The new strategic partnership between the United States and India is creating opportunities for security cooperation. A key element in this partnership—U.S.-India space cooperation—will most likely become the defining relationship for international space cooperation around which other space-faring nations will posture. The Indian space program is rapidly developing world-class capabilities and presents itself as a worthy partner. The U.S. space program should be able to provide innovative ideas for fruitful collaboration. Despite these propitious circumstances, there are potential obstacles of cost, security, and risk. The biggest obstacle, however, might simply be bureaucratic intransigence and inertia. The opportunity is here, now, for the United States and India each to add an important new jewel to their crown of international space cooperation activities. Performance of likelihood ratio (LR) methods for evidence evaluation has been represented in the past using, for example, Tippett plots. We propose empirical cross‐entropy (ECE) plots as a metric of accuracy based on the statistical theory of proper scoring rules, interpretable as information given by the evidence according to information theory, which quantify calibration of LR values. We present results with a case example using a glass database from real casework, comparing performance with both Tippett and ECE plots. We conclude that ECE plots allow clearer comparisons of LR methods than previous metrics, allowing a theoretical criterion to determine whether a given method should be used for evidence evaluation or not, which is an improvement over Tippett plots. A set of recommendations for the use of the proposed methodology by practitioners is also given. 相似文献

Abstract Although many historical accounts touch briefly upon the ubiquitous Mexican consulates, none to date have delved beyond superficial details of that presence, preferring instead to reconstruct Chicano political history as if it were an experience shaped by factors within the United States. This study reveals that the Mexican governments in the post‐1910 Revolutionary era implemented a strategy to influence the political culture and actions of the emigrant community in the US. An important part of that strategy contained measures to influence and develop an ethnic Mexican unionization movement along conservative lines. The compiled evidence leads to the conclusion that the Mexican community forged their experiences not only in terms of the conditions extant within the US, but that their home government followed them across the border seeking to assimilate them into the social relations and political culture of the emerging Mexican state. Mexico aimed at nothing less than developing a loyal and politically dependent emigrant community, a strategy that replicated Mexico's domestic social policy and complemented Roosevelt's New Deal labor objectives, while corresponding to the labor demands of large‐scale agricultural interests. 相似文献

Anti‐vote‐buying campaigns led by NGOs and political elites denounce the practice as a crass economic transaction detrimental to democracy. Do potential clients stigmatize vote buying to the same degree, or does the mass public have a more conditional view of the acceptability of vote buying? We theorize that normative evaluations of vote buying vary based on individuals’ understanding of the transaction itself and abstract societal costs associated with the practice. We assess this perspective using survey experiments conducted in several Latin American countries that present hypothetical vote‐buying situations for evaluation by respondents, varying the socioeconomic status of the hypothetical client and the client's political predispositions. We find that the disapproval of vote buying is highly conditional on the attributes of the hypothetical client and that evaluations of vote buying depend on conceptions of the concrete benefits and abstract costs of vote buying as a part of electoral politics. 相似文献

This article argues that the EU and, above all, the eurozone are facing not one crisis – an economic and fiscal one – but three: an economic crisis, a crisis of institutions, and a crisis of demography. These crises are not simultaneous; they are overlapping and self-reinforcing, and there is a high degree of feedback across all three crises. Economically, the euro inflated economic growth and government revenue in the peripheral economies, giving those member states a false sense of their economic prospects. Institutionally, mechanisms were too weak at the EU level to prevent a dangerous escalation of asset (above all house) prices and too fragmented to confront the crisis through an immediate and decisive plan that would provide calm to the markets. Demographically, Europe’s economic and fiscal problems are and will increasingly be exacerbated by the continent’s demographic situation and its projected development, especially in southern Europe. 相似文献

This study examined the role of cognitive control in explaining the psychosocial maturity of adolescent (n = 43) and young adult male (n = 40) offenders. We separated psychosocial maturity into prosocial and criminal components, which were statistically unrelated
and were explained by different variables. Individuals with higher levels of prosocial maturity were older, had better proactive
cognitive control, and had better short-term memory than those with lower levels of prosocial maturity. Individuals with higher
levels of criminal maturity were older and had better reactive cognitive control than those with lower levels of criminal
