This analysis allows readers to confront for themselves the 27 September 1945 meeting between the Shōwa Emperor and General Douglas MacArthur, as recently documented by Japan’s Imperial Household Agency. It also introduces readers to a long-standing debate amongst Japanese scholars that has received no attention in English-language literature. The debate centres on the question as to whether the emperor offered at this meeting to take responsibility for the war fought in his name. This analysis offers its own conclusions and suggests that the emperor in all probability offered to take responsibility for the war.  相似文献

In recent years, the Civil Society Education Fund has supported national education civil society coalitions (NECs) in low-income countries so that they put pressure on governments and donors to implement the Education for All agenda and the Millennium Development Goal on education. This article draws on literature on global governance as well as on an extensive evaluation of the CSEF to explore the actual contribution of this initiative to the activity of NECs. The article highlights the achievements and shortcomings of the CSEF and includes a set of practical recommendations on the role of global civil society in international development processes.  相似文献

Post-Cold War interventions have gone through a series of distinct paradigms—each allowing for its own oppositional discourse. This possibility seems to be diminishing with the rise of resilience thinking. In the early 1990s, liberal internationalist framings drove intervention by prioritising individual human rights over state rights to non-interference. Here, it was possible to oppose intervention as illegal boundary violation and unaccountable foreign rule. Neo-liberal approaches circumvented the legal problematic by conflating sovereignty with the capacity for good governance. However, they depended on a strong sociocultural dichotomy, giving rise to accusations of neo-colonialism. In contrast, the resilience discourse emphasises the positive, transformative aspects of local agency, rather than seeing it as deficient and needing paternal guidance. This paper argues that by claiming to merely plus up already existing social practices, international policy engagement in the Global South becomes difficult to conceive as boundary transgression or hierarchical imposition. These insights are drawn out with reference to the Merida Initiative, a US-Mexican security agreement signed in 2007.  相似文献

Asia is Europe’s largest trading partner and EU-Asia trade relations have undergone a rapid change since the global financial crisis. On a global scale, the new multilateral trade agreements such as the now stalled Trans-Pacific Partnership (TPP) involving European Unions’ (EU) major trading partners such as Japan, Singapore and Vietnam also have the potential to change the trade equations. In this paper, we evaluate the new EU trade policy which has been designed to ensure that the EU benefits from the changing global trade scenario and also look at the steps which have been taken by the EU to promote trade relations with its major trading partners in Asia in the predicted ‘Asian century’. We look into the Free Trade Agreements, which are being negotiated with its Asian partners and seek to understand the reasons which have resulted in delays in their signing and negotiations. We evaluate new policies pushed forward by its Asian partners such as the One Belt One Road policy by China and Japan’s policy of securing a large number of trading agreements in the America. Moving ahead, we also shed light on the indirect factors that may influence the success of EU trade negotiations in Asia such as the EU policy on granting China market economy status and the commencement of the ‘Brexit’ process. Lastly, we try to present a list of immediate priorities for EU in Asia, which will ensure that it secures a toehold in trade with the region. All in all, it is shown that the EU has not one and the same approach for all Asian countries but it negotiates flexibly and individually country by country. Because of this “country by country approach” the EU is also not ready to enter into general EU-ASEAN trade negotiations again.  相似文献

Over the past two decades, earmarked funding to international development organizations through special-purpose trust funds has increased greatly. This paper studies the incentives for trust funds from the perspective of multilateral agencies, notably the World Bank. A theoretically intriguing type of funds are so-called “pass-on funds,” in which one unit hosts the fund, then passes on its resources to another type of unit for implementation. Each unit has different preferences for the specific types of activities to be supported by the fund. Interviews with World Bank staff and complementary documents demonstrate the rationale for pass-on funds and the associated division of labor between fundraising network units and implementing regional units. While pass-on funds reflect an efficient division of labor between functionally specialized units, they increase the misalignment between sector-specific global priorities and country-specific needs. Organizational reform drove the sudden explosion of pass-on funds around the millennium turn, facilitated by growing availability of donor monies for specific sectors and by lenient internal regulation. Organizational reform undermined budget autonomy of sector units, causing those units to seek new funds in their areas of expertise. A number of reform features also reduced administrative budgets of country units, increasing their demand for pass-on funding grants. The results contribute to the emerging literature on earmarked funding and highlight the need to consider international organizations as heterogeneous actors.  相似文献

