Here comes the judge: the influence of judge personal characteristics on federal sexual harassment case outcomes

This study explored the effects of judges' personal characteristics (gender, race, age, and political affiliation) and case characteristics on the outcomes of federal cases of hostile environment sexual harassment. Results revealed that even after controlling for the effects of relevant case characteristics (e.g., severity of the harassment), judges' personal characteristics influenced case outcomes. Specifically, younger judges and Democrat judges were more likely to find for the plaintiff (the alleged victim of harassment). The probability that the decision would favor the plaintiff was only 16% when the case was heard by an older judge but 45% when heard by a younger judge. The probability that the decision would favor the plaintiff was only 18% when the case was heard by a judge who had been appointed by a Republican president but 46% when the judge had been appointed by a Democrat president.     

The secret service department: a British Intelligence Bureau in mid-Victorian London,September 1867 to April 1868

In December 1867 the Earl of Derby's government established a ‘Secret Service Department’ in London to extend Dublin Castle's anti- Fenian intelligence network to England and to contend with the perceived threat posed by domestic and international secret societies. This secret detective force – an early English intelligence bureau – lasted only until April 1868, but its disbandment reflected practical and administrative difficulties rather than a pervading prejudice towards spying. Indeed, the motivations for founding the department and the actions of those involved suggest that long before the establishment of the Special Branch in the 1880s, need rather than principle determined official actions in regard to political espionage.

Advancing police use of force research and practice: urgent issues and prospects

Leading police scholars and practitioners were asked to reflect on the most urgent issues that need to be addressed on the topic of use of force. Four themes emerged from their contributions: use of force and de-escalation training needs to improve and be evaluated; new ways of conceptualizing use of force encounters and better use of force response models need to be developed; the inequitable application of force, and how to remediate biases, needs to be more fully understood; and misconceptions about police use of force need to be identified and corrected. The highlighted topics serve as an agenda for future research. Such research should provide greater insight into when, where, and why force is used by police officers, and how it can be applied appropriately. If implemented, the practical recommendations included in the contributions should have a positive impact on police performance, public trust and confidence in the police, and citizen and officer safety.     

WHAT MAKES A FAMILY?

This note analyzes the issue of gay and lesbian adoption. Although such adoptions are becoming more accepted in the United States, there remain a few states—Florida, Mississippi, and Utah—that have banned gay and lesbian adoptions. This note will propose new legislative language for adoption laws in conservative states.     

SSI: trends and changes, 1974-80

By the end of 1980, the Supplemental Security Income (SSI) program was making monthly cash assistance payments, averaging $170, to almost 4.2 million aged, blind, and disabled persons. When SSI payments began in January 1974, the number of recipients was 3.2 million and the average payment was $117. Since 1975, both SSI payments and Social Security benefits have been automatically adjusted each year to correspond with increases in the Consumer Price Index. A number of other trends in addition to growth can be discerned in the size of the population served, as well as in their categorical, geographic, and age distributions. This article discusses some of these trends and changes, using program data for the end of each calendar year through 1980. It also presents a brief summary of the program at the end of that period.
