification of a hedonic regression model. We find that federally subsidized developments have not typically led to reductions in property values and have, in fact, led to increases in some cases. Impacts are highly sensitive to scale, though patterns vary across programs. © 2007 by the Association for Public Policy Analysis and Management  相似文献

Three models of attachment relationships—the hierarchy model, the integrative model and the independent model—were compared in order to elucidate which best described the relationship between attachments to fathers versus mothers and its developmental consequences among 1,289 eighth grade students in Taiwan. These consequences included adolescents’ social support from family and friends, social expectations in peer interaction, self-worth, and depressive symptoms. The models can be summarized as follows: the hierarchy model assumes that paternal attachment is influenced by the level of maternal attachment; the integrative model assumes that the combined effects of secure attachments to mother and to father best predict the child’s development; and the independent model suggests that maternal and paternal attachments have differential influences on the child’s developmental outcomes. Our results indicate that the independent model best describes adolescents’ attachment relationships with parents and their subsequent developmental consequences. Moreover, gender differences were found in adolescent’s report of attachment to mother and father in relation with the outcome variables. This article examines two modalities of law, depicted spatially as the vertical and the horizontal. The intellectual background for seeing law in vertical and horizontal dimensions is to be found in much socio-legal scholarship. These approaches have challenged the modernist, legal positivist and essentially vertical view of law as a system of imperatives emanating from a hierarchically superior source such as a sovereign. In keeping with the socio-legal critical tradition, but approaching it from the perspective of legal philosophy, my aim is to address three matters. First, why is vertical law problematic for feminists? Second, what are the theoretical characteristics of law in its horizontal register? Third, how is an appreciation of this ‘flat’ law useful for feminist legal theory and practice? In particular, I consider the ways in which feminist legal theory operating in the horizontal dimension can transgress, without transcending, the vertically determined perimeters of the nation state.  相似文献
