This article reviews the initial questions surrounding the design of police reforms in war-torn societies, by examining the ‘demobilisation dilemma’ and issues pertaining to force composition, which are key to the reinsertion of combatants and to the political legitimacy of new security arrangements. Police reform must be understood as more than a process of skills transfer from international donors to a ‘rookie’ national force. Many of the most serious challenges derive from weak judiciaries, high crime rates and embedded authoritarian cultures. These factors often spur governments to reintroduce military forces and to increase police powers and legal penalties, thereby jeopardising newly-won rights and risking a return to authoritarian policing. Studies indicate that police must be responsive and respectful and must win public cooperation if they are to be e?ective in ?ghting crime and maintaining public order. This requires a multi-sectoral strategy, encompassing a wide range of actors: from the military and civilian police in peacekeeping operations to donors that provide support for democratic institutional, economic and social development. 相似文献

Peace education provides for the development of knowledge, skills, and dispositions appropriate to effective peacebuilding. Therefore, the development of curriculum in degree programs which builds bridges by which students in conflict resolution/peace studies classrooms may cross over to the field of conflict transformation and peacebuilding may properly be thought of as within the sphere of peace education. This paper describes an emerging theory of change in the context of the peace education offered by a graduate and undergraduate program of conflict resolution. It is argued that employability exists at the nexus of student skills and attributes, and the demands of a labor market which a partnership between experienced practitioners and academics has a responsibility to inform and shape through outreach, education, practice, evaluation, research, and publication. 相似文献

From the late nineteenth century through the mid-twentieth century, Cape Verdean immigrants to Dakar, colonial capital of French West Africa, became a small but important community in terms of significance in both the urban economy and the colonial framework of race and identity. They occupied important labor niches valuable to the colonizer such as painting and domestic work and attached those fields to a unique identity to which only they belonged. Able to capitalize on the ambiguity inherent to colonial race and identity policies, Cape Verdeans bridged categories common to state policies – particularly “foreign” and “native” – in ways not adequately captured by the concept of intermediaries often employed in examinations of immigrant populations to West Africa. Public-sector mental health systems have set forth specialized practice competencies for forensic mental health clinicians conducting court-ordered examinations. This study examined a sample of feedback letters to clinicians who submitted mid-training and final reports for review as part of the requirements for certification as a juvenile court clinician. The most common feedback points were insufficient/irrelevant historical data, problems with clarity/organization of the report, problems with interview/mental status examination, and problems with competency to stand trial data/opinions. Clinicians had fewer deficiencies in their final report compared to their mid-training report, supporting the perspective that forensic training and supervision is associated with better quality reports. 相似文献

This study examined gender differences in self-reported suicidal behavior in relation to the risk factors of tobacco use, alcohol use, drug use, school misconduct, academic difficulties, home environment, sexual activity, and violence among seventh-through twelfth grade students (N=3461)in a northern Midwest school district. Data were gathered from the Survey Instrument of Attitude/Behavior administered in the school district during the spring of 1993. The dependent variables were suicidal activity and suicidal tendency. Stepwise forward regression ordered the independent factors in predicting suicidal activity and suicidal tendency for the male and female samples. The comparison of regression results revealed the following: (1) the independent factors accounted for more variance in male suicidal activity and tendency than in female suicidal activity and tendency; (2) as the level of suicidality increased, so did the frequency of violent behaviors among both genders; (3) leading predictors for suicidal activity were similar between gender; and (4) gender differences were displayed in predictors of suicidal tendency.Major interests include risk taking behaviors, youth suicide, and educator use of research. 相似文献
