This article explores the ways in which dominant narratives and images constructed the industrial dispute that took place between 1976 and 1978 at the Grunwick Film Processing Laboratories in Britain's capital city, London. Since 1978, this strike has achieved almost mythic status in British labour history, as the moment when the trade unions supported the demands of minority women workers. The authors argue that the dominant narratives and images disguise the complexity of events and the diversity of the strikers, constructing a narrative of success and celebration, even though the strikers were not re-employed.  相似文献

The study of Chinese foreign policy has long shown that domestic politics and domestic constraints are sources of foreign policy, albeit generally considered less potent than ideology and interests. Domestic political constraints should also be explored as factors in Chinese regional policies toward East Asia, including regional economic institutions. This paper examines three domestic institutional constraints on regional foreign policy in the area of trade and economics: a fragmented decision-making structure that has difficulty with coordination, a relatively heavy reliance on top level decision-makers at a time when issues of Asian economic policy have relatively low priority for these same decision-makers, and the relatively extreme lack of autonomy for negotiators vis-á-vis top decision-makers in Beijing. These constraints are by any means unique to China. However, at a time when many observers and participants are expecting—indeed, often hoping for—Chinese leadership in the region, the paper posits that these constraints hinder the PRC's ability to fill this role. The key empirical focus is regional trade agreements and regional economic organizations.  相似文献

This article describes four demonstration projects that strive to promote responsible behavior with respect to parenting, child support payment, and employment among incarcerated and paroled parents with child support obligations. These projects, conducted in Colorado, Illinois, Massachusetts, and Texas, with support from the federal Office of Child Support Enforcement and evaluated by the Center for Policy Research, led to a number of common outcomes and lessons. The projects revealed that inmates want help with child support, parenting, and employment and that prisons can be effective settings in which to conduct such interventions. Family reintegration programs were popular with inmates and may have helped to avoid the rupture of parent–child relationships commonly associated with incarceration. Although employment is the key to child support payment following release, rates of postrelease employment and earnings at all project sites were low and the employment programs were of limited utility in helping released offenders find jobs. Agencies dealing with child support, employment, and criminal justice need to adopt more effective policies with incarcerated parents including transitional job programs that guarantee immediate, subsidized employment upon release, child support guidelines that adjust for low earnings, and better training and education opportunities during incarceration.  相似文献

A technique was developed to type the glyoxalase I (GLO I) isoenzymes using a mixed agarose/starch gel. Over six hundred blood samples from Caucasoid people living in separate regions of South Australia were examined and the results compared with other Caucasoid population surveys. Paired blood and semen samples were also tested and the limitations of the technique with regard to blood and semen stains analysis was evaluated.  相似文献

As the football industry continues in its struggle to balance its traditional regulations and practices with the demands of domestic and European law it is evident that entrenched attitudes within the game will have to be changed if the industry is to avoid further damaging litigation. One such area is in the appointment of football managers (or head coaches), where the practices of selection seem to contravene the most basic principles of employment law with regard to the Sex Discrimination Acts. This article argues that the appointment of ex professional players as Managers violates the prohibition on indirect sex discrimination, and asserts that being male is not a ``genuine occupational qualification' for the post. The article analyses case studies of football managers to substantiate its claims, and uses interviews carried out with coaches and players in the women's Premier League in order to discuss sex discrimination and the non-appointment of women to one of the most important posts in the football industry in more general terms. Since the recognition of domestic violence (DV) in the late 1970s, police officers have been frontline providers. Despite their changing role as a result of the criminalization of DV, little is known about their experiences and responses to this public health issue from their unique perspective. Via focus groups, 22 police officers discussed their scope of practice and emotional reactions to DV calls. Participants reported frustration with the recurring nature of DV and with the larger systems?? lack of accountability (e.g., courts, prosecution and community) that follow their initial interventions. Participants discussed the limitations of their role as protectors of public safety, attitudes that evolve over time and their beliefs as to contributing factors that perpetuate DV. Additionally, the officers recommend: more professional training, counseling, incident debriefing for officers including feedback on case disposition, better collaboration across professional groups, and evidence-based prosecution.
