The link between public administration and conflict resolution is traditionally understood through the ‘democratic peace’ thesis, which holds that war is less likely in democracies than in non‐democracies. Limited success with post‐conflict democratisation missions has opened space for renewed research on three strands of ‘deeper democracy’: decentralisation, participation and deliberation. This article reports on the study of deliberative democratic practices in emerging governance networks in Prishtina. Through an investigation of three contentious issues in Prishtina's public spaces, research combines documentary sources with field interviews with governance actors to identify factors that enable and constrain the scope for deliberative decision‐making in governance networks. Case studies point to six main influences: ‘securitisation’, trust building, ‘mandate parallelism’, structural patterns of inclusion and exclusion, network structures and the properties of governed public spaces. In addition, two frames are found to be particularly resistant to deliberative engagement: Kosovo's status and ethnic identities. We formulate a tentative conclusion to be further investigated: in contexts where distrust is high, deliberative governance requires a rigid adherence to an overarching reference framework that can create discursive space within which relative deliberation can take place. This article seeks to explain South Africa's ostensible emergence as a middle power. It makes the case for the use of a Coxian-based critical theory perspective, which relates the interrelationship between change at the level of world order, the nature of production and the social forces operative in the middle power's state-societal complex to explain South Africa's increasingly active role in international affairs. Playing a mediatory role helps the South African state make diverse foreign policy goals more compatible and it also goes some way in thwarting criticism levelled at its foreign policy in the state-societal domain. Contrary to earlier theorising about middle powers, this article supports a more recent contention that middle powers act in their own (ie dominant societal) interests. The value of such a perspective is illustrated in the light of current debates about the apparent incongruity of South African foreign policy.  相似文献

ABSTRACT

This article analyses two recent French counterterrorist legislations (Law No. 2016–386 – hereafter OCT&F law and the Law No 2017–1510 – hereafter the OCT&Flaw) through the lens of distinct yet complementary theoretical frameworks. Combining the State of Exception thesis of Giorgio Agamben, the Enemy Penology as framed by Günther Jakobs as well as the more recent scholarship contributions on Pre-Crime, the article seeks to contribute to the scholarly debate on the use and the consequences of the use of criminal and administrative law in the fight against terrorism. In view of the numerous terrorist attacks that France has faced in recent years, the article aims to provide deeper knowledge of the French case by drawing substantially from the unfamiliar French scholarship. The article argues that the measures recently adopted seem to deepen the exceptional and pre-emptive logic in which potentially dangerous subjects have to be identified as “the enemy” as soon as possible in order to then be contained and dealt with.  相似文献

The Child Abuse Potential Inventory (CAP) is a widely used instrument to assess the potential for child abuse. The brief version of the CAP (BCAP) is a proven time-efficient screener tool. This investigation aims to propose a Spanish BCAP version by analyzing the factor structure of its Abuse Scale (aim 1) and, if needed, developing a valid BCAP Lie Scale (aim 2). Study 1 comprised 205 mothers with problems coping with their children’s behavior recruited from family support and treatment programs. Confirmatory factor analysis (CFA), internal consistency, and convergent validity were conducted. Study 2 applied an experimental between-subject design to assess a convenience sample of the Spanish population (N?=?260) with 124 participants in Condition 1 (honest) and 136 in Condition 2 (lie). Differences between conditions were analyzed. Study 1: CFA showed adequate fit indices for the seven-factor model (RMSEA?=?.04 CFI?=?.98, TLI?=?.98). Internal consistency and convergent validity were adequate for the Abuse Scale. Findings also showed that the BCAP Lie Scale does not accomplish the main requirements to detect participants answering in a socially desirable way. Study 2: A new set of six items showing significant differences between conditions (U =?15,481.00, z =?11.14, p <?.001, r =?.77) is proposed to compose the Lie Scale. The findings support that the Spanish BCAP is a valid instrument to assess mothers recruited from Child Protection Services. The new BCAP Lie Scale could be useful to select valid inventories. Further research with more representative samples is recommended.

Abstract

This paper describes a practical courtroom tool that provides insight in face recognition accuracy as a function of distance and illumination. Subjects were shown 3/4 target portraits with an exposition time of 12 seconds, immediately followed by a target-absent or target-present lineup of six full-face portraits. Subjects were asked to identify the target. Seven distances (3 to 40 meter) and nine illumination levels (0.3 to 3000 lux) were used which resulted in a 7?9 matrix, with in the cells a hit score and a false alarm score. From these rough data several other measures were derived, like d-prime, diagnostic value and some idealised scores. The scores represent the upper margins of recognition accuracy with the memory component reduced to a minimum. The results clearly indicate a systematic increase of recognition performance with decreasing distance and increasing illumination. The end result is a practical rule of thumb, the Rule of Fifteen: Even in ideal conditions the desired diagnostic value of 15 is reached at not more than 15 meters, not less than 15 lux.  相似文献

This paper attempts to explore recent efforts of American state legislatures to improve the quality of public schools. Which state legislatures have passed school reform legislation? At what aspects of public education is this reform legislation aimed? Are there significant variations across states in such reform legislation? What has contributed most to the passage of such legislation? Is it the socioeconomic characteristics of individual states or the structural and procedural characteristics of their legislative branch that better explain school reform legislation? Analysis of data from the 50 states reveals greater variation in legislative results that reform public schools. The regional locus of most reform was the south. Most importantly, school reform legislation was found to be influenced by the interaction of a multitude of divergent forces. This finding suggests that researchers interested in the determinants of legislative action must move beyond analysis of whether economic or political forces shape legislative outcomes to inquire how economic, political and other forces interact when a given reform effort reaches the legislative halls of the states.  相似文献

A new convention of ‘self-help housing’ has become established over the past 20 years. However, a close examination of the literature shows that this approach is not widely implemented, but remains largely at the level of showcase projects; moreover the lowest income groups are usually not the principal beneficiaries of sites-and-service schemes. The literature gives evidence of powerful political, administrative and economic interests against the large-scale legal delivery of sites-and-services, and in favour of the continued dependence of the poor on illegal access.  相似文献
