In Florida, when someone is adjudicated guilty of a felony crime, they lose the right to vote. The only way to regain these rights is to go through the process of rights restoration. The civil rights restoration hearings in Florida have the potential to serve as a formal ceremony in which individuals are acknowledged for their recovery from crime and readmitted into the political community. Data from the Governor’s office, observations of the Executive Clemency Board, and interviews with ex-offenders who have experience with the restoration process, were evaluated to determine the impact these hearings have for ex-offenders’ reintegration. Results suggest that the low success rate, cumbersome process, and lengthy amount of time required may all serve to further alienate the many applicants who are rejected, impeding their reintegration into the community. Recommendations to either simplify the process of rights restoration or to remove ex-felon disenfranchisement policies are given. 相似文献
Abstract Structural damage or abnormality of the brain may be related to offending. What is known about the consequences of lesions to the frontal and temporal lobes and of the results of head injury, suggests psychological changes that might well enhance the risk of offending, and in particular violent offending. Evidence from two sources is reviewed, that based on studies of offender groups and that based on those follow-up studies of clinically defined samples of head injury victims which have reported offence related outcomes. Despite some methodological limitations, the balance of evidence is that frontal damage and possibly temporal lobe damage is related to offending, particularly violent offending, and that head injury can act to precipitate offence related behaviour. It is suggested that future research needs to concentrate more on the factors that mediate the link between brain damage and offending behaviour. 相似文献
Abstract The present study examines the neuropsychological model of sexual offending proposed by Flor-Henry (1987) in relation to a group of mentally disordered sex offenders and a control group of mentally disordered non-sex offenders. The model predicts that the sex offender group would show specific left fronto-temporal dysfunction as compared with the control group. The results, while in the predicted direction, failed to reach statistical significance. Implications and limitations of the study are discussed. 相似文献
Nonprofit property tax exemption has become a major policy issue as the collapse of the housing market, the Great Recession, and property tax caps have threatened local tax collections. Consequently, many local governments have sought to obtain payments in lieu of taxes (PILOTs) from charities that are formally exempt from property taxes. Using a 2010 survey of local government officials in Indiana, this article examines whether support for PILOT policies is related to officials’ personal involvement with nonprofits, their views on government–nonprofit relationships, the type of position they hold, the level of economic distress in the county, local political conditions, and local nonprofit wealth. The findings support most of these hypotheses but also show that attitudes toward PILOTs appear to be shaped by somewhat different concerns than attitudes toward services in lieu of taxes (SILOTs). 相似文献

Relatively few studies have considered the impact of the COVID-19 pandemic on intimate partner violence (IPV) advocates or the agencies where they work. In this study, based on United States IPV advocates’ experiences working with survivors during the COVID-19 pandemic, we conducted interviews to explore: 1) personal challenges and resilience working as IPV advocates during the COVID-19 pandemic; 2) how agencies adapted to the pandemic to support IPV survivors and advocates; and 3) specific needs and challenges of culturally-specific agencies. We conducted semi-structured interviews with 53 IPV advocates from June to November 2020. Participants were included if they worked directly with survivors, identified as an IPV advocate, worked at a US-based agency, and spoke and understood English. We created a sampling matrix to ensure adequate representation from IPV advocates serving survivors from communities which have been marginalized. Interviews were conducted through a virtual platform by a trained member of the research team. We used an inductive thematic analysis approach, with weekly coding meetings to resolve discrepancies in coding. Five themes emerged from the data: 1) IPV advocates described how working as an IPV advocate during the COVID-19 pandemic impacted them personally; 2) agencies developed new methods of addressing IPV advocates’ needs; 3) agencies developed new solutions to address pandemic-related client needs; 4) transitioning advocacy work to virtual formats created challenges but also opportunities and; 5) pandemic limitations and impacts compounded pre-pandemic challenges for culturally specific agencies. IPV advocates are frontline workers who have played essential roles in adjusting services to meet survivor needs during the COVID-19 pandemic while simultaneously coping with pandemic impacts on themselves and their agencies. Developing inter-agency collaborations and promoting advocates’ safety and wellbeing during future public health crises will help support IPV survivors.
Is the nuclear domino theory historically valid? Despite its longstanding centrality to thinking on nuclear proliferation amongst scholars and policymakers, in recent years a revisionist consensus has emerged in opposition to this traditional view. Based on an analysis of historical evidence from the aftermath of the 1964 Chinese nuclear test, this article argues that scholars have gone too far in rejecting the nuclear domino theory. Reactive proliferation has been more prevalent than commonly believed, and while it is true that only India acquired a nuclear arsenal in response to the Chinese test, to a significant extent this is precisely because the United States was aware of the danger of reactive proliferation and worked to stop it. Finally, the historical evidence suggests that the nuclear domino theory is compatible with both domestic and prestige motivations for proliferation in addition to the security motives normally associated with the theory. 相似文献
Previous research has shown that mental health courts have been successful in reducing the rates of recidivism among mentally ill offenders. However, none of these studies, to date, have examined exactly what aspects of the courts reduce these rates of recidivism and what makes them successful. The current study utilized a sample of 291 mentally ill criminal offenders participating in a mental health court to examine whether those participants who were addressed by and communicated with the judge had a reduction in recidivism rates and the severity of new charges in comparison to those who did not. The hypotheses regarding greater judge–defendant communication and recidivism were not supported. This suggests that communication in and of itself is not sufficient to reduce recidivism. Future research of a qualitative nature is essential to identify if the frequency, tone, and valence of the communication results in improved outcomes. In addition, these results may indicate a necessity for more stringent training and guidelines for the maintenance of Mental Health Courts. The goal of this paper is to describe applications of two recently developed HPLC methods for the analysis and confirmation of the presence of hydrogen peroxide residues in field studies. The procedure utilizes two different HPLC systems, one with post-column derivatization followed by fluorescence detection (HPLC/FD), and the other with electrochemical detection (HPLC/ED). The two systems were utilized to detect hydrogen peroxide in a variety of typical forensic samples including pre- and post-blast samples, as well as a series of environmental control samples. Peroxide-based organic explosives were also examined due to their propensity to produce peroxide residues following detonation. Because samples collected from post-blast scenes are frequently shipped or stored prior to analysis, the effects of storage time, temperature and type of substrate material on the recovery of hydrogen peroxide residues were also investigated. The combined results of the study demonstrate the capability of two HPLC approaches with selective detection in the analysis and investigation of suspected incidents involving peroxide based explosives. 相似文献
