What politicians devote attention to, is an important question as political attention is a precondition of policy change. We use an experimental design to study politicians’ attention to incoming information and deploy it among large samples of elected politicians in three countries: Belgium, Canada, and Israel. Our sample includes party leaders, ministers and regular members of parliament. These elites were confronted with short bits of summary information framed in various ways and were then asked how likely it was that they would read the full information. We test for three frames: conflict, political conflict, and responsibility. We find that framing moderates the effect of messages on politicians’ attention to information. Politicians react more strongly (i.e., they devote more attention) to political conflict frames than to non-political conflict frames and they react stronger to political responsibility attributions than to non-political responsibility attributions. Conflict frames attract more attention than consensus frames only from members of opposition parties. Political conflict frames attract more attention from government party politicians. This paper investigates to what extent socioeconomic status (SES)‐based affirmative action in college admissions can produce racial diversity. Using simulation models, we investigate the racial and socioeconomic distribution of students among colleges under the use of race‐ or SES‐based affirmative action policies, or targeted, race‐based recruitment policies. We find, first, that neither SES‐based affirmative action nor race‐targeted recruiting on their own produce levels of racial diversity achieved by race‐based affirmative action. However, the two policies in combination, although likely expensive, may yield racial diversity comparable to race‐based affirmative action. Second, the use of affirmative action policies by some colleges reduces the diversity of similar‐quality colleges without such policies. Third, the combination of SES‐based affirmative action and race recruiting results in fewer academically‐overmatched Black and Hispanic students than under race‐based affirmative action, but the schools that use both also see a reduction in the academic achievement of enrolled students. 相似文献

This article assesses the utility of impact assessments (IAs) as an effective tool for mainstreaming. Specifically, it analyses whether the European Union's (EU's) system of integrated impact assessments (IIAs) contributes to the realization of six mainstreaming objectives defined in the EU treaties. The article first studies whether the legal framework for the EU's system of IIAs makes it a viable tool for mainstreaming. It then proceeds with an empirical analysis of 35 IAs to assess the extent to which mainstreaming objectives are taken into account in practice. The analysis shows that all six mainstreaming objectives have a place within the IIA system, but the system does not ensure systematic consideration of them. There is considerable variation across mainstreaming agendas, as well as across Directorates‐General. The article concludes that the IIA system is no panacea for mainstreaming, and proposes changes to the institutional framework to improve its mainstreaming potential. 相似文献

Peace education provides for the development of knowledge, skills, and dispositions appropriate to effective peacebuilding. Therefore, the development of curriculum in degree programs which builds bridges by which students in conflict resolution/peace studies classrooms may cross over to the field of conflict transformation and peacebuilding may properly be thought of as within the sphere of peace education. This paper describes an emerging theory of change in the context of the peace education offered by a graduate and undergraduate program of conflict resolution. It is argued that employability exists at the nexus of student skills and attributes, and the demands of a labor market which a partnership between experienced practitioners and academics has a responsibility to inform and shape through outreach, education, practice, evaluation, research, and publication. 相似文献

This article analyses representations of glamour in two British magazines during the 1950s: Home and Country and Woman's Outlook, the publications of the National Federation of Women's Institutes (NFWI) and the Women's Co-operative Guild (WCG) respectively. Both publications shared many traits with best-selling women's magazines of the period but they also had certain distinctive characteristics, such as a relative lack of advertising for beauty products, which make them particularly interesting subjects for a study of glamour. Through its exploration of the diverse and even contradictory attitudes towards glamour evidenced in these publications, the article contributes to continuing feminist debates about women and beauty as well as offering fresh insights into the NFWI and WCG. Its findings demonstrate heterogeneous understandings of femininity, thus challenge the stereotypes of 1950s womanhood that continue to abound, and add another case study to the growing body of revisionist literature on women in the post-1945 period. 相似文献

We investigate the role of payoff asymmetry in laboratory prisoner’s dilemma games. Symmetric and asymmetric games are examined in simultaneous and sequential settings. In the asymmetric sequential games, we study the impact of having payoff advantaged players moving either first or second. Asymmetry reduces the rates of cooperation in simultaneous games. In sequential games, asymmetry interacts with order of play such that the rate of cooperation is highest when payoff disadvantaged players move first. 相似文献

Numerous laboratory experiments have investigated the performance of several processes for providing public goods through voluntary contributions. This research has been able to identify features of the institution or environment which are reliably likely to produce outcomes “close” to the free riding outcome or “substantially” greater than the pessimistic prediction of standard models. One such feature is the “marginal per-capita return” (MPCR) from the public good. Various authors have altered MPCR between groups or for an entire group at the same time.
