While canines are most commonly trained to detect traditional explosives, such as nitroaromatics and smokeless powders, homemade explosives (HMEs), such as fuel–oxidizer mixtures, are arguably a greater threat. As such, it is imperative that canines are sufficiently trained in the detection of such HMEs. The training aid delivery device (TADD) is a primary containment device that has been used to house HMEs and HME components for canine detection training purposes. This research assesses the odor release from HME components, ammonium nitrate (AN), urea nitrate (UN), and potassium chlorate (PC), housed in TADDs. Canine odor recognition tests (ORTs) were used with analytical data to determine the detectability of TADDs containing AN, UN, or PC. Headspace analysis by gas chromatography/mass spectrometry (GC/MS) with solid-phase microextraction (SPME) or online cryotrapping were used to measure ammonia or chlorine, as well as other unwanted odorants, emanating from bulk AN, UN, and PC in TADDs over 28 weeks. The analytical data showed variation in the amount of ammonia and chlorine over time, with ammonia from AN and UN decreasing slowly over time and the abundance of chlorine from PC TADDs dependent on the frequency of exposure to ambient air. Even with these variations in odor abundance, canines previously trained to detect bulk explosive HME components were able to detect all three targets in glass and plastic TADDs for at least 18 months after loading. The Strategic Use of Evidence (SUE) approach is a framework for planning and executing suspect interviews with the aim of facilitating judgments of truth and deception. US law enforcement officers (N = 59) either received training in the SUE approach or did not. Each officer interviewed a mock suspect (N = 59) who had either committed a simulated security breach or had completed a benign task. The officers who received SUE training interviewed in line with the training: They questioned the suspect systematically, withheld the evidence and critical case information until after questioning, and relied on statement-evidence inconsistency to detect deceit. Consequently, SUE-trained interviewers achieved a higher deception detection accuracy rate (65%) compared to untrained interviewers (43%). 相似文献

Social rights are essential to our ability to fully participate in society. In Latin America, these rights are increasingly marginalized as neoliberal policies take hold. At the same time, the related concepts of civil society and social capital are often incorporated into strategies aimed at alleviating the problems of the Latin American poor. It is expected that by strengthening people's civic capacity, their sense of mutual responsibility and ability to self-provide certain services will be enhanced. In the context of the current policy environment, however, such strategies are unlikely to be entirely successful. Lack of economic resources may preclude the Latin American poor from effective civic participation. More importantly, the promotion of civil society and social capital on the part of aid agencies and governments may represent an implicit threat to social rights, in as much as the organizations advocated are not likely to actively struggle for expansion of rights. This study investigated the effects of procedural justice on discrete emotional responses. Based upon the cognitive appraisal model of emotion, it was argued that the experience of procedural justice (or injustice) allows individuals to derive meaning from favorable and unfavorable allocation decisions. Thus, procedural justice works with outcome favorability to produce a variety of emotional states. These ideas were tested in a laboratory experiment. As predicted, two happiness-related emotions (happiness and joy) and a sadness-related emotion (disappointment) showed only a main effect for outcome favorability. Two anger-related emotions (anger and frustration) were highest when an unfavorable outcome occurred because of an unfair procedure. Higher levels of guilt and anxiety were reported when an unfair procedure resulted in a favorable outcome. The widely touted concept of the ‘Beijing Consensus’ (BC) suggests that China's economic success violates conventional theories of development and offers developing countries an alternative vision to the Washington Consensus (WC). Although ambitious, the original conception of the BC is not up to the task of being a worthwhile competitor to the alternative model from which its name was coined, not because of the WC's apparent worthiness, but rather because the BC is a misguided and inaccurate summary of China's actual reform experience. It not only gets the empirical facts wrong about China, it also disregards the similarities and differences China's experience shares with other countries, and it distorts China's place in international politics. In spite of these weaknesses, the BC is nevertheless a useful touchstone to consider the evolution of developmental paradigms, compare China's experience with that of others, identify the most distinctive features of China's experience, and evaluate its significance for the development prospects of other countries and for international relations. 相似文献