In the closing months of 1994, the principal paramilitary organizations in Northern Ireland declared that their campaigns of violence were at an end. The cease-fires called by republican and loyalist groupings represented the most significant heralds of a complex process of conflict transformation that continues to unfold even twenty years on. In this introduction, we set out to map the key developments that have shaped the tortuous narrative of the Northern Irish ‘peace process’, thereby providing the historical backdrop for the articles that follow. While remarkable progress has been made over the two decades since the paramilitary cease-fires, the political context and future of the region remain rather more fraught than is often assumed abroad. It is perhaps best, then, to speak of the six counties in terms not of resolution but rather of ambiguity. Twenty years on from the optimism that greeted the paramilitary cease-fires, Northern Ireland retains the essential ‘inbetweenness’ of a political space that has moved from a ‘long war’ through a ‘long peace’ and into a profoundly undecided future.  相似文献

Agroecology has played a key role in helping Cuba survive the crisis caused by the collapse of the socialist bloc in Europe and the tightening of the US trade embargo. Cuban peasants have been able to boost food production without scarce and expensive imported agricultural chemicals by first substituting more ecological inputs for the no longer available imports, and then by making a transition to more agroecologically integrated and diverse farming systems. This was possible not so much because appropriate alternatives were made available, but rather because of the Campesino-a-Campesino (CAC) social process methodology that the National Association of Small Farmers (ANAP) used to build a grassroots agroecology movement. This paper was produced in a ‘self-study’ process spearheaded by ANAP and La Via Campesina, the international agrarian movement of which ANAP is a member. In it we document and analyze the history of the Campesino-to-Campesino Agroecology Movement (MACAC), and the significantly increased contribution of peasants to national food production in Cuba that was brought about, at least in part, due to this movement. Our key findings are (i) the spread of agroecology was rapid and successful largely due to the social process methodology and social movement dynamics, (ii) farming practices evolved over time and contributed to significantly increased relative and absolute production by the peasant sector, and (iii) those practices resulted in additional benefits including resilience to climate change.  相似文献

This article argues that if the introduction of genetically modified crops (GM crops) in developing countries is to be successful, we can and should not evade questions of access and control of technology. It implies probing into the experiences, perceptions and understanding of GM crops by the prime user: the farmer. Exactly in these respects the scholarly literature is remarkably silent. We know little about farmers' experiences and perceptions of GM crops' potential risks and benefits. This is evident when concentrating on a major GM crop – Bt cotton – and studying this in the context of China, its second largest producer in the world. Based on the results of a large survey, we demonstrate that Chinese farmers' awareness (‘having heard of’) and their understanding (‘being able to explain’) of Bt cotton is low. This may lead to ill-informed, distorted risk perceptions and a general inability to relate agricultural production problems to the specific nature of transgenic cotton cultivation. A great majority of the farmers find that the Chinese seed market was liberalised too early, in turn leading to a high incidence of ‘stealth transgenics’ or illegal seeds, the undermining of farmers' trust in private institutions, and a weakened biosafety regime. This finding points to the need for continued state intervention in the seed market, particularly in a developing context. Finally, we have discovered that farmers report a significantly lower reduction in pesticide use by Bt cotton than found in other studies. As suggested by recent research, we suspect that the higher pesticide use is necessary to control secondary pests – i.e. pests other than the cotton bollworm. We present empirical evidence that Chinese farmers perceive a substantive increase in secondary pests after Bt cotton was introduced.  相似文献
