Filing for corruption: Transparency, openness and record-keeping

The rhetoric of the new development agenda is shaped by democratisation,decentralisation and accountability. The intention is to reassert the role ofthe state but only within the context of involving and working for thepeople. Multilateral and bilateral donor statements are replete withreferences to openness, transparency, accountability and combatingcorruption. This article discusses the rhetoric of such language but then askshow they are to be implemented.What is at issue is that such terms are crucial development goals but,without greater attention to concrete outcomes and processes, may remainrhetoric.     

‘Beauty isn't all a matter of looking glamorous’: attitudes to glamour and beauty in 1950s women's magazines

This article analyses representations of glamour in two British magazines during the 1950s: Home and Country and Woman's Outlook, the publications of the National Federation of Women's Institutes (NFWI) and the Women's Co-operative Guild (WCG) respectively. Both publications shared many traits with best-selling women's magazines of the period but they also had certain distinctive characteristics, such as a relative lack of advertising for beauty products, which make them particularly interesting subjects for a study of glamour. Through its exploration of the diverse and even contradictory attitudes towards glamour evidenced in these publications, the article contributes to continuing feminist debates about women and beauty as well as offering fresh insights into the NFWI and WCG. Its findings demonstrate heterogeneous understandings of femininity, thus challenge the stereotypes of 1950s womanhood that continue to abound, and add another case study to the growing body of revisionist literature on women in the post-1945 period.

CRITICAL ASPECTS OF PARENTING PLANS FOR YOUNG CHILDREN

The debate about the benefits and drawbacks of overnight schedules for young children is hotly contested in family law. This study investigated connections between occurrence of overnights, schedule consistency, number of caregivers, and young children's adjustment to parental separation and divorce. Families ( N = 161) with children aged 6 years or younger were recruited at the time of filing for divorce or child custody (if unmarried); follow-up data were obtained from 132 families 15 to 18 months later. Results indicated that parenting plan variables are related to children's social, cognitive, and emotional behavior, with caregivers and schedule consistency more salient than overnights. Girls benefited from overnights and more caregivers, whereas boys did not. Overnighting children aged 4 to 6 years when their parents filed manifested fewer problems 1.5 years later than did younger children. Even when controlling for parental conflict and parent-child relationship variable, the constellation of parenting plan variables contributed to young children's adaptation.     

Thinking about Ideology and Method: a Comment on Schull

This article addresses some theoretical problems which arise in a recent article by Joseph Schull on ideology and Soviet-type societies. I argue that the conceptualizations of Marxism-Leninism, ideology, and discourse offered by Schull are unlikely to enhance the study of Soviet ideological practices significantly because Schull's approach is both too essentialist and too general. Schull treats these concepts as unities reducible through proper definition. I argue that they are better understood as problematics which, in the first two cases, encompass a wide variety of forms and practices; and, in the third, a variety of methods and approaches. Since the study of Marxism-Leninism or ideology, like anything else, is driven by questions, problems, hypotheses, etc., I suggest that it is unhelpful to engage in a priori generalizations about method.     

Adolescent Gender Differences in Suicide-Related Behaviors

Utilizing data as well as factor analysis and multiple regression the previously published study, Risk Factors Related to Suicidal Behavior Among Male and Female Adolescents [(1996), Journal of Youth and Adolescence, Vol. 25, pp. 149–160], this follow-up study examined gender differences in risk factors that increase the probability of self-reported suicidal behavior among seventh through twelfth grade students (N = 3461) in a northern Midwest school district. The logistic regression results revealed gender differences in that the demonstration of more aggressive behaviors increased the likelihood of males reporting suicidal behavior.

Government lawyers and the training of senior civil servants. Maintaining law at the heart of the French state

To assess the influence of law and jurists in the conduct of contemporary French state, this article examines the role of the Council of State at ENA (École Nationale d'Administration), the main school for top civil servants. Although the study reveals the decreasing part of law in the bureaucratic capital over the past fifty years, it also shows how government lawyers have resisted this downsizing process. The teaching of a subject called ‘legistics’ provides top officials with a different view of law. Dedicated to promoting the political utility of law, legistics complies with managerial values while it sticks to the Weberian model of bureaucracy. As a result of the introduction of legistics, new techniques of legal drafting have been spreading within French public administration. Legistics thus plays a role in the contemporary reshaping of public legal practices, as well as in the renewing of legal legitimacy in the reform of public affairs.
